Position Title: SENIOR SAFETY POLICY OFFICER

Purpose of Position:
To plan and carry out policy/research studies for the Safety and Regulation Division to determine and analyze transportation safety issues related to road users and to participate in large, complex related studies which support the development and formulation of the ministrys policy position.

Duties/Responsibilities:
Duties and related tasks (what is employee required to do, how and why? Indicate percentage of time spent on each duty)

1. Working under the general direction of the Manager Road User Policy, the Incumbent performs policy development activities by:
- identifying policy issues and research requirements related to present and future Ontario transportation safety needs;
- researching statutes, regulations, directives, policies, procedures, literature and correspondence to provide accurate and complete data for project assessment and development needs;
- preparing background reports, briefing materials, speeches and abstracts on highway safety issues for branch and division, management making presentations when required;
- analyzing data for the development of options and recommendations for changes to existing legislation, regulations, policies, methods and procedures;
- planning and designing policy/research studies to support transportation safety policy decisions and proposals; determining human and financial resources required;
- overseeing the policy/research work of the policy officers and consultants; providing technical direction and ensuring terms of reference are met
- working closely with public information officers and community safety officers in the Ministry to ensure consistent understanding of division safety strategies and with research officers in the Ministry to monitor research activities carried out on behalf of the office;
- preparing and responding to correspondence;
- working closely with staff of division operational areas to ensure proper understanding for purposes of implementation of new or revised policies and procedures;
- working closely with ministry legal counsel to ensure proper interpretation and coordination of policies with development of new or revised legislation and regulations.

2. Operate sophisticated computer equipment;
- creating, maintaining and accessing information on a computerized database;
- performing searches for commonly in data on existing information;
- producing graphic presentation material;

3. Develops and maintains expertise in specific highway safety topic areas by:
- conducting literature searches and assembling bibliographies;
- identifying sources of information and compiling, analyzing and assembling information;
- maintaining an up-to-date knowledge of transportation safety developments and related social, economic and political trends and a good understanding of their applications;
- performing other tasks as assigned

Knowledge:
Well-developed knowledge of and practical experience in policy development and research activities related to transportation safety issues for road users; in-depth knowledge of technical principles, practices and procedures relevant to highway safety and the ability to acquire knowledge and understanding of MTO policy issues.
