Purpose of Position :

To perform complex financial transactions & financial analysis, utilizing specific technical & process knowledge. To maintain the integrity of Direct
Operating Expenditure (DOE) financial information in the Ministry?s Integrated Financial Information System (IFIS) involving all branches within the
Central Agencies Cluster with an annual budget of approximately $70 Million. Preparation of financial reports required for expenditure analysis/review.

Duties / Responsibilities :

1. Providing direction and advice to Cluster management on the impact of changing government & ministry policies and directives relating to funding
allocations, financial resource control and management of existing or new Cluster activities;
2. Providing expertise and assistance to the Cluster management in resolution of various interpretations of financial reports & documents relating to the
cluster operations;
3. Administering financial transaction documents on behalf of the Cluster in order to generate financial reports and perform complete complex analyses
and interpretation of the Cluster?s transactions;
4. Coordinating and advising on activities with other ministry and Cluster financial analysts and representatives to ensure the consistency of Cluster
financial transactions, reports, etc.;
5. Supporting cluster business case submissions and special studies by providing financial and analytical input to projects and the MB20 process; 6. Representing the Cluster on various committees/working groups that review special financial & administrative issues and processes and make
recommendations for change - e.g. IFIS;
7. Providing guidance to and receive support from other staff in the Unit, including providing clarification on financial policies/processes;
8. Maintaining, updating, and manipulating the electronic software applications and databases in order to perform administration and analytical duties.
9. Identifying journal entries required to correct inaccuracies in the systems and drafting journal adjustments for processing;
10. Providing advice and guidance on day to day activities to colleagues, Divisional staff/ managers, based on good judgement and knowledge of
established OPS, Ministry and Divisional guidelines and standards, referring exceptional issues to Team Lead or manager for resolution;
11. Modifying and maintaining financial resource processing procedures, recommending and drafting new/revisions to procedures to enhance
productivity and quality control for Manager?s approval; and,
12. Assisting in training new staff on Branch, Divisional and Ministry financial procedures, and new developments in financial processes i.e. IFIS.

Knowledge :

Job requires:
1. Thorough knowledge and experience in fundamental accounting principles and practices, and associated record-keeping to provide regular and ad
hoc analyses of financial statements, budgets and forecasts, expenditures and cost recovery accounts, and maintain and reconcile financial records of
the Cluster;
2. Good knowledge of financial reporting methods and analytical tools available, and the ability to determine the appropriate tools and methodologies to
apply in a particular set of circumstances: ( budget and forecast submissions and actual-forecast - budget variances);
3. Thorough knowledge of the Government payment processing rules and practices to ensure that CAC accounts payable are managed in a timely and
appropriate manner;
4. General knowledge of the Ministry and its operations, of business and contract law, of large systems configurations and operations and computer
industry pricing trends and computer vendor products and services; and good knowledge of IT goods and services & IT Professional Services acquired
by the Cluster to understand the activities of the CAC and the services provided to its clients;
5. Knowledge of standard software applications (Excel, Word) as well as corporate applications SBPS, CUBE, IFIS, etc so that day to day record
keeping processes and analyses are completed as required;
6. Knowledge and experience of Ministry specialized application programs and software, as well as using Ministry standard software to perform the job
requirements and record and access the necessary financial data of the CAC.
7. Progressively responsible clerical experience in an accounting/financial environment, ability to work with minimal supervision, be organized to
complete work assignments to meet deadlines.
8. Ability to interpret and analyze financial data that will be used in reports and for analysis purposes.

Skills :

Job requires:
1. Reasoning when formulating financial information and recommendations that are to be presented to Cluster management from the myriad of financial
information and reports;
2. Problems be resolved e.g. meeting fluctuating priorities by rearranging schedules and re-prioritizing workload, negotiating priorities with manager,
and discussing various financial interpretations with colleagues or clients;
3. Reasoning, when coordinating, monitoring, validating, analyzing, and assessing complex transactional, budget, and other financial information;
4. Ability to perform complex analyses and administer financial transaction documents. Errors in analysis can lead to significant waste, long term impacts on the effectiveness of operations and unnecessary expense imposed on the Cluster, loss of Cluster credibility within the Ministry and
Government circles;
5. Extracting specific financial data from detailed data files, and then performing appropriate analyses to generate and produce custom reports.
6. Good oral, written, and interpersonal communication skills to communicate effectively with clients, suppliers, and other government entities, and
provide written financial reports, interpretations, advice, solutions, recommendations and guidance on Government policies and Cluster processes;
7. Verbal communication skills to explain instructions, procedures and provide advice in a tactful manner to Cluster management regarding results of
the financial analyses and presentation of reports, and to discuss and resolve problems;
8. Ability to ensure safe maintenance of confidential information as described under FOI legislation.

Freedom of Action :

Job requires:
1. Work to be performed under the general direction of the Team Lead and unit Manager.
2. Independent reasoning is exercised in performing analyses, developing various standard and specialized reports from the financial data and
developing recommendations;
3. Job requires independent action using government/ministry policies as a guideline, interpreting as appropriate to facilitate client program delivery,
while complying with relevant legislation and regulations;
4. Job requires only referring issues to Team Lead / Manager when there is a potential serious financial impact to the cluster. Work is reviewed for
results achieved and effectiveness through performance management by the Manager.
