Purpose of Position :

To develop and support new or modified highway maintenance and operations contract requirements, policies, standards, specifications, performance requirements, processes, procedures, technology, data management systems and reports.

Duties / Responsibilities :

Performs detailed studies on highway maintenance and operations programs, activities, events and results, and identifies, evaluates and recommends changes and courses of action, including considerations for cost/benefit, risk management, fiscal impacts and service delivery models.

Develops and recommends new or modified contract requirements, policies, standards, specifications, performance requirements, processes, procedures, technology, data management systems and reports. Implements and communicates approved changes.

Writes, and seeks approval by ministry officials, documentation, standards, manuals etc. on which the ministry and stakeholders will officially rely in managing, reporting, performing or contracting highway maintenance and operations activities.

Oversees and administers contracts and projects which support the development, delivery and optimization of highway maintenance and operations resources and results. Ensures operation and delivery of timely road condition, weather condition information systems and procedures. Assists colleagues in the management and oversight of highway maintenance and operations service delivery.

Leads and participates in technical working groups. Provides information, presentations, training and support to field staff, contractors and stakeholders. Provides liaison with contractors, technical expertise and issues management support.

Knowledge :

Position requires knowledge of:

Highway maintenance and operations programs, objectives, issues, applicable legislation, regulations, due diligence, contract requirements, policies, standards, specifications, performance requirements, processes, procedures, technology, data management systems, reports, service delivery models, ministry organization, field and contractor roles, responsibilities and resources, labour, equipment and technology used to plan, deliver and report highway maintenance and operations.

Project management methods, resources, principles and approaches. Written and oral communication methods, techniques and styles. Financial planning and approval processes. Report writing techniques, structure and style. Scientific and empirical data/information analysis methods and techniques.

Advanced/expert knowledge of field measurement technology/instrumentation, communication protocols, data transmission, telemetry, polling, databases, notifications, interfaces, display and integration. Advanced knowledge of computer applications such as word processing, spread sheets, databases, presentation and email software.

Highway maintenance and operations standards, specifications, approaches, labour, equipment, material, technology, procedures and processes practised in other agency/jurisdictions.

Skills :

Mathematical skills to: organize data and measurements; and calculate, interpret and present numerical results

Analytical skills to: assess and evaluate issues, policies and programs, activities, information and data.

Leadership, negotiation, consultation and facilitation skills to: lead working groups; foster open communication and learning; listen, identify and understand internal and external stakeholder interests; and advance the interests of the ministry through discussion and agreements.

Communication – oral and written skills to: clearly convey important information and document decisions, standards, procedures, and information etc. on which internal and external stakeholders rely; and respond quickly and effectively to information requests.

Planning, scheduling and organizing skills to: identify activities; schedule resources and meetings; develop reports; present results; and be highly responsive to stakeholders.

Computer operation skills to: use a variety of software to enter data or text; generate reports; monitor systems and operations; organize data; and calculate or document results.

Freedom of Action :

Position requires freedom to:

Identify, recognize and assess improvements, opportunities, problems, issues or gaps and develop options, solutions, projects and recommendations in context of highway maintenance and operations objectives and service delivery models.

Establish project objectives, assign priorities and coordinate resource requirements. Develop and implement an effective project management and resource plan for various types of activities.

Identify, collect and objectively analyse data and information, interpret results, assess applicability and prepare recommendations, cost/benefit analysis or risk management and mitigation plans for further action.

Decide which options or recommendations are carried forward for consideration or approval by management. Make decisions on which criteria to consider or apply to decision-making.

Work is performed with a high-degree of personal independence and collegial interdependence with staff and management. This position provides analysis and recommendations which are accepted as expert, authoritative and reliable. Decisions are reviewed for compliance with ministry policy, objectives and applicable legislation as well as within administrative and budgetary guidelines. Ineffective planning and implementation or errors in judgement may result in increased costs, reduced level of service or credibility, increased liability or embarrassment to the ministry.
