Do you want to support the production of safe drinking water in Ontario? This is your opportunity to apply your experience in program development and knowledge of wastewater treatment to manage the Water and Wastewater Operator Certification program.

What can I expect to do in this role?

• Provide technical expertise in the development and coordination of policy for the Water and Wastewater Operator program.
• Develop and implement guidelines for the approval of trainers and courses, the certification of operators and water quality analysts and exam administration.
• Interpretation of certification legislation for ministry staff, the operator community and the public.
• Liaise with water and wastewater associations and other stakeholders to resolve certification issues.
• Provide senior management with technical advice, recommendations and interpretation on licensing and certification decisions, communications, operator training needs and requirements.
• Represent the ministry at meetings and providing expert witness testimony in court.

How do I qualify?

Contract Management Experience

• You have knowledge of contract management and program planning principles to administer a third party contract for program delivery, ensure deliverables are met, resolve compliance issues and recommend/evaluate program plans and policies.
• You have negotiation skills to ensure compliance with contractual agreement, resolve contractual issues and changes to work terms.

Analyzing, Problem Solving and Research Skills

• You have analyzing and problem solving skills to interpret and apply legislative requirements for the program.
• You have are able to research, investigate and assess information to ensure legislative compliance and recommend appropriate resolution.

Consultation, Advisory, and Facilitation Skills

• You have advisory, presentation, and facilitation skills to provide stakeholder groups with legislative requirements in a manner to ensure understanding of the importance of program compliance.
• You have knowledge of adult learning, examination development and training principles and techniques to review and approve training curriculum content, certification exams and other program information tools.
• You have communication and consultation skills to provide technical information within the ministry, other ministries and jurisdictions on legislative and program requirements.

Knowledge

• You have knowledge of project management methodologies to plan and deliver projects on time, scope and budget.
• You are able to interpret and apply relevant legislation (e.g. Water Resources Act), and policies, processes and scientific concepts related to drinking water/waste water.
• You are proficient with computers and software programs (e.g. Excel, MS Project, Access, Word) to prepare reports, correspondence, policy guidelines, presentations and access data in the certification system.
