Purpose of Position :

To assist in the development, implementation and monitoring of wood measurement activities within an assigned geographic area in the North Region. To provide customer service support to District, Regional and Industry clients in the implementation of sampling plans, organize and lead data collection projects, and prepare reports. Participate in wood measurement training courses and audits.

Duties / Responsibilities :

I. Participates in the implementation of the wood measurement programme and specifically the sampling program by: collecting data for scaling factors such as:
• defect, species distribution, grade distribution, undersize, mass/volume ratios, product distribution;
• conducting sampling for container volumes as required;
• conducting sampling and collecting data for the creation of tree length volume tables;
• downloading scaling data from the electronic data recorder to the computer;
• entering hard tally scaling data into the computerized sampling module in the corporate volume and value application (i.e. TREES);
• assisting in scheduling and organizing the sampling schedule at various mills, processing yards and harvest sites
• assisting with the calculation and compilation of scaling factors;
• assisting in the preparation of sampling plans and reports.

2. Assists with scaling audits by:
• participating as a team member with duties such as reconciling bills of lading and returns;
• assisting with the gathering of facts and background data;
• running reports in TREES;
• assisting the Audit Coordinator with the preparation and writing of the Audit Report.

Participates in training courses by:
• assisting with course set-up;
• acting as instructor on the provincial and regional scaling courses, utilization and penalty courses;
• assisting with marking of exams and practical tests;
• training both Ministry and industry scalers on new or improved scaling procedures and techniques.

Knowledge :


Knowledge:
Job requires knowledge of:
• the Scaling Manual and the Sampling Standards Manual;
• applicable ministry and related government legislation, regulations, policies and procedures as they pertain to timber resources and forest management practices and forest industry operations (e.g. Crown Forest Sustainability Act, Scaling Manual);
• wood measurement and resources management in order to assess harvesting operations and control the movement and measurement of Crown fibre;
• the Occupational Health and Safety Act and the responsibilities of a worker as defined by the Act;
• personal computers and their use for word processing (preparation of correspondence), electronic communication (e-mail), spreadsheet applications (to display data for reports or analysis) and database applications for the collection, archiving and retrieving of data and information;
• arithmetic methods to perform analysis of calculations, to report on or correct errors;
• Freedom of Information legislation in order to maintain confidentiality of client records or proprietary business processes.

Skills :

Job requires :
• organizational skills in order to schedule assigned daily tasks and organize scaling courses;
• analytical skills in order to obtain factors through the sampling program, analyze scaling and financial transactions during audits;
• written communications skills in order to compile scaling and audit reports;
• oral communication skills to provide instruction on training courses;
• interpersonal skills to liaise with ministry and forest industry staff.

Freedom of Action :

works under the general directions of the Mod Measurement Officer and the Regional Coordinator,
• works within the procedural controls of government and Ministry policies, legislations, manuals and directives;
• permits the independent scheduling and organizing of time and work as per the assigned priorities
