What can I expect to do in this role?
In this position you will:
- lead and manage a team of experienced procurement professionals in the planning, establishment, and management of enterprise-wide contracts for information technology goods to drive value for money;
- lead identification of new procurement opportunities and development of high-level strategic enterprise-wide procurement plans for senior management approval;
- provide project leadership for multiple concurrent, complex and major procurement projects, with a focus on information technology goods;
- communicate corporate procurement strategies;
- lead negotiations of complex procurement contracts with vendors;
- develop and maintain highly functional working relationships with client organizations and provide client executives with professional and practical advice and support;
- provide input and advice to corporate procurement policy-making and strategic procurement planning;
- represent the office of the ADM, SCO on inter and intra ministry committees, conferences, conventions and trade shows.
How do I qualify?
Management & Leadership skills:
- You have demonstrated leadership and management skills to develop and inspire a high performing team, provide strategic leadership and plan, prioritize and manage the development and implementation of procurement practices, measures, plans and processes.
- You have knowledge of human resource policies and practices, related legislation and collective agreements to effectively lead, manage, motivate and develop staff.
- You have excellent knowledge of project management methodologies to manage and deliver multiple concurrent major projects.
- You have strong judgement abilities.
Technical knowledge:
- You have superior knowledge of the procurement legal framework in Canada, processes, legislation and practices including evolving procurement trends and best practices in the private and public sectors.
- You have excellent knowledge of change management processes, innovation and best practices to support significant supply chain modernization activities impacting the Ontario Public Service and Broader Public Sector.
- You have very strong strategic and operational procurement planning, cost-benefit and financial, economic and business skills to deal with qualitative and quantitative criteria and data and advise on complex reports.
- You have knowledge of financial management policies, processes and guidelines to address a wide range of potential business opportunities and manage budget.
Relationship Management, Negotiation & Communication skills:
- You have excellent negotiation and communication skills and political acuity to assess and appropriately address complex and sensitive situations, conduct and lead presentations, negotiations and discussions.
- You have relationship management skills to develop, maintain relationships, address and manage client needs and expectations and respond to sensitive issues.
Organizational skills:
- You can co-ordinate and manage multiple, concurrent projects.
- You can effectively balance competing demands and meet service standards.
