Purpose of Position :

To provide leadership and management expertise to the Payroll Operations Branch and lead the Payroll/Benefits teams through the daily Payroll or/and Benefit production of business and process cycles for the PeopleSoft Human Capital Management (HCM) System. To liaise with Employee Relations and HR Management and Corporate Policy Divisions to ensure employee relations and policy requirements are reflected in the daily production processes.

Duties / Responsibilities :

Within the Payroll Operations Branch responsible for the daily production cycles of the PeopleSoft Human Capital (HCM) System as it relates to Payroll and Benefits productions.
1. Plans and manages the Payroll/Benefit production stream, including supervising staff and working with other partner consultants in the development of business processes, standards and procedures to meet the diverse business needs of clients and introduce change management initiatives, business performance and quality assurance standards and performance measures.
2. Builds a strong team work environment which promotes and fosters the OSS culture and manage staff including making decisions on assigning work, managing performance, determining performance standards, conducting performance reviews, providing training and development, handling disciplinary and labour relations issues including Stage 1 grievances. Ensures compliance with Occupational Health and Safety legislation and program requirements.
3. Provides a liaison function with the Employee Relations Division and the HR Management and Corporate Policy Divisions to provide advice related to collective bargaining and policy development as it relates to the enterprise HR system. Ensures that the design, build and implementation of the system takes into account new and emerging requirements related to collective agreements, memoranda of settlement, legislation and policy. Provides expertise to the Payroll/Benefit teams on interpretation of collective agreements, legislation and policy.
4. Plans and leads major production and business process renewal projects to introduce best business practices and standardize approaches in the areas of human resources, pay and benefits; to benchmark processes against other services providers and to re-engineer work to support the new release of the integrated PeopleSoft HCM system and related products and services. Coordinates and oversees all phases of assigned multi-disciplinary project teams comprised of Project and external members from the HR and Pay & Benefits communities.
5. Manages the implementation of the build and implementation strategies in the creation of new processes as they relate to the PeopleSoft WIN system, develops workplans and process strategies regarding major projects issues and risks which have significant impact on HR and Pay & Benefits (e.g. business transformation, change management, impact analysis and resource plans for implementation).
6. Identifies, analyzes and monitors issues and trends impacting the HR and pay and benefits functions and service delivery based on the unique needs of clients and provides recommendations on proactive methods to resolve potential impacts including improvements to systems and processing efficiencies.
7. Manages the allocation of assigned financial resources (e.g. variances and unanticipated expenditures which impact the project financial and human resources). Monitors project activities, schedules and target dates.
8. Identifies, analyzes and provides advice and guidance on the management of risks associated with the production projects undertaken with a focus on risks related to the rollout of new HR and Pay & Benefits functionality or changes, fixes and enhancements and proposes mitigating control measures.
9. Develops communications strategies and frameworks, which provide current and potential internal and external clients and stakeholders with information regarding Project business initiatives, products and services.
10. Initiates, develops and ensures continuity in partnerships with Pay and Benefits Services Division for the development of coordinated and cooperative service delivery and product development and to ensure compliance with business rules, policies, collective agreements and directives.

Knowledge :

Position requires managing and leading production teams and providing services to large PeopleSoft, complex clients. The position requires extensive hands on PeopleSoft functional system experience, including version 9, understanding the central PeopleSoft operational concept and navigate through the PeopleSoft Internet Architecture for Payroll/Benefits production. Requires extensive experience and understanding of all PeopleSoft Payroll, HR, Benefit system functionalities and processes to recommend system improvements as they relate to payroll productions. Position requires knowledge of human resources theory, principles and techniques with specialized knowledge and expertise in the areas of payroll, benefits, collective agreements, HR and Labour relations legislation and statutes, salary and benefits programs and leave plans, emerging trends, developments and best business practices in the field to provide business process development and renewal expertise on major branch projects and activities to facilitate the research, planning and implementation of best business practices and change management strategies and policies for human resources, pay and benefits processes. Knowledge of management and leadership principles and practices to manage staff performance, coach, mentor and develop staff. Knowledge of relevant acts and regulations such as the Public Service of Ontario Act, Crown Employee's Collective Bargaining Act, Employment Standards Act and collective agreements to interpret and apply legislative authorities to lead the development of human resources and pay and benefits business processes to support the system. Solid understanding of the system requirements that drive to re-engineer work to support future releases of PeopleSoft HCM. Sound knowledge of the theory and practical application of a full range of business management methods including: performance measures, change management, benchmarking and process renewal to provide expertise and lead major branch business, change management and analytical projects. Excellent understanding of advances and trends in the areas of HR and payroll information technology, Enterprise Resource Planning systems, specialized systems (e.g. WIN/PeopleSoft), to ensure business and change management projects and activities support the existing and future products and services of the branch and to ensure appropriate systems are developed and integrated in support of new business practices. Excellent knowledge and skills in the areas of labour relations, interpersonal relations and communications to develop related strategies and frameworks for the marketing and communication of Project initiatives, products and services. An understanding of OSS strategic directions and goals to develop and maintain cooperative partnerships with colleagues throughout the OSS and with customers throughout the OPS. Strong facilitation skills to draw out business systems requirements and issues in focus groups and workshops. Analytical and problem-solving skills to effectively resolve complex operational problems and issues. Risk management strategies and issues analysis to promote operational excellence in a diverse and complex environment. Excellent oral and written communication skills to prepare and present a broad range and complexity of materials including: business cases, marketing and communications plans, policies and procedures and senior level correspondence. Superior consultative skills to provide expertise, advice and guidance to the Employee Relations and HR communities. Project management skills to plan and manage various streams within the branch. Strong team leadership and membership skills to effectively work in a highly team oriented environment. Planning and organizational skills to coordinate a wide variety of activities in a fast-paced environment and to identify gaps or shortfalls in service delivery.

Judgement :

Position works under the general direction of the Payroll Production System Manager, within the broad framework of OSS strategic directions and goals and central agency policies. Position exercises a high level of judgement in identifying labour and other human resources issues and risks inherent in implementation of new human resources management information system(s), Judgement is required in analyzing current systems and practices and determining new business practices, performance measures, benchmarking and process renewal initiatives with consideration to current trends and advances in the human resources, pay and benefits fields, customer expectations that are often diverse and complex. Judgement is also exercised in providing specialized business and change management expertise to divisional management to ensure the business aspect of services is considered in the planning and delivery of services and to provide alternative approaches to current practices. Job requires judgement in areas of human resources management by providing staff with effective leadership, training and direction. Position exercises judgment in managing multi-disciplinary project teams comprised of office colleagues, branch staff and management and representatives from other branches/divisions within the OSS and client ministries.

Accountability - Programs :

Plans and manages the daily Payroll/Benefits productions. Introduces and implements change management initiatives, business performance standards, quality assurance standards and performance measures developed at the corporate level. Works with the Payroll Production System manager to develop strategic and operational plans and to implement the business plan. Designs new HR/LR and Pay & Benefits business processes to accompany the PeopleSoft WIN new/updated HCM functionality.

Accountability – Personnel :

Provides management of staff and leadership to payroll/benefits production teams comprised of ministry staff within delegated authority, collective agreements, legislation. Responds to grievances. Conducts performance evaluations of staff in a timely fashion. Responsible for the staffing of the unit as required.

Accountability - Impact of Errors :

The provision of ineffective leadership and expertise on a full range of business and production management activities would have an adverse impact on the delivery of Payroll/Benefit services to 85,000 plus employees, capacity to meet deliverables and be on time and within budget, resulting in criticism by clients. Ineffective delivery of payroll/benefit business practices could create potential for poor service delivery and inefficient use of government funds. Inappropriate or inaccurate guidance and advice to the Pay & Benefits teams can result in large financial errors (salary and benefit over/under payments) and grievances.

Contact - Internal :

Frequent contact with management of the division to provide expertise and advice in the various areas of payroll/benefits business and system processes with emphasis in human resources, pay and benefits, production processes to facilitate the daily production cycles.

Contact - External :

Frequent contact with specialists in the fileds of human resources, pay and benefits and to conduct research regarding best business practices, PeopleSoft technological advances and potential opportunities within the public and private sectors. Ongoing interaction with Integration Partner consultants.
