Position Title: QUALITY ASSURANCE ANALYST

Purpose of Position:
To provide governance, recommend, and lead initiatives associated with continuous improvement strategies for quality assurance and efficiency from conception to user training. To assess, design, and implement appropriate quality standards and procedures that enable to effective and efficient use of the new applications and systems being developed within the FCMS project solution to be used by the Family Responsibility Office (FRO). To provide status reports/updates to management on activities and initiatives and to recommend solutions to problems as they arise.

Duties/Responsibilities:
The position is located on the Family Responsibility Office Case Management System (FCMS) Project, a project being led by the Children, Youth and Social Services I&IT Cluster, on behalf of FRO. The purpose of the FCMS project is to acquire and deliver a case management technology solution to support FRO as it undergoes a business transformation. Working under the general direction of the Program Management Office (PMO) Business Manager, the position will be responsible for:
1. Coordinating all quality assurance activities for the application systems and infrastructure, i.e. prepare standard quality assurance templates such as the quality management strategy and quality assurance control chart throughout the project life cycle. This is to ensure compliance with OPS/l & lT standards, as well as, post implementation; proposing and ensuring adequate controls are in place; identifying areas for efficiency and effectiveness improvements through a Continuous Improvement strategy; regularly monitoring and tracking the quality of deliverables and working with subject matter experts to ensure the OPS quality standards are met.
2. Working closely with the Project manager to integrate the Quality Planning process into the FCMS project plan.
3. Proposing and implementing vendor performance metrics (KPIs); working closely with the procurement analyst regarding the process of acquiring a commercial off-the-shelf (COTS) case management technology solution and related support services.
4. Preparing reports of findings for senior management regarding the Children, Youth and Social Services l&IT Cluster`s systems` adherence to the ministry`s quality standards; identifying and monitoring non-compliance issues; providing an objective critique of the products that are produced within software application development and maintenance projects and presenting to senior management.
5. Participating in quality assurance audits for internal, other ministries, and agencies` audits (e.g.: SSB) ensuring compliancy issues are identified, reported, and resolved.
6. Analyzing and managing the results of the audits, reporting back on the findings, and devising and recommending solutions and options to resolve problems.
7. Leading and participating in the execution and analysis of Quality Assurance activities to ensure the quality of the technology solution for the FRO Case Management System, and related l&lT application systems and infrastructure.
8. Coordinating and liaising with all internal and external partners on the effectiveness, efficiency, performance problems during the testing and release of FRO Case Management System, and related l & IT application systems and infrastructure to ensure quality and conformity with quality standards and policies.
9. Reviewing proposals for custom tailoring of the applicable software development methodology and the new standards and procedures developed or modified for the project.
10. Identifying possible inconsistencies among Community and Social Services Programs, l & IT methodologies, approved standards and procedures for the project and any new proposals.
11. Identifying potential conflicts, and develop and present appropriate recommendations that prevent or mitigate conflicts.
12. Identifying lessons learned or recommendations, options and suggested improvements in the approved OPS standards with respect to l&IT for the FCMS project; developing proposals to modernize quality assurance standards and procedures, and presenting specific recommendations.
13. Working with the FCMS Project Manager to use OPS QA approved techniques, tools/templates to define Quality Management plans, project area performance indicators, as well as, strategies to monitor and measure status.
14. Playing a role in User Acceptance Testing (UAT) and infrastructure readiness for production by:
a. providing QA analysis support throughout the System Development Life Cycle (SDLC) to ensure adherence to requirements and testing methodologies; and
b. developing and maintaining process models and conducting quality assurance reviews.

Knowledge:
The position requires advanced knowledge of OPS, Ministry and Cluster Quality Assurance Methodology and standards to ensure system/infrastructure compliance.
The position also requires expert understanding and skill in using the l&IT applications to be able to identify and recommend areas for continuous improvement related to the Cluster strategy.
Advanced knowledge of Quality Assurance/IT Auditing to participate in audits (internally, across ministry and with SSB).
Position requires knowledge of Requirements Management, in order to establish with the customer, a common understanding of and agreement on the project`s requirements; Software Project Planning in order to establish and document reasonable plans for performing the software engineering activities; Project Tracking and Oversight in order to provide adequate visibility into actual progress so that management can take effective actions if the FCMS project`s performance deviates significantly from the software plans; Software Quality Assurance in order to provide management with appropriate visibility into the process being used and the products being built; Software Configuration Management in order to establish and maintain the integrity of the products of the project throughout the project`s software life cycle.
Position also requires a strong knowledge of project management practices and disciplines in order to provide constructive advice to project managers and team members.
Knowledge of System and Software Development Life Cycle methodologies and continuous improvement strategies is also required.
Position requires excellent analytical, problem solving and decision making skills in order to assess quality assurance plans, assess risks, manage issues, change and provide direction when required.
Position requires project management skills in order to effectively formulate a plan to analyze, develop, and implement QA strategies, tools, and assessments related to the FCMS project.
Position required effective interpersonal skills and communication skills in order to build relationships with partners and stakeholders and communicate the importance of QA and how QA process/standards should be integrated within the FCMS Project and FRO. Communication skills are also required to formulate and present recommendations and options to various stakeholders and levels within the OPS.

Judgement:
Position works with a high degree of initiative and independence under the general direction of the PMO Business Manager and within established OPS policies and standards.
Considerable judgment and initiative are exercised in reviewing, and evaluating current practices (with respect to OPS Standards), related to the methods and procedures used throughout the FCMS Project and forming recommendations to change these existing practices.
Judgment and initiative are also exercised in coordinating quality assurance programs, and coordinating quality audits

Accountability - Programs:
Responsible for the coordination of stakeholders, project team and partners; responsible for the governance of OPS standards to the FCMS Steering Committee; responsible for the overall QA strategy and project plans/deliverables for the FCMS, and related l&IT applications and infrastructure.

Accountability - Finance & Material:
Oversight of project financial management and administrative systems and processes as per Ontario Public Service (OPS) Standards, directives, policies and procedures; development of forecasting, costing and monitoring of overall spending to budget allocation.

Accountability - Impact of Errors:
Errors and inefficiencies in Quality Assurance could result in higher operational costs, and impacts the overall success of application systems/infrastructure implementations and may cause service deficiencies and criticism by clients/public.

Contact - Internal:
The position will have regular contact with Management and staff of the FCMS Project - including FRO staff.

Contact - External:
The position will have regular contact with service providers, vendors, and client representatives.
