Purpose of Position :

Under the general direction of the supervisor, provides support to ensure the contractor adheres to contract requirements. Duties include field investigations, inspection, surveying, office administration, road patrol and related work activities on the provincial highways system and unincorporated roads and bridges.

Duties / Responsibilities :

Under the direction of the supervisor: • Liaises with contractors, property owners and the general public to address issues and complaints • Assists with the monitoring and performance assessments of contractors and consultants and the review of extra work, contract drawings and documents and claims • Assists with the preparation of contract package and contract administration acquisition documents • Completes seasonal work assignments within the various Regional and Provincial offices • Provides technical advice and training to staff • Carries out field investigations and inspections to ensure quantity, quality and compliance with contract requirements including environmental and safety components • Carries out contract related activities (surveying, hiring of labour and equipment) • Performs clerical and administrative work such as correspondence, instruction notices, payment calculations, payment reports, contract payment record assessment and applicable reports and forms • Ensures measurements for payment including checking, taking cross sections and ensure material sampling and testing are done to contract requirements • Attends contract related meetings including scheduling, setting the agenda and taking minutes • Reviews contract packages for accuracy and constructability • Patrols and reports on road conditions and carries out general maintenance activities • Coordinates traffic control • Operates and maintains vehicles and equipment General Duties: • Conduct oneself in compliance with the Occupational Health and Safety Act and any workplace practices as directed the immediate supervisor. Report awareness of any hazards to immediate supervisor. • Other duties as assigned • May be required to work rotating shifts

Staffing and Licencing :

Valid Class “G” driver's licence and acceptable driving record.

Knowledge :

Position requires knowledge of contract practices including material sampling and testing, surveying, inspection and road patrolling. Position requires knowledge of and highway construction, engineering and maintenance standards, specifications, practices and principles to carry out contract related activities. Knowledge of procurement policies and procedures. Knowledge of related policies, acts and regulations (e.g. applicable statutory acts and regulations) to interpret and assess legislative impacts on contract related activities. Knowledge of mathematical calculations is required to assist with the assessment of contract related issues. Position requires knowledge of the operation of surveying equipment to carry out grade checks and to quantify measurements. Position requires knowledge of e-mail, internet access and of computer software applications to complete reports and spreadsheets. Position also requires knowledge of the procedures related to safety and environmental protection.

Skills :

Position requires the ability to interpret and assess the constructability, overall quality and safety issues of drawings and documents. Position requires the ability to monitor contractor's operations, assess contractors' and consultants' work for compliance with legislation , regulations, procedures and guidelines and review audit plans to assess if corrective action has been taken. Position requires the ability to identify the nature/seriousness of non-compliance or work defects. Position requires analytical, negotiation and problem solving skills to assist with the assessment of contract related issues. Position requires mathematical skills to conduct field surveys, material testing, and for payment calculations and assessments. Position requires written skills to maintain accurate records. Position also requires strong oral and interpersonal skills to deal effectively with colleagues, regional counterparts, the public, consultants, contractors and other stakeholders. Position requires organizational and planning skills to effectively carry out contract related activities. Position also requires the ability to provide technical advice and training to staff as required.

Freedom of Action :

Position requires freedom of action to identify the nature/seriousness of non-compliance or work defects and to select the type of follow-up action required. Position works within contract administration guidelines related to material sampling testing, surveying, inspections and office administration. Position also works within legislative guidelines to ensure contract best practices are followed. Position monitors highway corridor and unincorporated road and weather conditions to determine the appropriate course of action as required. Position requires the freedom of action to know when concerns/issues should be escalated to the supervisor.
