Purpose of Position :

To provide direction and expertise on Ministry policy and program standards and to monitor the performance and progress of Transfer Payment Recipients in their delivery of Ministry-funded victim service programs. To provide advisory consulting services to community-based organizations to support improved coordination of existing victim services and to support the building of community capacity in order to facilitate the development of new services to a broader range of victims.

Duties / Responsibilities :

In a regional office of the Programs and Community Development Branch, guided by the Ministrys business plan and strategic direction, and working within established policies and guidelines, the position acts as the primary contact with community-based organizations. The job requires:

Transfer Payment Accountability (TPA)

• Clarifying Ministry program expectations and negotiating contract deliverables with organizations in receipt of Ontario Victim Services Secretariat (OVSS) funding.

• Recommending approval/non-approval of funding submissions (including plans & requests related to programs/services, finances and human resources) and periodic in-year payments to Regional Manager, using appropriate indicators and benchmarks. Analyzing the operations and services of individual Transfer Payment Recipients to monitor and evaluate the performance and financial requirements of funded programs. In conjunction with the Financial Officer, analyzing reports from funded Transfer Payment Recipients for consistency within prescribed procedures, data and rationale used to support budget payment requests to ensure that program criteria are met and that program funds are being managed efficiently and effectively.

• Identifying and investigating areas of concern/problems, including serious and/or contentious issues, and, where appropriate, recommending corrective actions for major operational or funding problems (e.g. holdback of payment) and monitoring implementation.


• Providing consultation to the Boards of Directors in the development of strategic innovative solutions and support to agencies facing change.

• Providing policy and program direction and advice to funded organizations within assigned geographic areas of a region.

• Recommending and managing external reviews of TPA issues when an independent external opinion or expertise is needed.

• Preparing briefing notes within tight deadlines to provide information and advice to senior management, the Minister and others on related issues. Preparing house book notes and Ministerial correspondence within tight deadlines on individual agency/community issues and broader regional victim services issues.

• Participating in divisional work groups to provide input to OVSS policy and program development initiatives affecting transfer payment programs.

Community Development

• Facilitating discussions between funded organizations, community stakeholders and other government Ministries to promote victim services development and enhance coordination of service delivery by:
• Assessing and identifying local community organizations/groups capable of creating/developing new services. Providing leadership, motivation, direction and support in the negotiations with these organizations/groups;
• Developing effective partnerships with Transfer Payment Recipients and community stakeholders to meet mutual goals and facilitating liaison between the Ministry and funded organizations (e.g. between Victim/Witness Assistance Program and community services agencies.). Liaising with other service providers and other Ministries;
• Working with Transfer Payment Recipients and community stakeholders to creatively and effectively resolve issues that have not been resolved at the individual Transfer Payment Recipient level; and
• Conducting ongoing analysis of trends and developments and identifying gaps pertinent to the delivery of victims services within the assigned geographic area, through continuing consultation and information exchange with officials in other Ministries and community organizations at the local level. Assessing community capacity to address the need for increased services to victims.

• Participating in the grants application process by promoting the program and providing information to potential applicants; participating in application review and the formulation of funding recommendations in accordance with established grant program criteria and evaluation processes; providing feedback and follow-up to grant applicants.

• Preparing project proposals and evaluation reports related to future directions and current operations within the region.


• Coordinating regional environmental scanning and participating in regional planning activities.

• Representing the Ministry and participating as a guest speaker at community meetings, conferences, panels, workshops, seminars, forums and agency community Board of Directors to provide support and advice regarding programs and services. Developing presentations and delivering information and training resources regarding the Ministrys programs and services.

• Providing guidance and support to students working on regional projects as required as well as technical expertise to regional office staff on transfer payment administrative requirements.

• Other duties as required

Staffing and Licencing :

For Designated Position Only: Advanced oral and written French language skills where applicable. Valid Drivers Licence (Class G) as required by the location of the job.

Knowledge :

• Advanced knowledge and understanding of all areas of administration both within and outside government with emphasis on organizational theory and practices, organization and program management principles and budgeting.
• Knowledge of victim services delivery and community development principles, including trends and services available, in order to support the building of community capacity and facilitate the development of new services to a broader range of victims and to provide advisory consulting services.
• A comprehensive knowledge and understanding of the ministrys strategic directions and priorities for the community, agencies and other community victim services in order to provide consultative advice and expertise to clients and to evaluate agencies.
• Detailed knowledge and understanding of a variety of related legislation (e.g. Corporations Act, Victim Bill of Rights, French Language Services Act) and applicable policy/procedural guidelines and directives such as the government Transfer Payment Accountability Framework) to appropriately apply and interpret relevant legislation/guidelines.
• Knowledge of government procurement and contract management requirements, project management and planning principles, program service delivery and performance measurement/indicators.

Skills :

• Well-developed analytical, quantitative, problem solving and conflict resolution skills to develop data and apply benchmarks to assess Transfer Payment Recipients and community capacity to deliver, develop and enhance victim service delivery; to analyze reports; identify areas of concern/problems; provide policy and program direction and advice to funded organizations within assigned geographic areas of a region; and provide advisory consulting services and manage relationships and accountability with clients
• Ability to work with a large variety of financial and operational statistical information to monitor and review budgets and expenditures of funded organizations through financial statements and financial reports, to recommend approval/non-approval of funding submissions to Regional Manager and periodic in-year payments using appropriate indicators and benchmarks
• Excellent organizational and time management skills to effectively balance a demanding workload and effectively work in a team environment.
• Negotiation, oral communication, interpersonal, presentation and well-developed written communication skills are required to prepare briefing & house notes and Ministerial correspondence, to facilitate discussions between funded organizations, community stakeholders and other government Ministries, and to represent the Ministry and participate as a guest speaker at community meetings, conferences, panels, workshops, seminars, forums and agency community Board of Directors
• Ability to work with computers utilizing word processing, graphics and spreadsheets software, including Word, Excel, PowerPoint and database programs.

Freedom of Action :

Works in a team environment under general direction of the Regional Manager and in accordance with established legislation, policies, guidelines, procedures and funding approval processes of Ministry programs and the broad framework of the Ministrys strategic direction.

The position exercises judgment in:

• the application and interpretation of legislation, policies, procedures, and funding approval processes related to the delivery of ministry programs to victims
• the provision of advice and consultation to community groups on principles of community development and organizational change, and in the development, implementation and evaluation of community planning and organizational development initiatives and processes
• the provision of expertise and advice on potential funding of project proposals/ideas, project viability, community needs, development of proposals and opportunities for partnerships.
• managing relationships and accountability with clients on an ongoing basis within direction provided by Regional Manager regarding the nature and extent of the relationship and by assessing individual client level of services and initiating timely interventions
• the prioritization of work activities and determining the most efficient and effective utilization of working hours by meeting deadlines, developing individual work plans and assessing performance/contractual compliance of funded agencies.

Work is reviewed by the Regional Manager through regular updates and progress reports on activities within region and in accordance with Ministry delegation of authorities for financial and contract change/update processes. The Regional Manager provides direction/guidance when interventions are required with an agency related to non-compliance with contracts.
