Purpose of Position :

To provide financial oversight, reporting and quality control for the ministry's interactive Transfer Payment Funding Package (TPFP) Road Map.

Duties / Responsibilities :

Within the unit responsible for providing the ministry with a consistent and standardized approach to Controllership Forecasting management processes, the position:
1. Provides financial and operational oversight of the ministry's Transfer Funding Package Payment Road Map to ensure the systemic integrity of the ministry's funding packages which are essential and intrinsic to ministry approval and the flow of funding to transfer payment recipients.
2. Develops and updates best business practices, protocols, training, tools and templates to ensure users of the interactive Road Map are equipped with the necessary knowledge, skills and supports to complete all phases or the funding package, including but not limited to development of Minister's and ADM's funding letters and seeking approval; development of the TPFP; seeking division approval, seeking ministry approval and finalization of the TPFP and funding agreement and the low of funds.
3. Conducts the review and impact analysis of changes to ministry, corporate and central agency transfer payment policies and processes to ensure the Road Map is updated as necessary.
4. Monitors, tracks and reports on all TPFP activities through the Road Map to identity and report on bottlenecks (i.e. approval times, volume) which impact approvals, inform resource planning and ministry financial processes (e.g. RU forecasting, unallocated funding, supporting value for money) within the annual business cycle.
5. Prepares and presents statistical analyses and reports on the ministry's performance including monitoring process performance for progress and timeliness of moving funding packages forward against established performance metrics and approval targets. Monitors and reports on process sustainability and improves process efficiency and quality by encouraging and implementing improvement opportunities identified end suggested by ministry staff.
5. Develops and presents quality reports to ministry senior management including Directors, Assistant Deputy Ministers and the Deputy Minister regarding overall ministry performance and areas requiring quality improvement.

Knowledge :

Position requires knowledge of financial analysis and reporting methods and techniques, ministry, corporate and central agency transfer payment policies and processes and the ministry's transfer payment funding package process including the use and capabilities of the ministry's interactive TPFP Road Map to provide financial and operational oversight of the TPFP Road Map to ensure the systemic integrity of the ministry's funding packages. Knowledge of government business and financial decision-making processes and skills in financial planning, statistical and impact analysis to analyze and report on all TPFP activities which impact approvals, inform resource planning and ministry financial processes (eg, RbP, forecasting, unallocated funding, supporting value for money) within the annual business cycle. Knowledge of and skills in performance measurement and analysis to monitor process performance for progress and timeliness of moving funding packages forward against established performance metrics and approval targets and to develop and present quality reports for ministry senior management statistical skills to analyze and represent continuous discrete ratio data using measures of central tendency (e.g. mean, median) and dispersion (e.g. standard deviation). Analytical skills to analyze data through all phases of funding package processing and approval to identity, interpret and resolve trends, issues and problems. Computer proficiency in the use and capabilities of specialized and continuously evolving software applications (e.g. Adobe Acrobat & Captivate, SharePoint PowerPoint, Online Correspondence Management System (OCMS), Crystal Reports, Excel) in support of all analysis functions.

Freedom of Action :

Position works under the general direction of the Director, Financial Management Branch and within ministry, corporate and central agency transfer payment policies and processes, the ministry's Transfer Funding Package Payment (TPFP) Road Map and government business and financial decision-making processes. Judgement is exercised in providing oversight of the TPFP Road Map, utilized by program and policy branches across the ministry, to ensure the systemic integrity of the ministry's funding packages which are essential and intrinsic to ministry approval and the flow of funding to transfer payment recipients. Judgement is exercised in reviewing and analyzing changes to ministry, corporate and central agency transfer payment policies and processes to ensure the Road Map is updated as necessary. Judgement is exercised in identifying the necessary knowledge, skills and supports required to ensure ministry staff are provided with optimum and up-to-date best business practices, protocols, training, tools and templates to support all phases of the funding package process. Judgement is exercised in identifying and reporting on bottlenecks in the funding process which impact quality and timeliness of approvals and inform resource planning and ministry financial processes within the annual business cycle and in analyzing and reporting on ministry performance against established performance metrics and approval targets.

Financial and Material: Ensures the systemic integrity of the ministry's funding packages which are essential and intrinsic to ministry approval and the flow of funding to transfer payment recipients.

Impact of Errors: Ineffective financial oversight, monitoring and quality control of the ministry's Transfer Funding Package Payment Road Map would have a critical impact on the quality and timeliness of the ministrys transfer funding packages, timeliness of approvals and subsequent flow of funding to transfer payment recipients. Ineffective performance monitoring and reporting would impact on ministry resource planning and other ministry financial processes (e.g. RbP, forecasting, unallocated funding\supporting value for money) within the annual business cycle, resulting in potential for poor financial decisions and performance.

Frequent contact with users of the ministry's interactive Transfer Payment Funding Package (TPFP) Road Map to provide oversight, training, advice and guidance re TPFPs and to facilitate and encourage recommendations for improvement Regular contact with senior management, including Directors, Assistant Deputy Ministers and the Deputy Minister, to make presentations regarding overall ministry performance and areas requiring quality improvement. Contact, as necessary and appropriate, with staff from other branches (e.g. Legal Services Branch) and other ministries (e.g. Finance, Government Services) to obtain specialized or expert advice or guidance.
Occasional contact as necessary and appropriate, for specialized or expert advice or guidance (e.g. re software).
