The Agency Relations Division is seeking an enthusiastic, client-focused consultant to manage the accountability relationship for an assigned portfolio of agencies and transfer payment programs.

What can I expect to do in this role?

In this role, you will:

• provide strategic program planning and evaluation advice to senior management related to the accountability, oversight and performance of agencies in an assigned portfolio
• identify emerging issues, trends and risks and develop options to resolve and mitigate risks
• develop and lead research and intelligence gathering initiatives
• investigate discrepancies and ensure compliance with the Agency Establishment and Accountability Directive and Transfer Payment Accountability Directive and related central agency directives and requirements
• develop and maintain collaborative relationships with agencies and other internal and external stakeholders

How do I qualify?

Technical Knowledge and Skill:

• You demonstrate knowledge of legislation, policies and programs; relevant OPS policies as they related to agencies in Ontario; relevant programs in other jurisdictions and other levels of government to develop and implement an evaluation framework for assigned agencies
• You have knowledge of decision-making and accountability structures; business planning processes; and risk management, financial management processes to ensure that agency programs meet corporate accountability requirements

Analytical and Issues Management Skills:

• You demonstrate analytical and evaluative methods, techniques and tools to conduct research and participate in corporate policy development initiatives to develop and recommend options and solutions
• You have knowledge of issues management methodologies and practices to ensure the effective resolution of issues

Project Management and Leadership Skills:

• You demonstrate knowledge of project management methods, techniques, practices, standards and tools to plan and lead concurrent projects and studies
• You have leadership skills to provide direction and guidance to project team members and foster teamwork

Communication and Consultation Skills:

• You have oral communication skills to make presentations, lead and participate in discussions, and liaise with management, internal staff, central agencies' staff and other stakeholders
• You have written communication skills to prepare correspondence, briefing and planning documents, issues papers, House notes, papers, presentations and other documentation
• You have consultation, advisory and facilitation skills to provide advice to senior management on contentious, sensitive issues and other matters and represent the Ministry on committees and at meetings

Relationship Management Skills and Political Acuity:

• You demonstrate relationship management and persuasion skills to foster and maintain effective working relationships and partnerships with diverse groups of people, promote cooperation and gain consensus on recommendations
• You demonstrate sensitivity, discretion and political acuity to represent the Ministry's position on politically sensitive issues
