An exciting and challenging opportunity exists to showcase your outstanding policy and leadership skills as ADM, Strategic Policy, Planning and French Language Services Division at the Ministry of Health.

Working closely with the Deputy Minister, you will provide executive leadership in the development of ministry policy and program planning including highly sensitive stakeholder issues, substantial legislative initiatives and proactive policy development to promote long term sustainability of Ontario's health care system.

What can I expect to do in this role?

In this key executive leadership role, this position will be responsible for:
• Providing leadership for the strategic planning, priority setting and overall direction of the Strategic Policy and Planning Division and the provision of French Language Services within health care delivery across the province
• Development, mediation, and negotiation of sound strategies, policies and planning for effective decision making in health care which are responsive to a range of complex, high profile and emergent program and service specific issues; including strategic advice on the operationalization of the French Language Services Act
• Leading the development of ministry corporate planning, such as strategic priority setting, overall policy and legislative agenda planning and projects
• Providing leadership on health planning strategies and initiatives related to the collection and management of data and information contributing to the development of policy
• Directing the development and provision of information products that support policy, planning and program development and decision-making within the ministry
• Leading intergovernmental relations and providing leadership at provincial/territorial and federal-provincial/territorial health tables
• Working with partners across government and with external partners to improve health services and outcomes of Indigenous people, Francophone and priority populations
• Leading the development of approaches to anticipate and respond to emergent health policy issues with potentially system-wide impact
• Building strong linkages and stakeholder relationships which are high profile and critical to provincial policy and planning
• Directing business, finance, and tendering/managing multi-million dollar contracts
• Representing the ministry by leading and/or participating on corporate and special projects, task forces, policy forums, committees and working groups
• Directing the Division's financial and human resources

• You are familiar with government decision making processes and demonstrated ability to lead integrated approaches to enterprise-wide policy and legislative design and development.
• You have a demonstrated ability to embed new thinking and approaches to policy and program development through your knowledge of innovative research and practices and utilize analytics and data to propose evidence based solutions.
• You are skilled at providing thoughtful and strategic advice to senior executives and officials on approaches to address complex regulatory policy issues.

Relationship Management and Communications

• You have a good understanding of Ontario's legislative and regulatory environment and the priorities, opportunities and challenges facing the health care sector.
• You have highly-developed relationship building skills to establish and sustain effective partnerships with a wide range of diverse partners and stakeholders.
• You have excellent interpersonal skills and experience dealing positively with others.
• You are a sophisticated communicator and negotiator with superior skills to influence others in adopting new innovative approaches to policy and planning issues.
• You are skilled at providing advice and briefings regarding issues, negotiations and agreements to senior executives or officials.

• You have demonstrated a high degree of political acuity in anticipating and recognizing sensitive political situations, as well as responding to contentious issues and trends in an ever-changing environment.
