Purpose of Position :

To implement custom multi-media learning content/solutions for the OPP E-learning program and to support the

maintenance, testing and administration of the OPP Learning Management System.

Duties / Responsibilities :

1. Provides graphic and multi-media support to technical experts, instructional designers and others utilizing current graphic and multi-media design/development software (e.g. Adobe: Photoshop, Acrobat, Premier Pro, After Effects, Captivate, Dreamweaver; Flash and Articulate).

2. Integrates courseware, simulations and other learning objects with OPP LMS by using the latest content development and integration methodologies such as SCORM and AICC.

3. Implements online course content/learning solutions using various web-based technologies within the OPP Learning Management System (LMS). Work collaboratively with technical experts, instructional designers andothers to transfer learning course materials and learning objects on to the OPP LMS.

4. Provides support to the day to day operations and administration of the LMS and supporting systems, including specific responsibilities for content and user profile database maintenance. Provides day to day administrative support for corollary systems to the LMS. Provides end-user support and acts as a subject matter expert for the LMS and supporting systems.

5. Conducts User Acceptance Testing for new learning objects and system enhancements. Co-ordinates the implementation of learning modules from a technical perspective ensuring functionality and quality control.

6. Develops and documents detailed website, system, module and application programming specifications. Design prototypes and conduct user acceptance testing. Customizes website development and conduct site interface, functionality and navigation testing.

7. Performs other duties as assigned.



Staffing and Licensing Requirements:

Ability to pass an OPP background security investigation

Knowledge :

Programming and standards of HTML, ASP, JavaScript, VBScript, Microsoft Net, XML Flash Action Script, MS Excel, MS Access, MS/Transact SQL and Cascading Style Sheets (CSS).

Graphics/multi-media design/development in Adobe: Photoshop, Acrobat, Premier Pro, After Effects, Captivate, Dreamweaver; Flash, Articulate and MS PowerPoint.

Industry standards, SCORM/AICC for e-learning courseware and learning systems.

Government of Ontario Internet Style Guide and the WWW Consortium (W3C) Web Accessibility Guidelines to ensure that website development and content complies with organizational requirements and accepted international standards.

The internet-related section of the Ontarians with Disabilities Act to ensure website compliance.

A variety of information management technologies and associated hardware and software including various audio and visual equipment, e.g., DVD players, digital projectors, video conferencing technology, computer speakers for meetings and presentations.

Maintenance operations and techniques, troubleshooting techniques and methodologies, and testing diagnostic software and recovery procedures to investigate and resolve system performance problems; recommend improvements, enhancements or opportunities for integration with other technologies.

And ability to:

demonstrate understanding of courseware, simulations and other learning objects integration with the Learning Management Systems by using the latest content development and integration methodologies.


INTERPERSONAL AND COMMUNICATION SKILLS TO:

develop and maintain relationships with technical experts, instructional designers and other clients and to work collaboratively in a team environment.

provide instruction and training on use of application to end-users of varying competencies and to develop training resources, technical support documents and operating guidelines.

interact with all levels of the organization when responding to customer service requests.

discuss learning object specifications, options and limitations and to explain the use of applications to non-technical ministry personnel; and to effectively translate clients' course content requirements into programming solutions and specifications.

provide instruction and training on use of application to end-users of varying competencies and to develop training resources, technical support documents and operating guidelines.

answer customer service requests from all levels of the organization via telephone, email and in person, to gather information to ascertain their needs and problems, review problems, provide a full range of system capabilities, explain actions, and recommend and/or initiate corrective actions.


PROBLEM SOLVING/COMPLEXITY TO:

identify and resolve technology problems within client areas related to complex computer applications.

identify, analyze and respond to end user issues and problems such as access to online course content, to isolate the issue and take corrective action, which may include referal to next tier level of support.

analyze diagnose online course delivery conflicts; investigate possible solutions, apply different methods of troubleshooting; and implement corrective action to maintain or restore operation of critical business applications and systems.

creative, evaluate and design visually appealing and interactive online course content/learning solutions, and to create and enhance graphics and videos.

Judgement :

Position reports to the Manager, Leadership and Design Unit, Provincial Police Academy and works within government,
ministry and OPP established Information Technology (IT) procedures, standards and methods and IT legislations.

Judgement and discretion exercised when:

prioritizing own workload and performing technical work and managing projects with minimal supervision.
working independently exercising latitude in decision-making to address client needs and determining
identifying priorities among end user inquiries and requests for assistance

RESPONSIBILITY FOR THE WORK OF OTHER EMPLOYEES:

There is no responsibility for the work of other employees.

PHYSICAL AND SENSORY DEMANDS

Physical Demands:

Frequent sitting during the daily use of a computer, with the freedom to move around as required.
Occasional lifting of IT and video equipment, i.e. cameras, tripods etc.

Sensory Demands:

Visual: Long periods of working with computer display and printed material providing graphical and multi-medial support and in implementing course content.

Concentration required when performing analysis and researching data and analyzing computer programs.

Requirement for multi-tasking as work on critical applications requires immediate response and attention, which may supersede scheduled work due to re-prioritizing of duties to meet requirements.

WORKING CONDITIONS:

Works in a standard office environment.
