Purpose of Position :

Ensures I&IT Services provided to ministries served by the I&IT cluster are planned, defined, documented, implemented and managed. Contributes to the effective implementation and promotion of I.T. Service Management best practices within the Cluster / OPS.

Duties / Responsibilities :

- Ensures I&IT Services provided to ministries served by the I&IT cluster are planned, defined, documented, implemented and managed.
- Contributes to the effective implementation and promotion of I.T. Service Management best practices within the Cluster / OPS.
- To manage and control implementation and deployment of changes to the computer system environment and system software configuration management and productivity measurement system.
- To provide project management and project budgeting.
- To provide administrative and technical direction to subordinates.
- Manage and coordinate the ongoing review and recommend improvements in the standards, procedures and tools used for the development, implementation and software deployment, software asset management, maintenance and support of all Ministry automated systems.
- Manage and coordinate all activities required to implement and deploy changes to Ministry application systems and infrastructure, to ensure compliance with standards, to ensure adequate controls are in place, and to identify areas for efficiency and effectiveness improvements.
- To monitor and improve the information technology release management processes.
- To establish and manage a release management software configuration management and productivity measurement system
- Manage, coordinate, monitor and enhance Release Management methodology. Also provide ongoing control and support by establishing and managing a central support group to:
- Control and coordinate the methodology standards and guidelines.
- Control and coordinate new software evaluation, customization, distribution and implementation.
- Provide technical and administrative support and assistance to all staff.
- Ensure compliance with the methodology
- Establish and management a release management program.
- Manage and control all changes to the computer systems environment, computer libraries and system documentation for all Driver, Vehicle and Carrier systems.
- Coordinate and liase ITS, internal and external partners on the effectiveness and efficiency of the release management and software configuration management processes of Ministry computer systems.
- Establish and manage a software productivity measurement program.

Knowledge :

- Knowledge of I&IT Service Management best practices normally acquired through familiarity with industry frameworks such as I.T.I.L. including design, implementation and provide advice on process modifications in specific service management areas of focus.
- Interpretation of OPS/Cluster policies, best practices, processes to ensure applicability and cluster service objectives are met.
- Conceptual skills to identify opportunities for process improvement and design and implement changes in support of continuous improvement.
- Awareness of project management techniques and methodologies. Effective communication and consultation skills to provide advice, support to service management practices and promote their adoption.
- Advanced knowledge in systems analysis, systems design, program design, coding, testing, implementation, operating, supporting and managing large, on-line, real-time computer systems.
- Advanced knowledge and software configuration tools, productivity tools and techniques, quality assurance, software productivity measurement, and system development methodologies.
- Sound understanding of current information technology architectures, and future trends, particularly data base and distributed processing, using networks of mainframe, mini, and micro computers.
- Ability to participate in computer system audits
- Good project management techniques to handle multiple projects concurrently. Good knowledge of project budgeting and cost control.
- Sound administrative and management skills to plan, coordinate and supervise work. Advanced interpersonal and oral & written communication skills. Good consultative and presentation skills. Highly developed analytical and problem solving skills.

Judgement :

- Work is performed with a high degree of independence under the general direction of the Manager, Systems Planning and Support, and within the guidelines of Ministry policy and legislation.
- Ultimate decision-making authority for operational readiness for the introduction of new or enhanced IT service.
- Considerable judgement and initiative are exercised in reviewing and recommending improvements in the methods, procedures and tools used to develop, maintain and operate all the Divisions computerized systems. Judgement and initiative are also exercised in establishing quality assurance and software productivity measurement programs, controlling all changes to the computer environment, coordinating system audits, determining the need for outside resources, reviewing proposals, recommending selecting staff, evaluating and monitoring performance, identifying training needs, recommending input to merit increases and first stage grievance handling.

Accountability - Programs :

Provides leadership, guidance and technical advice, by developing and implementing Release plans and schedules, establishing priorities, monitoring quality of deliverables, explaining work procedures, and resolving issues. Planning, coordinating and leading a variety of projects through the assessment of existing and new services and the analysis of clients business needs

Accountability – Personnel :

Direct supervision of 15 permanent staff, and up to 5 consultants. Control of work done by close to 100 professional system staff.

Accountability - Impact of Errors :

The driver and vehicle systems manage all of Ontarios approximately 6 million drivers and 7 million vehicles. The complexity and risk of problems during the period of promotion is very substantial. Errors and inefficiencies in these systems could not only result in higher operational costs, bust also failure to deliver the service required or false or in accurate information, resulting in an incomprehensible amount of inconvenience and damage done to the public.

Contact - Internal :

Regular contact with Managers, Selection heads and Project Leaders in the Transportation, I&IT Cluster, as well as with Managers and staff of other Service Providers and Business Partners, Occasional contact with executives in these areas as well. Regular contact with management and staff in internal Audit and provincial Audit.

Contact - External :

Frequent contact with outside consultants and suppliers to place tenders and evaluate bids for professional services. Regular contact with other Ministries and jurisdictions throughout Canada and USA, professional societies, and outside companies to discuss system control, quality assurance and security areas.
