An exciting opportunity for a proven strategic Sr. Policy Analyst!

The Ministry of Health & Long-Term Care is looking for a policy expert to support the Provincial Programs Branch by providing leadership and expertise in all facets of policy development to help meet the strategic objective for provincial health care systems and delivery.

What can I expect to do in this role?

In this role, you will:

• Provide policy analysis expertise to support the planning and development of strategic formulation of policies for change related to health care
• Lead and coordinate policy research and analysis to support policy and program recommendations
• Develop stakeholder relationships with other ministries and upper levels of government
• Prepare budgets and forecasts and provides financial information when requested

How do I qualify?

Policy & Program Development and Evaluation

• You have knowledge of policy and program development principles and government decision making processes
• You have strategic orientation skills to understand and assess the inter-relatedness of the health system, as well as external impacts of trends and issues on internal strategy for policy and planning
• You have knowledge of program analysis and evaluation techniques to assess effectiveness and provide recommendations on changes
• You have an understanding of Generally Accepted Accounting Principles (GAAP), financial analysis, and reconciliation to analyze financial statements and ensure appropriate use of government funds

Interpersonal & Communication Skills

• You have oral and written communication skills to respond to issues, prepare a variety of materials such as reports, papers, cabinet submissions, and analyses
• You have the ability to build partnerships and manage relationships with key stakeholders in other ministries and with other governments
• You have consensus-building, negotiation, and mediation skills to gain support for policy and program initiatives and resolve issues
• You are able to present and use persuasion to explain social policy/program recommendations
• You are able to use diplomacy to represent the ministry/province on forums and advocate/defend the ministry/province position on sensitive health issues

Research & Analytical Skills

• You have knowledge of research techniques to conduct studies and evaluate options, costs, and impacts
• You have the ability to analyze competing stakeholder interests and develop solutions that resolve concerns
• You have the ability to process and refine information from a range of sources to identify issues and relevant points
• You can assess qualitative and quantitative information in developing policy proposals to evaluate factors such as funding, governance, and stakeholder interests

Project Management & Leadership Skills

• You have an understanding of project management techniques to plan and conduct quantitative and qualitative studies
• You have the ability to provide guidance/supervision to other policy analysts and teams

Technical Skills

• You are able to use standard software programs and tools to research and prepare own materials
