Position Title: SENIOR TECHNICAL COORDINATOR

Purpose of Position:
• To provide leadership and senior technical consulting expertise in the development and implementation of Road User Safety application Solutions data / database architectures.
• As a lead technical resource working with a group of high skilled professionals, to ensure the continued availability, security, integrity, performance and extendibility of the highly complex Road User Safety Data/Database environment.
• As a lead technical resource, and in collaboration with IS management, development, technical, business and both information and technology architecture staff, ensure the effective use of corporate and cluster Application Development data / database Architectures to optimize the effectiveness of the RUS applications and technology platforms.
• To identify methodologies, system development and maintenance environment, criteria and techniques associated with the development and maintenance of data and databases, including design and use of reusable components that can be easily modified to respond quickly to the RUS`s changing business needs.
• To provide leadership in standard, procedures, and best practices/guideline development to adhere OPS and OCCIO policies.

Duties/Responsibilities:
1. Provides leadership in the technical support of the Photo Comparison Technology (PCT) systems. Oversee the management and enhancements to the system including the extraction of photos for assessment and possible corrective action.
2. Responsible for the continuing integration and interfacing of the PCT systems with the current RUS Drivers and Vehicles systems as well as new systems in the future. Works with the business and outside agencies to formulate polices and procedures to maximize the fraud detection and prevention abilities of the system.
3. Define, develop, implement, and maintain RUS Application Data / Database Architecture, which must be conducive to the development of multi-tiered applications consisting of reusable components, structured with the appropriate interfaces allowing platform independence and manageability. This physical architecture must consist specifically of criteria, techniques, recommendations, and standards dealing with the use of Data/Database Development Tools, Testing Tools, Packaged Applications, Project Management tools, OOAD tools, Report Writers, and Office Automation, etc. Also collaborates with other staff in developing standards for the use of Data Repositories.
4. Collaborates with the Solutions Architect in the development and maintenance of RUS Collaborative/Workflow Data / Database Architecture by contributing standards and recommendations regarding the use of Collaborative and Workgroup or Workflow tools; the use of Languages, Development Tools, Authoring Tools and Electronic Commerce Software; the use of Mainframe, J2EE and related physical architecture components etc.
5. Collaborates with the Solutions Architects in the development and maintenance of RUS Data/Database Architecture by contributing standards and recommendations, regarding the use of Data/Database Development Tools, Languages and Data/Database Repositories, etc.
6. Determines which applications should contribute to the support of RUS business `drivers` and assesses the capability of these applications to deliver both the current and future levels of support necessary
7. Provides current and target RUS application data/database architecture definition (macro and micro level) by reviewing and assessing new products in relation to the current and future business needs of the Ministry and its clients.
8. Provides leadership in the selection and use of the development/acquisition methodologies, techniques and tools, as well as ministry application portfolio management by evaluating existing application and determining life cycle and usefulness of products presently being used.
9. Participates in client/corporate/Ministry business improvement initiatives; identifying and investigating IT opportunities; development of IS strategies and operational plans (especially application migration strategy); development of current and target process and technology architectures; development of application related IS policies and standards; project scoping, planning and preparation of IS business cases, business plans and submissions, projects proposals; business software and technology infrastructure products requirements; IS process improvement/re-engineering initiatives; preparation of IS products and services contracts with suppliers; evaluation of suppliers products and services quality and performance.
10. Approve business application requirements; vendor application selection, evaluation and selection criteria; user interface and report components specifications; application logic, data access and integrity components specifications; upstream/downstream interface components specifications
11. Support production system if required.
12. Mentor junior staff and assist to come up with technical solutions.
13. Additional duties as determined by the management to handle emerging RUS needs.

Knowledge:
Job requires advanced, broad based knowledge of the overall field of Information Technology, including experience in all aspects of application design, development, testing and maintenance, database software, operating systems, client/server, desktop and workgroup software, Mainframe, Java/J2EE middleware, server technology, fault tolerant environments, development tools, telecommunications. Breadth of knowledge and ability to assess key trends and directions are more important than in-depth technical knowledge in any one area.

Ability to coordinate the development of standards and the selection of products through a process of broad consultation with clients and IS management and staff. Proven ability to work effectively as both a team leader and as a member of a team.

Proven ability to lead a small team of technical staff in small projects involving training, problem resolution (7x24 support), ad hoc reporting, process standardization, and the trial or adoption of new technologies.

Job requires extensive knowledge of data base development methodology, programming languages, data base concepts, data storage and retrieval techniques to lead the design, testing, implementation and integration of corporate shareable applications, monitor and maintain application architectures and application performance through development of standards, evaluate new software for potential use by the Ministry. Also requires knowledge of application macro-architecture development, integration and migration methods; application micro-architecture selection and optimization process.

Job requires knowledge of government/ministry directives, standards, policies and guidelines governing data management and application development.

Demonstrated ability to communicate effectively with both technical and non-technical staff both through written documents and multimedia presentations.

Position requires knowledge of OPS I & IT and Cluster strategies, directives, policies and procedures; ministry/program applications particularly of RUS programs and of RUS to ensure business analysis proposals and developments are aligned with OPS and OCCIO directives/guidelines including I & IT architectural reviews and approvals; emerging IT trends and technologies for systems technology innovations that are of relevance to RUS objectives.

Familiarity with OPS policies/directives and guidelines for human resources, financial and business planning and management and strong knowledge of project management, customer service relationship and service management, to provide support to clients.

Knowledge of RUS programs business plans and objectives as well as web-based applications in multi-tiered technical environments to advise clients on IT solutions and opportunities to maximize use of IT in business improvements, to support clients with financial and operational planning on acquisition of resources for transfer to new technology based on costs/benefits rationale from the business analysis process and to contribute to IT policy planning.


Multi-tiered web-based mission-critical application development and support experience (including JSP/Servlet, EJB, JNDI, JDBC, JMS, XML and Web Services, Strut/JSF Framework, Hibernate/Spring, Tomcat, Apache, Weblogic or SunOne, SUN Solaris, Windows 98/NT/XP/2000/2003, VPN, PKI, LDAP, Oracle9I, 10g, 11g, DBMS, PL/SQL and Mainframe – PLI/Cobol, IMS, DB2, z/OS,). Knowledge of data warehouse and business intelligence tools, and Web Reporting, SPSS, GIS, and wireless technologies. Large-scale data conversion experience. In-depth knowledge of current state of the art and emerging trends in I&IT technologies.

In-depth experience in Systems Development Life Cycle (Waterfall and Iterative), feasibility study, requirements definition, design and analysis, prototyping, implementation, testing and maintenance of mission-critical multi-tiered web-based applications (OOAD, UML, RUP). In-depth knowledge of current state of the art and emerging trends in business data and process modeling, reengineering and redesign.

In-depth experience in integration, scope, time, cost, quality, human resources, communications, risk and procurement management. Including guidance/leadership to staff on consultations with clients. In-depth experience in configuration, service desk, incident, problem, change, release, service level, availability, capacity, IT service continuity, and financial management.

Work is performed independently under the general direction of the Manager, Data Management RUS I&IT Unit.

A high degree of initiative and judgement is required to balance the needs and desires of clients with individual requirements against overall needs and priorities of the Ministry. Using current data / database infrastructure as a base, the incumbent must investigate and evaluate a wide range of alternative approaches to the evolution of the data/database infrastructure and recommend those options which will meet current needs and contribute to longer range goals.

The incumbent will face conflicting demands on his or her time and directions which must be resolved through interpretation of overall Ministry priorities.

The incumbent will recommend approaches which will involve safeguarding the investment of millions of dollars in IT spending regarding the collection, maintenance, security and integrity of RUS data and databases. Poor judgement could result in considerable direct loss and incalculable loss in opportunities for the Ministry.

The position is accountable for the development and continual upgrading of the data/database systems architecture.

Daily contact with RUSAS staff, clients and vendors to gather requirements, seek out solutions, to educate and to be educated. Frequent contact with other ministries, and MGS, CCAS staff to assist in the alignment of IT plans across the government and to share expertise and experiences. Infrequent contact with senior Ministry management to present IT options and to educate them as to the potential to harness information technology to meet urgent Ministry priorities.
