Position Title: SPECIAL PROJECTS SUPERVISOR

Purpose of Position:
To plan, co-ordinate, direct and/or administer the work of the special projects section within the Area through the Minor Capital program, such as field designed hired equipment projects (day labour), tendered capital and routine maintenance projects and emergency road repair. To provide contract management, technical support/expertise to contractors and consultants in order to ensure effective delivery of the Area`s annual programs.

Duties/Responsibilities:
Under the supervision of the Technical Services Supervisor, the incumbent is responsible for:

1. Collecting field survey and engineering information, incorporating geotechnical and planning recommendations, in order to determine the most effective repair method suitable for the identified problems or scheduling of routine preservation work. Recommending priorities of the work identified for multi-year planning.

2. Planning and estimating quantities and costs of the work required to address needs. Assessing most effective mode of delivery. (Advertised tender, invitational bids, or hourly equipment rental.)

3. Determining scope of work, specifications, special provisions, and drawings as required for contract preparation and providing technical advice during tendering phase. Provide consultants with planning and design requirements for Day Labour Projects.

4. Monitoring delivery of annual work program by providing contract administration for Technical Services / Consultant agreement(s). Inspecting construction sites to verify construction practices, adherence to guidelines, regulations, procedures and quality assurance. Monitoring expenditures to stay within allotted budget. Evaluating work performed through preparation or review of consultant/contractor performance reports.

5. Ensuring that the district`s aggregate sources conform to the requirements of the Aggregate Resources Act by conducting annual inspections, completing compliance reports, annual tonnage reports and representing the district at pre-contract and final acceptance pit meetings. Maintaining up-to-date files on all Area aggregate sources.

Knowledge:
Job requires extensive knowledge of standards and specifications of highway engineering, methods and principles for highway construction practices, the operation of various construction equipment, survey and layout procedures, quality assurance testing, contract documentation and contract management in order to plan, organize, and monitor delivery of all projects to ensure compliance with ministry standards. (i.e. excavation, drainage improvements, backfill, granular base application, crushing, paving and surface treatment)

Job requires knowledge of mathematics and engineering principles to review drawings, plans and design to ensure planned projects comply with ministry specifications. Knowledge of mathematics to estimate quantities and costs and to verify administrative (payment) data.

Job requires knowledge of the Occupational Health and Safety Act, Public Transportation and Highway Improvement Act, Highway Traffic Act, Drainage Act, Public Service Works on Highways Act, Construction Lien Act, Forest Fire Prevention Act, Environmental Assessment Acts, Dangerous Goods Act, Waste Management Act and Aggregate Resources Act, in order to ensure compliance with the policies and regulations and for application in the preparation and delivery of annual work programs.

Job requires knowledge of contract preparation and tendering procedures to provide complete and accurate information in contract documents for both bidding purposes and proper execution of work.

Job requires sound knowledge of office administration procedures, project management, and highly developed organizational skills in order to maintain complete and accurate records, prepare correspondence and to ensure completion of the work in a logical and timely fashion.

Job requires knowledge of microcomputers, e-mail, internet, basic word processing, spreadsheet and data management programs for communications purposes, to access information, and to prepare documentation for reference and record keeping.

Staffing and Licensing Requirements:
Valid Ontario Class “G” Drivers Licence.

Job requires analytical and evaluation skills to identify road rehabilitation alternatives, by reviewing site conditions, geo-technical and planning documents, so that the most effective rehabilitation alternative is chosen.
Job requires analytical skills to make recommendations for procedural changes in response to budgetary constraints, and/or to improve quality/efficiency of future work.

Communication
Job requires written communications skills to prepare correspondence such as letters; notices to public, contractors, consultants, other ministries and external agencies; e-mail for both internal and external communication; memos to other staff members; reports for managers or other sections within the district or regional offices and completion of forms as required by internal documentation processes to initiate and deliver the work program.
Job requires oral communications skills to ensure clear and concise use of technical language to communicate with contractors and consultants for the purpose of providing information and direction; negotiating changes to design; negotiating contractor claims for additional payment and sharing information with other staff members. Job requires clear concise oral communications skills for communicating with the public, other ministries, municipalities and external agencies.

Job requires interpersonal skills to enforce consultant/contractor compliance with contracts; to negotiate extra work and/or changes in work, and to resolve claims or disputes. Job requires interpersonal skills to deal with public complaints and for effective interaction with MTO staff, other ministries and external agencies

Freedom of Action:
Job requires application of ministry policies, procedures, directives, standards, specifications, and applicable regulations and acts for planning, design and delivery of projects within specific time frames and budgets, appraisal of overall work performance of consultants/contractors, carrying out investigations for claim/dispute resolution, assessment of quality control tests for acceptance and payment, and evaluation of work site conditions.

Job requires making decisions for appropriate design and scope of work to meet applicable standards and specifications within allotted budget and to make any changes required due to unforeseen site conditions.

Work is monitored by supervisor for accuracy of quantity and cost estimates, sound planning, progress, quality of work, expenditures, record keeping, and compliance with ministry policies and procedures. Accountable to work independently and only refers matters outside established procedures/practices to supervisor (e.g. requirements for additional budget allocations to complete project work or for design changes approaching 50% of original design parameters).
