Purpose of Position:
To carry out business and statistical analysis activities to support the consolidation of financial information of school boards with the provincial budget and public accounts. To support the development of policy proposals, communication strategies, implementation plans, training and resource materials through provision of statistical information, research and development of reports and submissions.

Duties/Responsibilities:
The Transfer Payments & Financial Reporting Branch has lead responsibility for the ministrys implementation of the Reporting Entity Project (Project), which is mandated to implement the consolidation of school boards with the budgets and public accounts of the province, deliver ministry forecasts, implement capital asset reporting, and provide transfer payments to school boards.

Within the Branch, the Business Analyst will be assigned a portfolio of school boards, and perform the following core duties:

(1) Conducts a variety of complex quantitative and qualitative business and statistical analysis activities to identify, review and interpret statistical and financial data, and assess requirements to consolidate financial information of assigned school boards with the provinces budgets, annual reports and budget updates. Prepares specialized analysis reports to support the preparation of impact assessments of information requirements. Researches and develops options for quality control measures and validity testing techniques to ensure accuracy, integrity and validity of information throughout analysis work.

(2) Conducts research, business and statistical analysis to support the development of options, proposals and plans to address funding policy, new reporting framework, capital asset reporting, consolidation accounting, full consolidation and other complex business and statistical analysis issues.

(3) Conducts statistical analysis to support the design, development, testing and implementation of business processes, systems and procedures to collect and consolidate financial information from school boards and meet the requirements of the Ministry of Finance for budgets, budget updates, annual reports and accounting control. Identifies data requirements and supports the implementation of modifications to EFIS, school inventory systems and other applicable systems to accommodate modified equity and full consolidation requirements. Identifies IFIS system changes to facilitate the accounting for the consolidation of financial information of school boards with the provinces financial statements and budgets.

(4) Carries out variety of business and statistical analysis to support the design and development of complex funding proposals for school boards, including the multi-year funding allocation formula and funding reporting requirements, and the provision of transfer payments to school boards.

Knowledge:
Strong business analysis skills along with knowledge in applying business, economic, statistical, accounting or financial analysis theories, methodologies, principles and practices to analyze and interpret data. Good knowledge of modern comptrollership and financial reporting standards and principles, along with understanding of policy development and government policy/planning operations. Strong knowledge of the mandates and directions of the Elementary & Secondary Business and Finance Division, and knowledge of Ontario school boards and their funding reporting and allocation issues in order to research/analyze issues and support the development of effective recommendations, systems, procedures and plans to address consolidation requirements with the provinces budgets and public accounts.

Strong analytical, numerical, evaluation, interpretative and conceptual skills to carry out complex business and statistical analysis. Solid work planning, organizing and coordination skills to meet short and changing turnaround times for competing priorities. Well-rounded verbal and written communication skills to effectively communicate and present complex business/statistical information in a manner that is easily understandable to audience, including senior government officials. Good relationship management skills to work with school boards, audit community and government staff and elicit quality information and/or cooperation from appropriate sources. PC proficiency in spreadsheet, word processing, statistical and database software to perform information/statistical analysis and prepare complex reports, along with proficiency using EFIS and IFIS programs.

Judgement:
Work is performed under the general direction of the Manager, with guidance from the Project Manager, and guided by the governments mandates for the Reporting Entity Project, elementary/secondary education and by broad legislation/policies. Judgement is required to: plan and analyze, interpret and assess school board and other business/statistical data to identify information requirements for consolidation; provide thorough research and statistical analysis for the design and implementation of systems and procedures for consolidation and capital asset reporting; conduct analysis studies and identify relevance and implications for the development of proposals, plans and policy options; identify policy relevance and issues, and anticipate, defuse and prepare strategies to mitigate problems. The position is required to analyze highly confidential and politically-sensitive information, and provide business/statistical analysis expertise within government-approved timeframes for the Reporting Entity Project. Judgement is also required to represent the Ministry well in liaisons involving school boards, education stakeholders, the Ministry of Finance, the Office of the Provincial Auditor, and other ministries, to establish respectful relations with peers and stakeholders, and to maintain a professional, credible presence.

Is accountable for effective and accurate business and statistical analysis of school board information to define requirements, consolidate information with provinces budgets and public accounts, and support policy development processes. Is accountable for quality and integrity of research and analysis to support the design and development of systems and procedures to collect and consolidate information. Is accountable for identifying and coordinating EFIS, IFIS, school inventory and other applicable system modifications.

Accountability - Impact of Errors:
The Ministry of Education relies on the Business Analyst to provide comprehensive analysis of information and related issues to consolidate assigned school boards with provincial budget and public accounts. Failure to effectively carry out accurate analysis work on funding policy, reporting, system and procedural issues, may result in the inability of government to consolidate school boards with the provinces financial reporting and could impact on the borrowing capacity of the province. This could also result in deteriorating trust and hardened relationships between school boards, the Ministry of Education and the government.

Frequent contacts with Ministry management to provide business and statistical expertise, research, interpretation and advice on funding policy and reporting issues. Frequent contacts with colleagues and associates to share/discuss information and expertise, coordinate implementation of policy, system and procedural changes, and participate in committees/projects. Regular contacts with officials in Ministry of Finance, Office of the Provincial Auditor and other ministries and jurisdictions to exchange information, discuss and implement funding, reporting and consolidation solutions.
