Purpose of Position :

To work with Central Agencies Cluster (CAC) and ministry staff to analyze asset portfolio needs of the users. To participate / conduct, review sessions
for collection of consistent information from all clients, analysis and review of asset portfolio information submitted by clients/ development of analytic
reports of the information for each client group, development of analytical reports for report back to various committees and Management Board. To
ensure the provision of timely and authoritative advice and support to clients according to the OPS standards and directions. To represent the Business
and Service Management Branch as an Asset Portfolio Analyst as required. To provide consulting services to clients and IT staff and IT assets portfolio
management expertise on projects which have strategic significance for achieving the ministries? and cluster plans and objectives.

Duties / Responsibilities :

Incumbents may be assigned across sections, sequentially or concurrently to perform group and/or own work.
1. Provides technical support for the collection of Asset Portfolio information.
2. Provides technology leadership for project / sub-project application portfolio analysis and review. Defines, evaluates, recommends and develop
analytical reports across multiple client groups and identifies the correct architectural model based on the cluster s requirements and the OPS EA,
technology directions / standards.
3. Provides ongoing advisory / consultation of management services for clients and stakeholders on the information collected regarding their asset
portfolios. Maintains stakeholder relations; makes persuasive architecture recommendations to client management, stakeholders and project teams;
participates as an Asset Portfolio Analyst on working groups as required.
4. Participates in the acquisition and configuration of systems and/or services required for effective asset information collection and management by:
determining specific requirements and developing Request For Proposals (RFPs) or other competitive processes for acquisition; evaluating vendor
responses and recommending selection; contributing to preparation, negotiation and enforcement of contract specifications with suppliers; providing
ongoing contract/vendor management.
5. Develops application portfolio architecture requirements / specifications required for effective analysis for asset management activities. Participates
in working groups and negotiates with clients to develop methods for collection of appropriate information for analysis of assets and their management
strategy. Recommends, implements and manages effective solutions for delivery of solutions for the CAC asset management program.
6. Conducts investigations, research and prototyping functions in areas related to asset portfolio analysis in order to contribute specialized technical
expertise in asset portfolio analysis and reporting.
7. Participates in helping clusters manage changes resulting from I&IT planning decisions. Leads, and/or develops and delivers technical education
programs for clients, work groups and project team.
8. Performs application development/project administration activities, (e.g.: scheduling and assigning work; monitoring costs, verifying that vendors?
deliverables have met completely contract requirements before Manager authorizes payment).
9. Providing consulting, management and advisory services to client staff and senior management to: communicate Assets Portfolio Information,
services and requirements; recommend acquisitions to meet business needs and comply with ministry hardware and software standards; provide advice
on the development of business cases for acquisitions; provide prices; facilitate the acquisition and Assets Portfolio Information.
Management has the right to assign other duties.

Job requires:

•Technical knowledge of networks, mid-range server, related hardware and software, systems analysis, design, development, testing, implementation,
and development methodologies.
•Broad technical / product knowledge of current technologies and understanding of trends in the IT industry.
•Problem-solving techniques to provide leadership and solutions, which deal with complex application development problems efficiently and
effectively.
•RFP and tendering process, contract management to ensure own input is compliant with corporate standards and client needs.
•Mathematical techniques to conduct: financial analyses of asset portfolios and vendor proposals for systems and services; and risk analyses of asset
portfolios to provide assessments and recommendations to clients, stakeholders and senior management.
•Customer service techniques to provide data, reports, problem resolution, education/information.
•Change management, training and education, especially for non-technical or first time users.
•Project/element, program and service costing and cost control.
•Interpersonal and communication skills to establish and maintain positive working relations with clients/ shareholders, cluster/branches colleagues.

responses, participating in contract and Service Level Agreement [SLA] negotiations); and managing vendors? ongoing performance to ensure
compliance;
•Providing recommendations, analysis and management on assets portfolio and strategies, processes, tools and acquisitions to manager for review
prior to formal presentation or circulation.
•Work is checked at critical stages only for compliance with business goals, as well as OPS policy and directions.
