Purpose of Position :

Provides analytical and administrative program support to the development, transfer and interpretation of provincial aggregate resources management strategies, policies and programs.

Duties / Responsibilities :

1. Contributes to the development and analysis of policy and program options by, for example:
• Compilation and analysis to develop integrated aggregate resources program to intra- and inter-ministerial program and policy information requests and reviews
• Assisting in the preparation of Briefing Notes and related analytical material
• Assisting in the development of business cases and cost-benefit analyses
• Assisting in the determination of issues, opportunities and gaps affecting the policy and program development process
• Assists in the research of intra- and inter-jurisdictional legislation, regulations, policies and programs by canvassing other jurisdictions and reviewing their legislation, regulation and policy framework
• Assists in providing environmental scanning support (e.g. social, economic, environmental, political trends and events) by collecting and collating information relevant to resource management at the local, provincial, national and global scale and analyzing state of the resource reports and additional source information to assess applicability to the MNR policies and programs under development.

2. Participates on policy and program development teams, committees and working groups to help develop strategies, approaches and programs to achieve provincial resource management objectives.

3. Supports and contributes to the transfer, interpretation, evaluation and assessment of resource policies, guidelines and programs by:
• Assisting in the preparation of strategies and initiatives to ensure policies, regulations, and guidelines are understood and implemented by affected audiences
• Assisting in consultation exercises and assessment of feedback collected in order to ensure policies/processes are adjusted and improved as required.

4. Other duties as assigned.

NOTE: The incumbent shall, while in the workplace, conduct themselves in compliance with the OH&S Act and any workplace practices as directed by their immediate supervisor and in accordance with the Internal Responsibility System as outlined in the OH&S Act.

Staffing and Licencing :

Knowledge :

• understanding of policy research and analytical approaches and techniques
• good understanding of resource management principles, practices and programs
• general understanding of government policy development processes
• awareness of current and emerging land and non-renewable resources management issues
• familiarity with Ontario's land and non-renewable resources management policy framework
• knowledge of worker responsibilities as outlined in the OH&S Act

Skills :

• ability to research, analyze and assess often complex and diverse issues, with attention to detail
• ability to undertake and balance multiple tasks
• ability to work in and contribute to multi-disciplinary teams
• well-developed interpersonal and communications skills
• ability to meet tight deadlines
• Working knowledge of computer software packages including MS-Excel, MS Word, MS Access, and GIS

Freedom of Action :

• acts under the general guidance and direction of the Manager, Land and Non-Renewable Resources
• provides direct support to Policy Advisors in a variety of priority policy initiatives
• performs day-to-day functions with relative freedom, generally in a task-team oriented environment
