Purpose of Position :

To provide strategic leadership and manage the Ministry's corporate function for all capital investment planning and direct management of the province's rental accommodation, fleet and telecommunications infrastructure including the provision of strategic business and financial planning, analysis, risk management, reporting and decision support for all infrastructure planning and project implementation for the Ministry's large and complex investment portfolio.

Duties / Responsibilities :

1. Provides strategic leadership and corporate controllership for the planning and management for all ministry asset/infrastructure portfolios, the broadest physical infrastructure in the OPS, ranging from buildings, bridges, dams, sewer and water systems, waste disposal sites to a fleet of aircraft, vehicles, trailers and administrative offices including research facilities and warehouses. Manages the Ministry's needs identification, proposal submission, planning and decision-making processes for the development of the Ministry's annual strategic investment plan and RBP for approval by the Ministry's executive and MEI/Treasury Board. Ensures implications to ministry corporate and business area portfolios and risks/opportunities are identified and appropriate strategies developed. 2. Leads the development, implementation, and maintenance of the Ministry's Corporate Accommodation, Fleet and Telecommunications Portfolio Development Strategies and the development and maintenance of the Ministry's Corporate Asset/Infrastructure Management Framework and Strategy and related initiatives including annual risk management strategies and plans. Develops related systems, operational policies, standards and best practices in support of all infrastructure planning and project delivery. 3. Manages the monitoring and evaluation of all investment plan-related activities including performance issues associated with asset management plans across the Ministry to identify and report on risks, opportunities and issues. 4. Manages the provision of investment planning and infrastructure management expertise, advice, guidance, and support in the development of investment proposals, business case/plan development and the management of MNR's accommodation, fleet and telecommunications portfolios for effective controllership. 5. Directs the research, development and analysis of emerging issues/trends impacting infrastructure investment planning. Determines requirements for introduction to the ministry and ensures they are met for effective controllership I sound management practices, considering applicable government and industry benchmarks. 6. Provides strategic expertise, consultative advice and briefings to senior ministry executives on all risks, issues and their resolution. Provides advice to ministry executive with regard to the risk and performance management-related linkages between asset management, capital investment plans and operating accounts. 7. Develops and ensure that controllership systems and practices are in place for all asset/infrastructure life cycle-related activities (e.g., planning, acquisition, management and disposal) across the Ministry to ensure corporate oversight, quality assurance, compliance with standards, best practices, sustainable cost reduction and investment planning results. Leads the conduct of audits of investment plan performance to ensure that standards are met, variances identified and results achieved. 8. Manages Section financial and human resources including hiring, orienting and training of staff, developing a strong team, determining performance standards and conduct of performance reviews, fostering a diverse and inclusive workplace; managing a broad range of employee relations matters including succession planning and diversity objectives; developing and managing Section budget; supporting corporate planning processes and reporting including RBP and annual plans. 9. Develops and manages critical business relationships to support effective leadership for MNR asset/infrastructure management activities. Builds a community of practice with representation from key accommodation portfolios in MNR, to facilitate information sharing, leveraging experience and promoting continuous improvement. Develops and maintains relationships with central agencies, the Ontario Realty Corporation, corporate partners, other ministries and jurisdictions to represent the Ministry's interests. 10. Manages and coordinates the management of a range of projects involving the planning, design, tender preparation, construction, supervision and project administration for new and renovated facilities, telecommunications upgrades; environmental hazards remediation including establishing project milestones, budgets and coordinating input through a multi-disciplined project team including planning and project delivery staff, consulting engineers and architects, and, third party project managers 11. Represents the ministry by leading and/or participating on corporate and special projects; task forces, policy forums, committees, and working groups both within and outside the OPS. Represents the ministry on initiatives involving provincial level clients and stakeholders and with provincial, national and international agencies and organizations. 12. As a member of the Branch management team, participates in Branch/Divisional strategic planning and decision making activities to support OPS and ministry corporate priorities leading to the transformation, cultural change and new direction for the Ministry. Acts for Director as assigned.

Knowledge :

Position requires knowledge of capital investment and infrastructure planning methods, techniques and best practices; risk management and controllership principles; business and financial analysis and planning and business case development methods to provide strategic leadership and manage the Ministry's corporate function for all capital investment planning for the ministry and manage the provision of investment planning and infrastructure management expertise, advice, guidance and support. Knowledge of the diverse physical infrastructure of the ministry including its wide range of asset/infrastructure portfolios, relevant legislative authorities (e.g. brownfields legislation, OHSA, Building Code, Fire Code), and government policies, directives and best practices in the areas of assets management, accommodation/facilities/real property management, fleet management and telecommunications management to lead the development, implementation, and maintenance of the Ministry's Corporate Accommodation, Fleet and Telecommunications Portfolio Development Strategies, the development and maintenance of the Ministry's Corporate Asset/Infrastructure Management Framework and Strategy and related systems, operational policies, standards and best practices. Knowledge of government decision-making processes including Results Based Planning to manage the decision making process for ministry strategic investment plans. Knowledge of new and emerging issues and trends in the field of investment infrastructure planning and research skills to direct research in the field. Knowledge of project management methodologies and project planning and management skills to provide leadership and direction on a number of concurrent projects including projects involving the planning, design, construction of infrastructure. Knowledge and skills in performance management, evaluation and quality assurance methods to ensure linkages with capital investment planning systems, services and practices and to lead the conduct of audits of investment plan performance. Knowledge of relevant policies, directives, guidelines, legislation, collective agreements, processes and best practices relating to management of financial and human resources to ensure that human and fiscal resources are managed effectively to meet business and corporate goals. Consultative and advisory skills to provide strategic expertise and advice to senior ministry executives on all risks, issues and their resolution as they relate to the capital investment plan and asset/infrastructure. Leadership and management skills to provide leadership, motivation and management of section staff. Oral, written and presentation skills to prepare and present reports to senior management including strategic plans. operational policies, research findings, and central agency submissions. Issues management, negotiation and conflict resolution skills to develop and recommend effective strategies, plans and initiatives for the resolution of complex, sensitive issues. Relationship management skills to develop and manage critical business relationships to promote effective leadership for MNR asset/infrastructure management activities.

Judgement :

Position works under the general direction of the Director, Services and Infrastructure Management Branch and within the broad framework of government capital investment and infrastructure planning, risk management and controllership principles, guidelines and policies and the overall branch mandate. Position is relied upon to provide the necessary leadership and expertise in capital investment and infrastructure planning and delivery to ensure corporate controllership in the planning and management of all ministry asset/infrastructure portfolios. Judgement is exercised in managing the Ministry's needs identification, proposal submission, planning and decision-making processes for the development of the Ministry's strategic investment planning document and RBP and in ensuring implications to ministry corporate and business area portfolios and risks/opportunities are identified and appropriate strategies developed. Judgment is exercised in managing the development and implementation of risk management strategies and plans to support infrastructure planning and project delivery while ensuring effective controllership, performance management and quality assurance and in advising senior ministry executives on risk and performance management-related linkages between asset management, capital investment plans and operating accounts. Judgement is exercised in leading the audits of investment plan performance to ensure that standards are met, variances identified and results achieved. Judgment is exercised in developing and managing business relationships which are critical to asset/infrastructure management activities and in managing staff.

Accountability - Programs :

Accountability – Personnel :

Manages 10 staff directly and 6 staff indirectly of the Infrastructure Planning and Project Delivery Section. Provides project management of service providers on facilities projects. Has full management authority.

Accountability - Finance and Materials :

Manages the Ministry's needs identification, proposal submission, planning and decision-making processes for the development of the Ministry's strategic investment planning document and RBP for approval by the Ministry's executive and MEI/Treasury Board. Accountable for the financial planning and management of major capital projects and the Ministry's accommodation operating accounts. Plans and manages the section operating and capital expenditure budget.

Accountability - Impact of Errors :

Ineffective strategic leadership and management of infrastructure and capital investment planning for the ministry would impact critical investment and accommodation management decision-making by ministry senior management, resulting in significant financial loss; ineffective utilization of Ministry financial resources; increased costs and possible deterioration of programs and services delivered by the ministry. Ineffective controllership would lead to: major financial risks/liabilities and serious financial loss. Failure to negotiate agreements/contracts, including partnership agreements, and any related settlements on behalf of the ministry could result in economic loss or other onerous requirements for the ministry.

Contact - Internal :

Frequent contact with ministry executive/senior management, ministry divisional and program-level management and management committees to provide strategic expertise, consultative advice and briefings on a range of capital investment planning and management and risk issues and opportunities. Regular contact with central agencies, the Ontario Realty Corporation, corporate partners, and inter-ministry committees to represent the Ministry, address critical issues, build a community of practice, provide input to corporate-wide initiatives, and policy development, and negotiate joint strategies and solutions. Represents the ministry by leading and/or participating on corporate and special projects, task forces policy forums, committees, and working groups both within and outside the OPS.

Contact - External :

Frequent contact with government and industry-related and private sector organizations to direct research of emerging issues and trends in the field, stay current with fleet portfolio/asset management practices and build relationships. Frequent contact with service providers (e.g. engineers, consultants, etc) to acquire and manage services. Represents the ministry on initiatives involving provincial level clients and stakeholders and with provincial; national and international agencies and organizations.
