Purpose of Position:
To provide support in the review, analysis and coordination of all aspects of the Ministrys review and decision making / approval processes related to a portfolio of health capital redevelopment project submissions within assigned Local Health Integration (LHIN) geographical areas, including project monitoring, tracking, performance evaluation and assessing for compliance to Ministry policies, accountability and contractual frameworks, and industry best practices. To work and consult with health service providers / stakeholders to fulfil the ministrys roles in all aspects of review and decision making regarding health capital redevelopment project submissions. To participate and represent health capital program on cross functional teams.

Duties/Responsibilities:
Working in a Unit that is responsible for leading the management and coordination of the Ministrys planning and decision making processes for the successful operational implementation of its multi-year, multi-million dollar health capital program and for providing consulting / support to health service providers, key stakeholders and partners, this Position:

1. Provides support in the Ministrys review and decision making processes through all aspects of development and implementation related to a portfolio of health capital redevelopment project submissions within an assigned geographical area. This involves assisting in the interpretation of Ministry policy and program intent to LHINsI health service providers, responding to information requests throughout all aspects of project submissions and participating in the development of strategies to resolve complex issues and mitigate risksl impediments throughout the entire process.

2. Assists to conduct and coordinate the review and analysis of project related planning, design, procurement and financial project documentation such as Master Programs, Master Plans, Business Cases, Functional Programs, Design Development documents, Working Drawings, Local Share Plan, Costs Reports and Procurement documents with required internal / external resources (e.g. planning approvals, architectural design, financial assessment, etc.) by identifying and obtaining missing information, clarifying information and program. requirements, applying appropriate indicators and benchmarks to evaluate the facilities capital plans, performance and financial requirements, identifying planning barriers, project risks and recommending strategies on how to mitigate them.

3. Provides support in project management of Ministrys role related to a portfolio of health capital projects by conducting research and analysis to assist in identifying progress barriers / issues, for assessing the application of legislation, by-Law and policy provisions with respect to capital project submissions and participating in the development of recommendations for solutions to capital policy issues. Reviews and assesses complex inquiries received, identifies and directs to appropriate program area for response.

4. Assists in the tracking and monitoring of project performance against project indicators, issues, processes / progress for a portfolio of health capital project submissions through all phases (e.g. project planning and design, review, construction, project completion and post occupancy); monitors, evaluates and rolls up Unit summary level project status in support of project reporting and transfer payments, advises Project Manager and/or Senior Consultant on potential delays / issues with approvals, meeting timelines. etc.; prepares reports on trends and reports back to program area and/or health service providers and promptly follows up problems.

5. Develops and maintains effective working relationships with LHINs, health service providers and stakeholders. Works and consults with health service providers / stakeholders on capital project submissions (e.g. discussing content, service scope, funding strategies, etc.); coordinating review with required resources, tracking, monitoring and reviewing each project phase gate and milestone for project progress and compliance to Ministry guidelines, policies and accountability frameworks; liaising and working cooperatively to resolve all matters / issue throughout the entire project / processes to project completion and post occupancy.

6. Participates on cross functional teams in support of capital project development and implementation; conducts research on precedents / solutions used by other ministries / jurisdictions to address health capital project issues and provides findings in support of the development of solutions to address project issues.

7. Participates in joint discussions between stakeholders on issues related to the planning of the health care facilities / services within the assigned area; assists in the review, analysis and development of recommendations to changes to the health care service providers / services (e.g. transfers, realignments, closures or conversions).

8. Conducts research and analysis in support of the review of project submissions for consistency with functional program.

9. Conducts research, compiles and synthesizes information for the development of briefing notes, correspondence and assists in the development of corporate submissions (e.g. Cabinet submissions) within tight deadlines in support of Branch management, senior management and/or the Minister on restructuring or redevelopment issues.


Knowledge:
Position requires thorough knowledge of the health capital project development and implementation processes with a good understanding of the health care system / services, including role / mandate of LHINs and Infrastructure Ontario to provide support in the Ministry`s review and decision making processes for large and complex capital redevelopment project submissions through planning, design, construction, post occupancy, assist in the coordination of program review process with required internal / external resources, provide roll up Unit summary level project status and monitoring, and conduct research I analysis in support of the resolution of issues throughout the entire process.

Good knowledge of government / Ministry strategic directions, legislation (e.g. Public Hospitals Act. Ministry of Health Act, Private Hospitals Act, Independent Health Facilities Act), policies, programs, health care goals / priorities, in particular those governing infrastructure development / renewal planning, and Ministry decision making and approval processes to provide advice and support to health service providers / stakeholders on project development for simple / typical projects, ensure project compliance with Ministry`s capital program / policies through each planning, design and construction milestone for simple) typical projects and to participate in discussions on changes to health care service providers / services. Knowledge of project management methodologies, practices and techniques to assist in the delivery of the Ministry`s role with respect to coordination / review and advancement of a portfolio of capital redevelopment project submissions and providing summary level project status arid monitoring for all projects in the Unit, including tracking / monitoring project progress, reviewing / auditing each project phase gate and milestones for own projects. Knowledge of and proficiency in use of computers and related software packages (e.g. word processing, data base management. project management, spreadsheets) to track / monitor capital projects progress, prepare correspondence, briefing notes and assist in the development of corporate submissions.

Good research. analytical, interpretative and problem solving skills to seek out / investigate information that may impact on capital project planning approval, review and assess content of infrastructure submissions to assist in the identification of barriers / impediments to project progress and completion, assess compliance with industry standards and Ministry policies / program objectives and conduct research and analysis to problem solve/develop recommendations to address a diversity of issues throughout the entire decision making and approval processes. Good project management skills to advance project submissions through the review and Ministry decision making / approval processes and provide support to Project Managers and/or Senior Consultants and health service providers in the successful operational delivery of health capital program. Good planning, coordination and organizational skills to assist in the coordination of review processes with required internal / external resources, assist in the tracking / monitoring of project schedules, deliverables and project costs and funding, work effectively in a team environment and successfully balance a demanding workload. Good communication and relationship management skills to develop and maintain effective working relationships with LHINs, health service providers and internal / external stakeholders, to work effectively on cross functional teams, to provide advice and input into the development of briefing notes / materials and Cabinet / MBC submissions.

Judgement:
Work is performed under the general direction of the Manager, Capital Projects and performed within the broad framework of Ministry legislation, policies, business directions, guidelines and contractual agreements, established codes and standards governing capital project development. Position has access to the Manager Capital Projects, the Project Manager, Senior Consultant and/or technical advisors within the branch to discuss resolution of problems / issues. Good judgement is exercised in establishing / maintaining effective relationships with wide variety of health service providers and in responding to information requests, discussing their program / project requirements and participating in effective problem resolution. Position also uses judgement to assist in the review / assessment of health care service providers PCOP applications for funding operational costs resulting from their restructuring initiatives. Judgement is required to assist in the project management and coordination of large and complex health capital redevelopment project submissions through the review and Ministry decision making / approval processes that meet health care service providers plans within the context of ministry goals / objectives and government directions; to assist in the identification of issues, risks and impediments to capital plans / project progress and develop recommendations to address them for project progress; and to assist in tracking project status and providing Unit summary level project status and monitoring. Position exercises judgement in establishing priorities, in assessing each planning, design and construction milestone for compliance with industry best practices and Ministrys programs) policies / contractual and accountability frameworks, in liaising with health providers to address project issues and assisting in the interpretation of Ministry policies, practices, guidelines and procedures. Judgement is exercised in dealing with multiple internal and external parties to ensure that parties meet contractual obligations. Judgement is exercised in conducting research, analyzing and summarizing information in support of the development of a variety of reports and in preparing input into briefing notes) materials in support of senior management.

Accountability - Programs:
Accountable for providing support, tracking, monitoring, research and assistance in the project management of a portfolio of health capital project submissions from health service providers to obtain funding for their capital redevelopment projects through the review and Ministry decision making / approval processes; for working and consulting with health service providers stakeholders on project submissions; for assisting in the interpretation of legislation, policies and processes and in the identification of issues, risks and impediments to capital plans / project progress and developing recommendations on how to address them; for rolling up Unit summary level project status reports; and participating on cross functional teams in support of capital project development and implementation.

Accountability - Finance & Material:
Monitors and tracks, local share, and project costs. Provides summary level project tracking and monitoring of project status in support of the allocation of multimillion dollar transfer payment fund.

Accountability - Impact of Errors:
Poor project management support, coordination and assistance could delay health care reform within the geographical area. Errors in project tracking, evaluation of project status / performance and failure to properly assess risks / impediments to project status success could lead to cost over-runs and use of inappropriate physical facilities.

Contact - Internal:
Frequent, ongoing contact with Ministry (e.g. Capital Policy and Standards Development, Health Capital Strategy Development, Health Capital Investment Planning) and Branch / cross-functional team partners and colleagues (e.g. financial services, programs and standards, project management) to assist in coordination of all aspects of capital project review processes, to participate in the development of recommendations to expedite and facilitate solutions to capital planning, management and construction issues; seek) confirm information to generate Unit summary level project status and monitoring and for input into the development of Cabinet submissions.

Regular contact with broad range of external stakeholders (e.g. LHINs; health service providers staff; Infrastructure Ontario) to provide advice, information, policy and standards clarification; participate in problem solving to expedite and facilitate resolution of capital planning, development, implementation, approval and construction issues.
