Purpose of Position :

To participate in and conduct analytical and evaluation activities aimed at increasing operational effectiveness and to ensure that the Ministrys operational program evaluation information needs are met.

Duties / Responsibilities :

Designing and preparing a wide variety of customized data analyses and data reports in response to requests for information (e.g., Freedom of Information, Assistant Deputy Minister, Deputy Minister, and Minister Offices) by writing computer programs to define and extract the required data, including testing, implementing and evaluating new queries. Analyzing and presenting the statistical and research data to support ministry policy and planning activities. Leading simple data/evaluation projects; supporting complex data/evaluation projects. Conducting/participating in the analysis and evaluation of Ministry of Labour operational data to support operational programs and policies aimed at improving program performance. This includes conducting environmental scans of relevant sectors and other jurisdictions, to identify current and emerging trends, issues, program needs and developments for use in forecasting, identifying opportunities for program initiatives, participating in relevant committees/working groups, and/or assessing the effectiveness of current strategies and programs. Researching and analyzing statistics to assist in targeting resources and improving service delivery; developing and implementing qualitative and quantitative techniques for monitoring trends in the Province, preparing comprehensive reports recommending alternative approaches to ensure maximum efficiency in program delivery, and supporting the operational planning process for the Operations Division. Developing performance indicators to measure the effectiveness of existing operational programs. Developing survey questionnaires and research methodologies concerning service delivery; distributing internally and externally; collecting data; and analyzing results to determine effectiveness of programs and areas for improvement. Participating with head office and field staff, counterparts in other ministries in the design, implementation and evaluation of operational delivery programs, consistent with Division objectives. Researching issues raised by management, staff, or stakeholders by consulting experts, reviewing available texts, periodicals, papers, etc. producing and presenting summaries, reports, pamphlets, background materials and other literature, and preparing draft content for senior Branch and Ministry officials through written reports or briefings on critical or high profile HC issues (e.g.: for use in House Notes, Ministers correspondence). Working collaboratively with other branches and participating in cross cutting-divisional projects. Providing excellent customer service by building and maintaining effective and collaborative partnerships. Preparing briefing notes, letters, position papers, presentations and other communications products, as required. Management has the right to assign other duties

Knowledge :

Knowledge of Ministry and Division, operations policies, related legislation (eg: Occupational Health and Safety, Employment Standards), and issues affecting the Ministry, in order to develop and assess program policies, and support issues management. Understanding of socio-political and economic issues in Ontario, to develop and recommend strategies and program options sensitive to this environment. Qualitative and quantitative data analysis techniques; economic analysis and statistics, and computer modeling, to conduct research, develop analyses and recommendations, and develop and apply program effectiveness measures. Ontario Government planning and policy development processes and the OPS planning cycle, in order to develop operational policies and provide content for estimates and other planning and review activities. Knowledge of IT capabilities to identify needs; develop, organise and maintain database content to ensure currency, reliability and validity: participate in testing; and facilitate and streamline data/information storage, distribution and access for approved internal and external users. Knowledge of computer operation, the application of statistical data analysis software/programs (e.g. SAS or SPSS), modeling techniques, large database management systems specific to enforcement, and relevant software programs (e.g. word processing, spreadsheet, presentation) to conduct statistical analysis, generate statistical reports (Crystal Reports and Business Reports) and prepare reports/recommendations and presentations describing the findings/results.

Skills :

The Job requires: Analytical, evaluation, research and synthesising skills, to develop recommendations for policy options, and provide materials to support program issues management. Ability to advise on implementation and monitor operational programs against plans and objectives, identifying problems areas and recommending solutions. Written and oral communication skills, interpersonal and work organising skills, to co-ordinate data from a variety of sources and present difficult concepts effectively. Advisory skills, to advise management where improvements to system, policies and procedures are required. Practical attention to detail and organising skills, to co-ordinate the establishment/maintenance of a repository to house data/information. Initiative to work independently, maintain work momentum and meet deadlines. Teamwork, to work effectively in a team environment collegially with diverse MOL, OPS and other stakeholders. Sound problem solving skills to identify data anomalies/problematic findings, determine cause and appropriate action to resolve (e.g. data input error, incorrect application of methodology faulty interpretation, indication of major problem, etc.).

Developing valid and reliable performance indicators, and applying them to measure performance, identify problems, and report with situation ally-sensitive recommendations on the effectiveness of existing and proposed policies, programs, strategies and options. Participating in the design, implementation and evaluation of delivery programs, consistent with Division objectives. Determining approaches to research and analyses undertaken in support of program issues management. Identifying data/information needs and sources in order to develop, organise and maintain database content and ensure completeness, currency, reliability and validity.
