Purpose of Position :

To provide expert analysis and options to the Minister of Finance, Deputy Minister of Finance, Cabinet, senior Ministry of Finance officials and senior officials of Cabinet office, other ministries and Agencies, Boards and Commissions on a broad range of macroeconomic policy issues in the context of the government's overall economic, fiscal, taxation and regulatory policies.

Duties / Responsibilities :

1. As a professional economist, provides analysis, advice and options, on a confidential basis to the Minister of Finance, Deputy Minister of Finance, Cabinet and senior officials in the Ministry of Finance, Cabinet Office, other ministries and Agencies, Boards and Commissions on a range of issues including current economic conditions, emerging economic trends and issues and the economic and revenue outlook including implications for the government's fiscal position and other policies and programs.

As well, provides information on current economic conditions and the economic and revenue outlook for use in supporting the Province's borrowing and investing activities, the Budget process, and in presentations to Cabinet or committees of cabinet.

2. As a research team member:
- conducts assigned research on important and emerging economic issues and trends
- develops analytical and statistical source data
- conducts statistical and econometric analysis
- uses economic models in the preparation of economic and revenue analysis including forecasts.

3. As professional economist:
- maintains an awareness of new trends and developments in area of specialization; ensures that Manager is kept informed of developments;
- proposes assignments for review/approval by superiors;
- develops a network of contacts in other ministries, governments, private sector to exchange information.

Knowledge :

Solid academic background in statistical and econometric analysis including forecasting techniques, and knowledge and experience with economic models. Ability to plan and carry out assignments to deadlines. Good writing skills and interpersonal skills. Excellent PC skills. Thorough knowledge of government economic and fiscal policy processes.

Judgement :

Projects are assigned and carried out under the general supervision of Section Manager who gives guidance in establishing terms of reference, and expected output.

Exercises judgement in: determining and correctly applying research techniques; development scope and significant factors involved in project; determining data sources and relevance; providing analysis and recommendations; determining best presentation of findings.

Exercises discretion and judgement in exchanging information with contacts in other ministries, governments, and the private sector.
