Purpose :

- To manage/monitor multi-year contracts for Ministry of Transportation (MTO) and Advanced Transportation Management Systems (ATMS), related new construction activities and regular maintenance of electrical devices on transportation related facilities (including but not limited to illumination systems, traffic signalling systems, changeable message signs, truck inspection stations, ferry terminals, buildings and lift bridges) within a specified geographical area, ensuring that all work is completed according to contract documents and specifications.
- To provide MTO/ATMS related input/advice at new construction meetings.

Key Responsibilities :

1. Delivery of Contract Services, Compliance
Within a specified geographical area:
- Monitors installation, maintenance and or repair operations on transportation facilities and associated equipment related to one or more of the following services: traffic signals, illumination, and other electrical components.
- Monitors contractors in the delivery of highway maintenance and repair services through multiple functional and hired equipment contracts.
- In conjunction with Maintenance Coordinator, assists in administering the electrical devices component of an Area Maintenance Contract (AMC) by monitoring Contractor's work and providing technical advice; works with Contract Control Officers to assist or advise in the implementation of the electrical portion of their contracts; provides direction to Contractors on the installation, maintenance and repair operations on electrical devices and their support structures, including emergency situations such as component failures; provides direction to Contractor to correct non-compliance issues, as required.
- Maintains accurate work records and documents, verifies that performance standards are met, prepares reports; reviews, and submits for approval payment certificates for Contractors work, checking costs to ensure that the Ministry is receiving value for money.
2. Planning Activities, Inspection
- Comments and provides recommendations on an AMC contractor's annual business plan, on the basis of field reviews, to verify the appropriateness of the Contractor's plans related to electrical devices and their support structures.
- Inspects Ministry facilities (including but not limited to illumination system, traffic signaling systems, changeable message signs, truck inspection stations, ferry terminals, building and lift bridges) to make recommendations related to repairs or upgrades and or report damage or misuse; and maintains ministry databases and inventories.
3. Advice/ Input, Policy
- Attends review meetings to provide input/advice on installation of electrical devices and support structures for new contracts or developer work (e.g. Construction Section, Corridor Management, Electrical Engineering Office).
- Works with Regional staff to implement ministry policies and standards.
- Provides input at design committee meetings by identifying operational concerns, and other situations based on operational experience in highway maintenance and repair operations.
- Participates in study groups and products evaluation committees to assess/evaluate new technologies/ methodologies related to electrical devices and their applicability to Ministry operations.
4. Liaison, Contacts
- Deals directly with other ministry staff, contractors, external agencies and the general public to respond to complaints and issues by phone or in person on matters related to transportation facility maintenance.
- Works with emergency personnel (e.g. Police, Fire, Safety Crews) during an accident situation, requiring traffic signal changeovers and/or restoring electrical devices with least disruption to travelling public.

Knowledge / Skill :

Knowledge of and skills in:
- Must possess a certificate of qualification for the trade of electrician with electronic endorsement for Maintenance and Construction, as issued by the Ministry of Training, Colleges and Universities. In addition must either possess or attain IMSA certification for traffic signals, level 1 and level 2.
- Practices, procedures, specifications and standards related to the inspection/maintenance, installation and repair of highway electrical devices and their support structures, electrical codes and safety procedures.
- Understanding of maintenance requirements associated with highway electrical devices and their support structures, sufficient to assess and determine the appropriate repair technique.
- Applying functionally related legislation and regulations, Ministry standards, policies, directives and manuals related to installation/ repair of electrical equipment, including traffic controller programming, to ensure safe work practices, compliance for the safety of the travelling public, and to ensure that the work of the external service providers meet performance standards.
- Contract management and administrative procedures, reporting requirements and documentation to prepare detailed cost estimates for proposed work, administer contract terms, and make recommendations with respect to contractor payment certificates.
- Maintenance specific data base systems (e.g. Ministry's Maintenance Management Information System, District Direct Input System) and skill in operating personal computer and software applications (e.g. spreadsheet, word processing) to prepare reports, input data into the management information systems, obtain contract documentation electronically, and to send/ receive internal mail.
- Supervisory and planning skills to plan, direct and coordinate the activities of assigned ministry staff and/or contractors hired through functional contracts for select maintenance and repair services.
- Communication skills to provide advice, input and deal effectively with contractors, consultants, and utilities.
- Operating vehicles (e.g. cars and 1/2 ton trucks) on a regular basis, performing circle checks of equipment, completing and maintaining records for proper maintenance.
- Valid Ontario Class “G” Driver's Licence.

Interpersonal / Influencing Skill :

- Interpersonal skills to advise management and make recommendations concerning additional work, and/or changes in
work to be performed, billing and cases of non-compliance with contract.
- Negotiation skills to reach agreement with Contractors on changes to a contract that will still comply with Ministry standards and not violate the tendered contract package.
- Advises regional staff and contractors on maintenance practices and policies; provides input and advice on new ideas related to energy savings, traffic control, public safety and new products for highway maintenance.

Analyzing / Problem Solving Skill :

Analytical and problem-solving skills to:
- Interpret and apply electrical and highway maintenance quality standard policies/procedures and contract terms to determine appropriate action (e.g. assess need and priority of improvements proposed by a Contractor, clarify construction not clear in contract documentation).
- Assess and determine the most practical and economical type of repair required for electrial devices.
- Utilize of new types of materials and methods in situations where they do not conform to Ministry policies due to outdated standards, and require improvisation to effectively use the product.
- Respond in emergency situations and/or in situations where damage caused by construction activities requires restoring operation of electrical devices with least impact to the public.

Decision Making / Responsibility :

Responsible for:
- Monitoring work performed by external service providers related to electrical devices on transportation related facilities within a specific geographical area under the supervision of the Superintendent, Electrical Operations and in accordance with functionally-related legislation/regulations, Ministry Quality Standards, policies, and manuals for the safety of the travelling public.
- Ensuring work is completed according to contract documents (e.g. makes final electrical contract inspections, authorizing work by contractors), specifications and ministry standards; recommends additional work and/or changes to work plans, contractors payments.
Has latitude to makes decisions and/or recommendations related to temporary configurations that realizes cost and/or time saving during construction; emergency repair to maintain safe traffic flow and operation; and configuration of traffic systems to effect public safety but may have increased costs to implement.

Contacts / Stakeholder :

- External service providers and/or consultants to provide advice on Ministry requirements for new work, to discuss work order items, costs, additional work, changes to work orders, and demands of contracts.
- Ministry Branches/Offices (e.g. Traffic, Corridor Management, Electrical Engineering) to attend technical reviews, discuss problems/issues surrounding contracts, new construction and complaints.
- Ontario Provincial Police, Local Police Forces and Lawyers to assist in emergency situations (e.g. collisions), deal with legal matters relating to traffic signals and accidents.
- Utilities (e.g. Hydro) to deal with billing disputes, discuss load changes due to energy savings, maintenance upgrades, and conduct field visits inventory.

Guidance / Supervision :

- Provides direction to ministry staff and/or contractors to correct non-compliance issues.
- Provides electrical knowledge/experience in testing and evaluating of new products and evaluates new ideas on energy savings, traffic control for applicability to Ministry maintenance operations in conjunction with other Regions, sections, and/or agencies.

Demands / Pressures :

Work Demands :

- Occasionally responding to emergency situations such as road accidents and/or weather delays on construction for installation or configuration of temporary traffic signals.

Mental / Sensory :

- Occasional requirement to concentrate intently while performing electrical work during night.
- Frequent requirement to listen intently while on phone, while conducting inspections and driving due to traffic conditions.

Conditions / Environment :

- Occasionally requires attending work sites where exposed to weather conditions from all seasons, inclement weather and noise on construction sites.
