Position Title: SENIOR CONSULTANT (HEALTH CAPITAL PROJECTS)

Purpose of Position:
To provide advice, expertise and consultation services to health service providers / stakeholders in support in the management and coordination of the Ministrys review, decision making and approval processes for a portfolio of health capital project submissions within assigned Local Health Integration Network (LHIN) geographical areas. To project manage and coordinate the Ministrys role in all aspects of review and decision making regarding health capital redevelopment project submissions, ensuring compliance to industrys best practices and with Ministry goals/objectives, contractual and accountability mechanisms. To work with the key stakeholder and health service partners, including consulting with LHINs to assist in ensuring the alignment of capital projects with LHIN program and service priorities. To participate and represent the health capital program on cross functional teams and other internal/ external working groups.

Duties/Responsibilities:
Working in an Unit that is responsible for leading the management and coordination of the Ministry`s, planning and decision-making processes for the successful operational implementation of its multi-year, multi-million dollar health capital program, and for providing consulting/support to health service providers, key stakeholders and health care partners, this Position:

1. Manages and coordinates the Ministry`s review, decision-making and approval processes through all aspects of development and implementation of a portfolio of health capital project submissions within an assigned geographical area — these projects vary in size and complexity from minor and small hospital proposals to large multi-million dollar complex capital redevelopment projects. Provides Ministry policy and program direction, expertise, advice and support to LHINs I health service providers in the ministry`s roles in all aspect of review and decision-making regarding health capital redevelopment project submissions including working collaboratively to develop strategies to resolve complex issues and mitigate risks / impediments throughout the entire process.

2. Conducts and coordinates with required internal / external resources (e.g. planning approvals, architectural design, financial assessments, etc.) the ministry`s review and analysis of project related planning, design, procurement and financial project documentation such as Master Programs, Master Plans, Business Cases, Functional Programs, Design Development documents, Working Drawings, Local Share Plan, Costs Reports and Procurement documents), to evaluate the facilities capital plans, performance and financial requirements; ensures that requests for information / assistance, capital submissions and processes are addressed, responded to and expedited in a timely manner. Recommends approval / non-approval of capital plans; advises clients of recommendations and provides advice / expertise in resolving planning issues.

3. Acts as the ministry`s primary contact / liaison on all matters in support through all aspects of development and implementation of a portfolio of health capital project submissions. This involves assisting in identifying progress barriers / issues and in developing strategies/solutions to the problems; advising on related standards, Ministry policies, procedures and interpreting legislation, by law and policy provisions; liaising within Ministry and other ministries to coordinate and consult; anticipating and identifying current and emerging issues, risks and impediments to the successful completion of facilities and playing a lead role in the analysis and resolution of capital policy issues.

4. Tracks and monitors project activities against scheduled milestones and requirements to assess and report on progress and compliance to industry best practices and with ministry goals/objectives, contractual and accountability mechanisms. Using information gathered, provides consulting and advice to ensure that project is on schedule; provides advice and support to resolve issues related to non-compliance, identifies and tracks issues and develops solutions/responses. Provides advice on health capital projects to support transfer payment funding and project settlements.

5. Leads and/or participates on cross functional teams and other internal/external working groups in support of the development and effective operation of the health capital program; coordinates input and process to develop innovative solutions to advance approvals in support of the development and implementation of assigned portfolio of health capital projects.

6. Facilitates joint discussions between stakeholders on issues related to development and implementation of capital projects related to the redevelopment of health care facilities / services within the assigned area; reviews, analyzes, recommends and negotiates capital project plans through the application of provincial policy, the assessment needs of the population, program targets and benchmarks where available and the supply and access to local services. Ensures that new health service providers capital project is incorporated into the Ministrys business plan and are consistent with government directions and other health system reform planning initiatives.

7. Reviews Post Construction Operating Plans (PCOP) submissions for funding operational costs in health care agencies (e.g. hospitals, long term care, community mental health and addictions facilities) resulting from capital infrastructure construction for consistency with functional program.

8. Prepares complex decision making notes, briefing notes, correspondence and input to corporate submissions (e.g. Cabinet submissions) within tight deadlines to provide information and advice to Branch management, senior management and/or the Minister on redevelopment issues, their relative priority and proposals for the resolution of problems, potential difficulties and their impact.

9. Develops and maintains effective partnerships and working relationships with LHINs, health service providers and key stakeholders to meet mutual goals; maintains open channels of communication to facilitate effective proactive management of issues, Participates in external reviews of health care system issues when an independent external opinion or expertise beyond that is available within the Ministry is needed.


Knowledge:
Position requires expert knowledge of the health capital project development and implementation requirements and processes, the health care system/services including role / mandate of LHINs and lnfrastructure Ontario to provide expertise, coordination, advice and consultation services in support of health capital redevelopment project submissions, including the review and coordination of project related documentation with all required internal / external resources and understand / respond to complex issues throughout all aspects of the Ministry`s review and decision making / approval processes. Excellent knowledge of government / Ministry strategic directions legislation (e g Public Hospitals Act Ministry of Health Act Private Hospitals Act, Independent Health Facilities Act), policies, programs, health care goals / priorities, in particular those governing infrastructure development / renewal planning, and Ministry decision making / approval processes to provide expertise, advice and recommendations to support advancement of capital projects, to ensure compliance with Ministry`s program/policies and industry best practices and to recommend /negotiate changes to health service providers/services including realignments, closures or conversions.

Excellent knowledge of project management methodologies, practices and techniques to project manage and coordinate the Ministry`s review, decision-making and approval processes for a portfolio of capital redevelopment project submissions that range in size and complexity, including managing deadlines and milestone reviews, identifying current / emerging issues, barriers, weighing risks / impacts and playing a lead role in the analysis / resolution of operational and capital, policy issues. Knowledge of and proficiency in use of computers and related software packages e.g. word processing, data base management, project management, spreadsheets) to track and monitor capital projects progress, prepare correspondence, briefing notes and corporate submissions. Excellent analytical, interpretative and problem solving skills to critically analyze and apply benchmarks to capital plans of health service providers within geographical area and make recommendations as to whether to approve the submissions, identify and address barriers / impediments / diversity of issues to meeting requirements in any aspect of the Ministry review and decision making/approval processes and assess capital plans for compliance with industry standards and Ministry policies / program objectives.

Excellent project management skills and experience with large and/or complex capital projects to project manage the Ministrys role related to a portfolio of capital project submissions that have long term impacts on the delivery of health care services, that are effectively planned, tracked, monitored and achieve objectives in a timely manner, and to coordinate work on projects that may cross sector boundaries.

Excellent analytical, planning, communication, coordination and organizational skills to undertake the review of capital submissions with relevant Ministry staff, monitor project schedules, deliverables and project funding, work effectively in a team environment and successfully balance a demanding workload. Well developed communication and relationship management skills to develop and maintain strong partnerships and working relationships with LHINs, health service providers and internal / external stakeholders, to work effectively on cross functional teams, to provide effective consultation services and to develop briefing notes / materials and comprehensive input for development of Cabinet) MBC submissions. Excellent negotiation skills to address complex project related issues, including changes to project scope, budget and timelines and to negotiate changes to health service providers capital project plans e.g. project scope, design, cost estimates, local share pan that meet Ministry objectives and better serves the needs of the community.


Judgement:
Work is performed under the general direction of the Manager, Capital Projects; daily activities are undertaken independently and performed within the broad framework of Ministry legislation, policies, business directions, guidelines and contractual agreements, established codes and standards governing capital project development. Position has access to the Manager, Project Manager and/or technical advisors within the branch to discuss resolution of complex problems/issues outside the application of policies/procedures. Considerable judgement is exercised in establishing / maintaining effective partnerships / relationships with wide variety of health service providers / stakeholders, in ensuring that their capital needs are aligned with government/ministry and LHlN directions and effectively dealing with and negotiating resolution to issues. Position also uses judgement to provide expertise and direction to health service agencies (e.g. hospitals, long term care) within the assigned geographic area to support the review / recommendation approval / non approval of their capital proposals and requests for funding capital related operating costs. Excellent judgement is required to successfully project manage and coordinate the Ministrys decision making processes for these project submissions related to assigned portfolio of capital projects, to respond to health service providers plans and requests within the context of ministry goals / objectives and government directions, to manage and to coordinate all aspects of the review and Ministry decision making / approval processes to ensure that capital projects progress within scope, on time and on budget.

Position exercises judgement in establishing priorities, in ensuring project submissions are compliant with industry best practices and Ministrys programs) policies / contractual and accountability frameworks, in providing ongoing consultation and advice to health service providers to facilitate needed changes through the proactive analysis and evaluation of program / project issues and in the interpretation of Ministry policies, practices, guidelines and procedures. Judgement is required to deal with confidential information, approve plans and sites. Judgement is exercised in gathering, compiling and analyzing a variety of reports and submissions and in preparing recommendations, briefing notes / materials in support of senior management.

Accountability - Programs:
Accountable for providing comprehensive primary support and reviews, consultation services, project management and
problem solving in support of health service providers who apply and receive funds for their capital redevelopment projects; for providing timely, reliable and accurate program] policy interpretations; for conducting / coordinating the review and analysis of project documentation with required internal / external resources and supporting / expediting capital project submissions through all aspects of the Ministry decision making and approval processes from inception to post occupancy, monitoring progress and ensuring compliance with contractual terms, industry best practices and government / Ministry goals / objectives. Accountable for facilitating discussions and furthering delivery of health system services through discussions and negotiations of changes to health service agencies / services and access to meet community needs.

Accountability - Personnel:
Provides functional guidance and coordination to Ministry and inter-ministry staff to expedite capital planning processes,
address issues / problems related to implementation of capital projects and assess funding applications under PQCP.

Accountability - Finance & Material:
Reviews and analyzes planning, design, procurement and financial documents. Negotiates the scope, costs, schedule, design, and local share plan issues. Advises and monitors costs, local share, schedule and scope of capital projects for
compliance with the project objectives and government directions during all stages. Recommends the allocation of multi-year, multimillion dollar transfer payment fund and provides advice to support project funding and settlements.

Accountability - Impact of Errors:
Poor advice consultation, project management / tracking and support for problem-solving could result in capital
projects which fail to meet specified standards and contractual provisions, which do not provide value for money, cost over-runs and lead to use of inappropriate physical facilities. Failure to ensure that funding results in facilities which meet government priorities / criteria could result in misuse of government funds, under-serviced areas and public criticism of the government) Ministry. Poor planning advice/consultation could delay health care reform within the assigned geographical area.

Contact - Internal:
Frequent, ongoing contact with Ministry (e.g. Capital Policy arid Standards Development, Health Capital Strategy Development, Health Capital Investment Planning) and Branch / cross-functional team partners and colleagues (e.g. financial services, programs and standards, project management) to provide functional advice, expertise and recommendations to expedite and facilitate solutions to complex capital planning, management and construction issues, provide status reports / information, provide input in the development of Cabinet submissions and ensure effective communication, linkages and liaisons. Frequent contact with senior Ministry management and/or the Minister to present recommendations and briefings on approvals: provide status reports and briefings on contentious, highly political capital project issues.

Contact - External:
Regular, ongoing contact with broad range of external stakeholders (e.g. LHINs; health service provider staff such as
President & CEOs, Board Chairs, professional and technical staff and their designated consultants; Infrastructure Ontario) to provide consultation, advice, information, policy and standards clarification; expedite and facilitate problem-solving related to Ministry decision making processes in all stages of capital planning, development, implementation and post occupancy operations.
