Purpose of Position :

To provide specialized technical expertise/management to support the identification, control, and and tracking of configuration items within the Oracle/Peoplesoft architecture Data Dictionary as a member of the Enterprise HR Systems Branch within Enterprise Services I&IT Cluster (ESC). To provide expert advisory and consultative services on systems strategy and usage for Oracle/Peoplesoft and to provide technical consultation to senior management

Duties / Responsibilities :

Job requires:

Providing expertise and consultative advice to branch colleagues, and clients on Change and Configuration Management(CM) including principles and best practices and the development and implementation of mechanisms in compliance with corporate standards to ensure the integrity, and availability of the corporate ERP

As a technical resource and in collaboration with I & IT management, information, application and technology architecture staff, business clients, development and technical staff advises on (CM) issues and strategies and to ensure the use of CM in order to optimize the effectiveness of the government's corporate ERP.

Provides project leadership, coordination and/or participation in the design and development of changes to the (CM). Determines project scope, establishes critical success factors, oversees project budge/resources, assigns work to project teams, monitors project milestones and deliverables, and performs quality control to ensure optimum work with quality standards

Plans and coordinates the technical management of large, small, medium and complex application changes and oversees development, maintenance and testing and evaluation of systems

In the role of Project lead, leads a group of staff to analyze needs, co-ordinate and provide methodologies, standards, best practices and guidance pertaining to the migration and promotion of changes

Works within the Enterprise Services I&IT Cluster (ESC) which provides IT services to HRO and OSS:

- Ensuring all known Oracle/Peoplesoft configurations are accurately registered within the Data Dictionary
- Maintaining and administering the Data Dictionary
- Providing technical expertise in the evaluation of the Change and Configuration Management Processs for continues improvement. including support in the development of policies and procedures.
- Working with service delivery partners to facilitate an audit process of review of the CDD and support the problem analysis process for root cause analysis of problems within the Oracle/Peoplesoft infrastructure.
- Creating reports and analyses of the change process and CDD as requested by management to report on record of change and trends and advise on potential causes of problems.

Prepares briefing notes, correspondence and position papers for senior management.

Acts for the Manager, during absences, as required.

Knowledge :

Position requires knowledge of accepted Change and Configuration management practices in a technical environment generally attained through a sound understanding of ITIL best practices. Knowledge and understanding of programming methods and techniques as well as programming skills to create interfaces, to facilitate integration and to generate reports within the CDD. Knowledge of database management, data structures and relational databases. Knowledge and technical understanding of relational databases and the ministry's configuration management process to maintain the configuration process. Knowledge of training methods and practices to; provide training and address varying levels of user competency; and provide technical support in the evaluation of the Change Management and Configuration Management Processes. Job requires reasoning and problem-solving skills to: determine that configuration items are accurately registered in support of objects that have been released to production and to maintain and administer the CDD. Job requires trouble-shooting skills to provide technical expertise in evaluating the Change and Configuration Management Processes in support of development of policies and procedures. Job requires evaluative skills to: work with the Problem Management Team and facilitate an audit process as well as support the problem analysis process for root cause analysis of problems within the Oracle/Peoplesoft infrastructure; create reports and analyses of the CDD and implemented changes and report/record changes and trends, and advise on potential causes of problems. Job requires oral communication skills to: explain use and application of databases; and to recommend improvement; provide support in developing application policies and procedures; function as part of the Problem Management Team in support of the problem analysis process. Job requires written communication skills to: prepare audit reports, database configurations; and assist in preparation of policy and procedural manuals. Job requires interpersonal skills to explain use of software to non-technical ministry personnel.

Judgement :

Position works under the general direction of the Sr. Project Manager and within the broad framework of corporate security policies and industry, I&IT trends and standards. Position is the configuration expert for the enterprise HR ERP and is relied upon to exercise a high level of independent decision making and judgement in issues and strategies; to ensure the use of CM in order to optimize the effectiveness of the government's corporate applications and databases. Position exercises a high degree of initiative and judgement in balancing the needs and priorities of clients with ESC's overall corporate I&IT strategic direction as well as the ongoing conflicting priority demands of various concurrent cross cluster projects. Position exercises judgement advising on CM solutions; ensuring the confidentiality, integrity, availability and protection of Corporate ERP applications. Judgement is exercised in leading projects in CM design and development and in recommending approaches which may involve investment in IT infrastructure for the protection of information and information technology assets. Position also exercises judgement in developing and promoting CM standards and procedures to facilitate control of system quality, adherence to standard methodology and the control of the use of I&IT resources. Conducts development of new services that are used by the cluster.

Accountability - Programs :

Responsible for providing project leadership for the development, implementation, monitoring and evaluation of information technology strategies and polices, knowledge and consultative advice to branch colleagues, clusters and clients on Change and Configuration Management (CM) principles and best practices and the development and implementation of mechanisms to ensure the confidentiality, integrity, availability and protection of compliance with legislative requirements, MGS directives, ministry architectures, and industry best practices. Leads the design and development of CM solutions involving multiple purposes and systems. Formulates recommendations, strategies and CM policy options for senior management to effectively respond to these issues. Prepares briefing notes, correspondence and position papers for senior management and correspondence for the Ministers, DMs and Corporate CIOs and senior officials signature

Leads assigned project and/or work teams. Oversees planning of resources, assignment of project tasks, monitoring of project progress and review of work to ensure standards are met.

Accountability - Impact of Errors :

Ineffective configurations would have an adverse and critical impact on the Government resulting in an inability to ensure compliance with sensitive privacy legislation as well as I & IT strategies in knowledge and information management resulting in criticism by stakeholders and media and losss of credibility with customers/stakeholders and impact the ability of the government to deliver on its agenda.

Contact - Internal :

Position has frequent contact with branch/division/ministry/cluster colleagues to discuss and update on work in progress and to coordinate project implementation; Operations staff to resolve problems, discuss schedules and provide advice and guidance; Clients to validate and investigate required changes. Occasional contact with the Minister, Deputy Minister, and Corporate CIO to provide briefings. Regular contact with colleagues in other ministries by participating in inter-ministerial and inter-provincial committees

Contact - External :

Frequent contact with external vendors and service providers to conduct research, analyze trends and best practices and change management issues. Position has regular contact with peers and systems professionals to exchange information and keep current with emerging developments in the field that may be of interest to ESC
