Purpose of Position :

As Part of a team under the supervision of the Operations Supervisor provides group leadership to the technical staff in the delivery of field and laboratory sampling for Lake Ontario and the St. Lawrence Rivers' fisheries assessment and management programs.

Duties / Responsibilities :

1) Leads technical staff in delivery of fisheries assessment and management programs on Lake Ontario and the St. Lawrence River by: • Providing training and assigning work to resource management technicians, seasonal staff, students and volunteers who assist in the delivery of field and laboratory projects • Preparing annual and long-term operating work plan for Lake Ontario and the St. Lawrence River research and assessment field and biological sampling programs • Assessing manpower and equipment needs and assisting Operations Supervisor in the developing of program schedules • Coordinating the use of manpower and equipment (including small vessels and vehicles) of several processes/projects occurring at the same time to ensure effective and efficient field and laboratory program deliver • Providing training and coordination in secondary data analysis (e.g. Age and Growth projects and limnological data) • Requisitioning supplies and equipment associated with field and laboratory project delivery • Monitors progress and results of projects regularly; identifies shortfalls and/or deficiencies in target achievement and assists in developing and implementing changes in techniques, manpower and/or equipment to correct or enhance project delivery • Ensures quality control and accuracy of the data collected in the field and laboratory programs • Participating in the work program planning process; collecting technical staff input in considering options and strategies for the short-term and long-term delivery of assessment and management field and laboratory programs. • Assisting in making expenditure projections and preparing budget estimates concerning field and laboratory projects (e.g. forecasting equipment/supply purchases and closing of contracts) • Providing technical input in developing field and laboratory protocols • Preparing technical reports on procedures and recommendations associated with delivery of field and laboratory projects • Providing technical advice to staff, clients and partners regarding fisheries techniques, equipment, protocols and procedures Time Spent on Duty—40% 2) Participating in the development and maintenance of partnerships; providing technical leadership in the field implementation of joint fisheries projects with external and internal partners (e.g. commercial fishery, First Nation communities, outdoors groups, Research Districts, Federal and State agencies) by: • Ensuring contracts and agreements are completed to standard and by performing site inspections, and audits at appropriate intervals during the field operations • Leading delivery of the operational component of partnerships projects such as sport diaries, index fishing, fishways, harvest monitoring etc. • Participating in meetings to identify needs and roles; develop terms and conditions, determine the approach to a task or to resolve an issue • Providing training to partners who assist in the delivery of fisheries assessment and management projects • Acting as a technical resource to staff, partners or agencies Time Spent on Duty—30% 3) Responsible for the coordination, safe operation and maintenance of small vessels (up to 6 weeks) and associated fisheries and marine equipment and performs tasks, such as: • Ensuring all maintenance (including winterizing and storage) and repairs are performed on small vessels and associated equipment (e.g. GPS, depth sounder, radios, winches, net lifters, trailers) • Ensures safe operation and maintenance of vessels and equipment by providing the necessary training and safety instructions related to all staff operating and/or on-board vessels • Ensures all safety equipment on the vessels adhere to marine regulations • Designing and/or making necessary modifications to the small vessels, to provide sufficient, safe and usable space for new or existing fish gear and scientific equipment. Time Spent on Duty—15% 4) Communicating fisheries program information to the public, clients and partners by: • Making formal presentations • Participating in media interviews • Preparing reports and responding to information • Participating in public events such as outdoor shows, open houses, public meeting and school talks Time Spent on Duty—10% 5) Performing other duties • As assigned Time Spent on Duty – 5%

Staffing and Licencing :

Valid Class G Ontario Driver's license

Knowledge :

Thorough knowledge and extensive experience in fisheries assessment and management principles and techniques, procedures and principles. Extensive experience in the operation and maintenance of various types of fishing gear and limnological equipment. Extensive experience in operating and maintain vessels. Extensive experience in biologically sampling fish. Demonstrated organizational and leadership skills with the ability to co-ordinate, train and lead staff, in a team environment during and deliver of several field and laboratory projects simultaneously. Excellent communication and interpersonal skills and the ability to use these skills when dealing with fellow employees, public, partners and clients. Basic knowledge of computer systems and software, especially as they are related to fisheries techniques and protocols. Basic knowledge of administrative practices and procedures to prepare requisitions and to initiate, draft and audit partnership agreements with clients. Ability to meet deadlines and work under minimal supervision and in adverse weather and field conditions. Willing to travel. Working knowledge of the Occupational Health and Safety Act and the applicable workplace regulations.
