Purpose of Position:
The purpose of this position is to develop a policy framework for an Integrated Strategy for the treatment and prevention of Hepatitis C. This strategy is needed to ensure that MOHLTC resources most effectively respond to the treatment and prevention issues associated with increasing numbers of individuals who will need HCV treatment in the next 2-10 years.

Duties/Responsibilities:
Under the supervision of the AM21 Hepatitis C Secretariat Coordinator, the Senior Policy Analyst will supervise an AM18 Policy Analyst and work in conjunction with a PEC20 Health Economist and expert external stakeholder advice to develop an Integrated Strategy for the treatment and prevention of Hepatitis C in Ontario. Components of this Integrated Strategy will include:
• Establishing regional hospital-based Hepatitis C clinics to meet anticipated increases in demand for treatment and prevention.
• Sophisticated forecasting models to predict the regional demand for treatment and care, and the associated costs.
• Case-finding initiatives to locate and notify infected individuals. (including active IDU`s, past IDU`s, and blood transfusion recipients)
• Increasing the number of hepatologists and nursing specialists, and the health care system`s capacity for liver transplantation.
• Enhancing laboratory testing to facilitate cost-effective antiviral therapy.
• Prevention programs to target Ontario`s `at risk` groups to limit the spread of HCV .
• Policy papers/writing notes/cabinet submissions

The Senior Policy Analyst will coordinate the research of policy documents for inclusion in Cabinet submissions, MB20` s and policy submissions to HSSP.
The Senior Policy Analyst will be responsible for developing reporting frameworks for any Federal/Provincial/Territorial funding agreements and monitor research and data collection to ensure reporting requirements are met.

Knowledge:
Knowledge and demonstrated ability with respect to policy analysis and development, Ontario`s health care system, and government policy development/legislative process and approval procedures. Knowledge of strategic planning to assess and identify issues and anticipate and evaluate the impact of policy/procedural changes. Knowledge of business analysis to assess performance and program delivery and monitor quality assurance. Knowledge of relevant legislation (e.g. Health Protection and Promotion Act, Freedom of Information and Protection of Privacy Act. Human Rights Charter) and ministry policies and programs to ensure the policy recommendations developed are compatible with ministry and government corporate direction.

Knowledge of issues related to blood borne viruses (treatment, prevention, government financial assistance programs, and government compensation programs).

Written communications skills to prepare presentations, correspondence. research analyses, and policy recommendations, briefing notes, reports and program overviews for senior management. Oral communication skills to provide sophisticated committee input, and facilitate dealings with internal and external stakeholders. Presentation skills to participate in seminars and presentations. Leadership skills to undertake special projects.

Computer skills to access the internet as a research tool and to prepare original materials using various software programs (e.g. Word, Excel, Powerpoint and Outlook).

Judgement:
Judgement is required in both analyzing and developing material for long term policy approval, and in responding to issues which have a short response time.

Judgement is required in assessing the validity of information obtained by internal and external stakeholders, and in determining the most suitable way of presenting information.

Judgement is required to facilitate a `team` project management approach, and in identifying the means to motivate peers and supervised staff to complete project work within timelines and with the highest level of accuracy and quality.

Judgement is required to determine the best approach to seek and obtain approval for project work within the existing approval guidelines for the unit division. branch or ministry.

Accountability - Programs:
The scope of the program accountability is province-wide with potential direct impact on members of the public, particularly those infected or affected by Hepatitis C. All materials and analyses prepared by the position directly impact on senior level decision-making on issues related to the treatment and prevention of Hepatitis C and the funding used to address these issues.

Accountability - Personnel:
This position provides direct supervision to the AM I 8 Policy Analyst, and technical direction and leadership to project work groups.

Accountability - Finance & Material:
This position acts as a policy analyst to clearly identify MOHLTC future funding needs for Hepatitis C treatment and prevention issues.

Accountability - Impact of Errors:
Poor/inappropriate analysis, advice or information could result in the adoption of ineffective policies/procedures or misguided responses from MOHLTC staff. Failure to ensure the provision of timely accurate and comprehensive development of policy recommendations and briefings could result in the misallocation of MOHLTC resources and the development of services which do not meet the needsof people living with, or affected by, Hepatitis C.

Contact - Internal:
Reports to the Coordinator, Hepatitis C Secretariat and maintains regular contact with other Hepatitis C Secretariat staff, Public Health Branch staff, and MOHLTC staff to exchange information and discuss issues.

Contact - External:
Exchanges information, interprets policy and discusses issues of mutual concern with other FIPIT jurisdictions, the Ontario Hospital Association, the Ontario Public Health Association, and organizations responding to policy issues faced by people living with Hepatitis C such as Hemophilia Ontario, the Canadian Liver Foundation and the Hepatitis C Society of Canada. Exchanges information with hospitals, clinics, universities and private consulting firms. Provides input on responses to inquiries from MPP`s and the general public. Represents the program on ministry, inter-ministerial and inter-provincial committees.
