Purpose of Position :

To provide subject matter expertise in identifying, analyzing and documenting business and information requirements to support application system development projects.
To provide assistance in the development and maintenance of technology roadmaps and strategies, and support clients and cluster staff in applying the technology roadmaps.
To provide assistance to architects in the development and maintenance of artefacts for business and information architectures.

Duties / Responsibilities :

1. Business and Information Requirements and Analysis:
• Gather business and information requirements for application system development projects through workshops, meetings, and review of documents.
• Analyze the requirements, identify opportunities for reuse, and provide advice to management on viability and strategies for automation.
• Document the requirements and analysis results in the form of narratives and models such as use cases and entity-relationship models.
• Use automation tools such as Power Designer, to document, analyze and maintain the models, and generate reports.
2. Roadmap Development and Maintenance:
• Gather information on the current state of the I&IT landscape supported and managed by the cluster.
• Analyze the current state of I&IT landscape, organize and document the results.
• Participate in development of the future states of the I&IT landscape.
• Participate in development of roadmaps for achieving the future states.
• Participate in preparing reports and presentation material for the current states, future states and technology roadmaps.
• Support clients and cluster staff in applying the technology roadmaps to guide I&IT activities.
• Participate in maintaining the current states, future states and technology roadmaps.
3. Architecture Development and Maintenance:
• Assist projects with the development of business and information architectures.
• Gather requirements for the development of business and information architectures.
• As assigned, develop and maintain architecture artefacts in the business and information domains based on OPS standards.
• Use automation tools to document, analyze and maintain the artefacts, and generate reports.
4. Project Management Support:
• Assist project managers with maintaining project plans, tracking costs and work progress, tracking issues, status updates, and managing the project management information systems, such as the Project Portfolio Management (PPM) tool, shared folders, and collaboration tools.
• Under the direction of project manager or project team members, develop presentations, reports, communication material, briefing material and other documents using office applications such as Word, Excel, PowerPoint and Visio.
• Assist project managers with managing project libraries and ensure that project documents are properly classified and organized.
5. Architecture Governance Support:
• In support of cluster architecture governance, review draft business and information architectures developed by projects, and provide input to the architects for quality assessment.
• Under the direction of managers, support the process for cluster and corporate governance.

Knowledge :

• Extensive knowledge of business and information requirements gathering, analysis and documentation.
• Knowledge of business and information architectures.
• Knowledge of system development life cycle (SDLC), including planning, requirements, analysis, design, build, testing, implementation and post-implementation activities.
• Knowledge of information technologies such as servers, storage, networks, operating systems, database technologies, security technologies (e.g. authentication), development tools and programming languages.
• Understanding of database design, data structures, data warehouses, business intelligence and related concepts and practices.
• General knowledge of IT service management, such as incident management, change management, configuration management, and operations management.
• General knowledge of project management, including scopes, costs, schedules, quality, resources, stakeholder management, communications, risks, procurement and project integration.
• General knowledge of architecture principles, frameworks and practice.
• General knowledge of application architectures and technology architectures, and how they are related to business and information architectures.
• General knowledge of systems security and privacy, and how they are related to architectures.
• General knowledge of the architecture governance process including the Corporate Architecture Core Team (ACT) process, Corporate Architecture Review Board (ARB) process, and cluster architecture governance process.
• General knowledge of the OPS I&IT Directives, I&IT Policies (such as the Policy on I&IT Project Gateway Process), and I&IT Guidelines (such as the Corporate Enterprise Architecture Review Requirements).
• General knowledge of the Government of Ontario Information Technology Standards (GO-ITS).

Skills :

• Expertise and experience in gathering business and information requirements by conducting workshops and meetings, and reviewing documents.
• Expertise and experience in analyzing requirements, and assessing the implications to projects for automation.
• Expertise and experience in documenting requirements and analysis results in the form of narratives and models, such as use cases and entity-relationship models.
• Ability to walk through and articulate business and information requirements, analysis results and the associated models to I&IT staff and clients, and validate the material.
• Ability to support the development and maintenance of business and information architectures.
• Ability to use input from business to assist in the development and maintenance of artefacts for business architectures and information architectures based on OPS standards.
• Ability to assist project managers to maintain project plans, track cost and work progress, track issues, and update project status.
• Proficiency with using various office applications such as Word, Excel, PowerPoint and Visio to develop project documents and presentations.
• Proficiency with using project management information systems, such as the Project Portfolio Management (PPM) tool, shared folders, and collaboration tools.
• Ability to support the cluster architecture governance process, including maintenance of governance issues logs and providing status update to architects and cluster governance management team.
• Flexible, adaptable and able to work effectively in a variety of roles in a team.
• Ability to work independently, with minimal supervision, as well as in a team-oriented, collaborative environment.
• Effective in making presentations.

Freedom of Action :

This position works within government and ministry directives, policies and guidelines for the use of information technology and development of information technology solutions; and within established practices and procedures for computer systems design, development and management. Work is performed with latitude in making decisions in the application of methods, procedures and practices. Results are reviewed for contributions to stated objectives. Situations requiring major modifications or development of new methods and approaches are referred to the manager.
