Purpose of Position :

Under the general direction of the supervisor, provides support to ensure the contractor adheres to contract requirements. Duties include: inspection, surveying, office administration associated with capital construction projects road patrol and work activities associated with maintenance contracts to ensure established levels of service criteria are met

Duties / Responsibilities :

1. Under the direction of the supervisor, liaises with contractors, property owners and the general public to address issues and complaints 2. Assists with the monitoring and performance assessments of contractors and consultants and the review of extra work, contract drawings and documents and claims 3. Assists with the preparation of contract administration acquisition documents 4. Completes seasonal work assignments within the various Regional and Provincial offices 5. Provides technical advice and training to junior staff Under the general direction of the Contract Service Administrator (CSA) 6. Carries out inspections to ensure quality and compliance with contract requirements including environmental and safety components 7. Carries out surveying (grade checks, layout) & inspections 8. Performs clerical and administrative work such as correspondence, instruction notices, payment calculations, 9. Payment reports, contract payment record assessment and applicable reports and forms 10. Ensures measurements for payment including checking, taking cross sections and material sampling and testing 11. Attends contract related meetings including scheduling, setting the agenda and taking minutes. 12. Reviews contract packages for accuracy and constructability Under the general direction of the Technical Services Supervisor 13. Patrols and reports on road conditions and carries out general maintenance activities 14. Coordinates traffic control 15. Performs clerical and administrative work and maintains maintenance records 16. Operates and maintains vehicles and equipment 17. Performs winter and summer maintenance tasks General Duties: -Other duties as assigned -Willingness to work rotating shifts

Staffing and Licencing :

Valid class G driver's license and ability to obtain a class DZ driver's license.

Knowledge :

Position requires knowledge in construction and maintenance practices including material sampling and testing, surveying, inspection and road patrolling. Position requires knowledge of ministry and highway maintenance, construction and engineering standards, specifications, practices and principles to carry out construction and maintenance related activities. Knowledge of related policies, acts and regulations (e.g. HTA, Construction Lien Act, Aggregate Resources Act, OH&S Act, Environmental Assessment Act, Transportation of Dangerous Goods Act, WHMIS etc.) to interpret and assess legislative impacts on construction and maintenance related activities. Knowledge of mathematical calculations are required to assist with the assessment of maintenance and construction related issues. Position requires knowledge of the operation of surveying equipment to carry out grade checks and to quantify measurements. Position requires knowledge of e-mail, Internet access and of computer software applications to complete reports and spreadsheets. Position also requires knowledge of the procedures related to safety and environmental protection.

Skills :

Position requires the ability to interpret and assess the constructability, overall quality and safety issues of drawings and documents. Position requires the ability to monitor contractor's operations, assess contractors' and consultants' work for compliance with legislation, regulations, procedures and guidelines and review audit plans to assess if corrective action has been taken. Position requires the ability to identify the nature/seriousness of non-compliance or work defects. Position requires analytical, negotiation and problem solving skills to assist with the assessment of maintenance and construction related issues. Position requires mathematical skills to conduct field surveys, construction material testing, and for payment calculations and assessments. Position requires written skills to maintain accurate records. Position also requires strong oral and interpersonal skills to deal effectively with colleagues, regional counterparts, the public, consultants, contractors and other stakeholders. Position requires organizational and planning skills to effectively carry out assigned inspection and monitoring duties. Position also requires the ability to provide technical advice and training to junior staff as required.

Freedom of Action :

Position monitors highway corridor and weather conditions to determine the appropriate course of action as required. Position requires freedom of action to identify the nature/seriousness of non-compliance or work defects and to select the type of follow-up action required. Position works within construction and maintenance guidelines related to material sampling testing, surveying, inspections and office administration. Position also works within, legislative guidelines to ensure maintenance and construction best practices are followed. Position requires the freedom of action to know when concerns/ issues should be escalated to the Contract Services Administrator or Maintenance Supervisor.
