Purpose of Position :

To research, evaluate, recommend purchases, install, maintain and repair specialized electronic surveillance equipment. To develop and foster relationships and liaise with other organizations regarding technical surveillance issues. To provide guidance and assistance to branch staff on technical and physical surveillance techniques, legal aspects of surveillance and surveillance applications. To provide assistance to lead development staff on conducting intelligence led investigations and intelligence gathering processes and techniques. To assist and advise branch staff regarding management and continuity of evidence best practices.

Duties / Responsibilities :

Research, test, evaluate and procure specialized covert technical surveillance equipment. Prepare business cases for technical acquisitions. Research, evaluate and provide recommendations to senior management on communication systems for investigative personnel. Provide assistance and advice to investigators in areas of physical surveillance and covert technical surveillance. Conduct covert technical and photographic /video surveillance on subjects of interest to the Special Investigations Branch. Assist and advise investigators and management with regard to technical investigation legal requirements and procedures. Design, develop and implement technical investigative procedures, as well as, evidence management control and continuity. Initiate, develop and maintain partnerships with other enforcement agencies (e.g. Municipal, Regional, Provincial and Federal police, DND-NIS and CSIS and other federal agencies). Conduct maintenance and repairs of technical equipment and technical surveillance platforms. Provide expert testimony in court regarding technical, photographic and video evidence gathering. Set up and maintain Digital PhotoLab computers, software and related platforms. Perform digital enhancement of photographic images using specialized photographic software and documentation of enhancement processes for use in court. Provide assistance to investigative staff regarding retrieval and preservation of photographic evidence. Assist with training of investigators in the areas of physical surveillance, covert digital photography, video and technical surveillance equipment and surveillance platforms. Assist lead development Manager and investigators in areas of photographic and video surveillance.

Knowledge :

Superior knowledge in investigations and of the law pertaining to the Criminal Code of Canada, provincial statutes, privacy, interceptions, searches, judicial process, rules of evidence and court procedures. Superior knowledge and specialized training in covert electronic surveillance, technical equipment/techniques/procedures and legislation, as well as, investigative procedures. Superior knowledge of Digital photography, Adobe Photoshop CS2 image enhancement software. Strong knowledge of computers, computer forensics and an excellent knowledge of computer hardware and peripherals. Excellent knowledge in preparing Crown Briefs and presentation of technical evidence for court proceedings. Excellent knowledge of and work experience in: - Covert analog and digital video surveillance technology and techniques; - Covert Photography, both digital and film; - Mobile and stationary surveillance platforms; - Covert technical surveillance installations; - Extensive experience in mobile physical surveillance; - Maintenance repair and trouble shooting of equipment; - Computer forensics and computer technology.

Judgement :

Work is performed under the general direction of the Senior Manager, Investigations. Complex matters are discussed with senior management and Branch Director. Judgement is exercised in assessing investigative requests, training/presentation and determining the effects of legislative changes and administrative policies and procedures. Judgement is applied when providing leadership, advice and technical guidance to investigative staff.

Accountability - Programs :

The position is directly responsible for research, analysis, acquisition and installation of electronic equipment and for providing recommendations to senior management on technical and legal issues pertaining to technical surveillance.

Accountability – Personnel :

No direct supervisory responsibility; however, provide leadership, advice and technical guidance to investigative staff.

Accountability - Finance and Materials :

This position is accountable for the preparation of all business cases for technical equipment.

Accountability - Impact of Errors :

Insufficient research and testing or inaccurate analysis could negatively affect staff and performance. Additionally, the safety of investigators may be compromised.

Contact - Internal :

Frequent contact with senior management and working staff to provide and exchange of information pertaining to technical equipment and technical investigations.

Contact - External :

Regular contact with partners in other agencies and ministries to exchange information and ideas.
