Do you excel in providing expert and strategic advice on procurement matters? If so, then consider this unique opportunity with the Business and Fiscal Planning Branch, Ministry of the Attorney General.

What can I expect to do in this role?

• Provide expert guidance, advice and assistance in the preparation and execution of all aspects of ministry procurements
• Manage concurrent competitive procurement processes and assist clients with the development of documents
• Monitor contracts for consistency with contract terms
• Develop, implement and monitor procedures and practices
• Represent the branch on ministry/inter-ministry committees, conferences and project teams

How do I qualify?

Procurement Expertise

• You have well-developed knowledge of tendering, vendor selection, contract negotiations, and contract management principles and processes, methods and strategies
• You are able to provide guidance and support during the evaluation process including reviewing proposals to assess against mandatory criteria, facilitating the review/assessment of proposals by clients, and selecting successful bidders
• You have experience leading and developing procurement standards, operational systems, processes and procedures
• You have experience interpreting and applying contract management legislation and procurement related directives, policies, procedures, standards and decision-making frameworks (i.e. Delegation of authority), Federal/Provincial acts and trade agreements pertaining to purchasing and supply management

Communication, Relationship Management, and Consulting Skills

• You have excellent written communication skills to prepare business cases, briefing notes, materials for submissions, presentations and procurement related training
• You have verbal communication and presentation skills to provide technical procurement and contract advice in plain language, make recommendations to senior executive and program areas, as well as deliver training
• You can work effectively independently as well as in a team environment
• You have strong interpersonal, relationship management, advisory, negotiation and customer service skills to lead/provide procurement planning/management advice to senior executives and business managers

Business Knowledge

• You have through knowledge of risk assessment principles and risk management framework to assess and advise management on implications of procurement plans and decisions as well as evaluate options and propose goal-focused solutions to mitigate/minimize risk
• You have effective quality management, quality assurance, and quality control skills as applied in a procurement setting in order to ensure procurement and contract management practices meet established policies and standards

Excellent Project Management and Leadership Skills

• You can plan, lead, control and expedite multiple procurement projects while providing procurement/contract management business advice
• You have strong organizational skills to coordinate development of competitive acquisitions

Demonstrated Research, Analytical, and Problem-Solving Skills

• You can evaluate client requests, research and identify procurement options, outline risks, and make recommendations to senior management/program areas
