Purpose of Position :

To provide assistance in identifying, analysing and documenting information architecture and information management requirements to support application system development projects and business initiatives.

To provide assistance of information analysis, guidance, advice and recommendation on structured and unstructured electronic data to management, clients and external contractors, including identifying, documenting and analyzing information requirements in support of I&IT projects.

To provide assistance to architects in the development and maintenance of artefacts for information architectures.

Duties / Responsibilities :

1. Information Requirements and Analysis:

- Provide assistance in gathering information requirements for application system development projects through workshops, meetings, and review of documents.

- Provide assistance in analysing the requirements, identify opportunities for reuse, and provide advice to management on viability and strategies for automation.

- Under the guidance of an architect or the manager, document the requirements and analysis results in the form of narratives and models, such as entity-relationship model and various types of data models.

- Under the guidance from manager, use automation tools such as Power Designer, to document, analyze and maintain the models and generate reports.

2. Information Architecture:

- Provide support to information architects to define and develop information architecture and related data models for strategic projects or baseline architectures in the cluster.

- Assist in specific assigned tasks in information architecture research, development and implementation projects.

3. Architecture Development and Maintenance:

- As assigned, provide assistance to develop and maintain architecture artefacts in the information architecture domain based on OPS standards.

- In support of cluster architecture governance, coordinate the review of information architectures developed by projects, and provide input to the architects for quality assessment.

- Under the direction of manager, support the process for cluster and corporate governance.

4. Information Management (IM) Assessment & Services:

- Provide assistance in supporting IM program assessment by assisting with the IM performance benchmarks and milestones, monitors progress, and resolves problems.

- Assist in developing and providing IM training to clients.

- Provide assistance in supporting the development of IM strategy and related IM planning.

- Provide assistance to IM Hotline services.

5. Information Management (IM) Implementation:

- Assist in development and implementation of information management policy and processes in the cluster.

- Provide support to develop, implement and maintain IM policies, standards and best practices, such as function-based Business Classification Scheme (BCS), records management, use of information technology to manage information, security, privacy, publishing, intellectual property, etc. to the Ministry of Finance client groups.

- Provide support to the information management services in metadata classification, data / record standards compliance, data acquisition and security / privacy compliance for structured and unstructured data.

Knowledge :

- Knowledge of information requirements gathering, analysis and documentation to assist in application system development.

- Knowledge of information architectures to assist information architects to develop information architecture deliverables.

- Knowledge of information management principles and processes to assist with information management activities.

- General knowledge of system development life cycle (SDLC), including planning, requirements, analysis, design, build, testing, implementation and post-implementation activities to assist in application system development.

- General knowledge of information technologies such as servers, storage, networks, operating systems, database technologies, security technologies (e.g. authentication), development tools and programming languages to assist in application system development.

- General understanding of database design, data structures, data warehouses, business intelligence and related concepts and practices to assist in application system development.

- General knowledge of IT service management, such as incident management, change management, configuration management, and operations management in order to understand and follow the cluster governance process.

- General knowledge of project management, including scopes, costs, schedules, quality, resources, stakeholder management, communications, risks, procurement and project integration to assist in application system development.

- General knowledge of architecture principles, frameworks and practice to assist in architecture development.

- General knowledge of application architectures and technology architectures, and how they are related to information architectures to assist in architecture development process.

- General knowledge of systems security and privacy, and how they are related to architectures to assist in architecture development process.

- General knowledge of the architecture governance process including the Corporate Architecture Core Team (ACT) process, Corporate Architecture Review Board (ARB) process, and cluster architecture governance process to assist in architecture development process.

- General knowledge of the OPS I&IT Directives, I&IT Policies (such as the Policy on I&IT Project Gateway Process), and I&IT Guidelines (such as the Corporate Enterprise Architecture Review Requirements) to assist in architecture development process.

- General knowledge of the Government of Ontario Information Technology Standards (GO-ITS) to assist in architecture development process.

Skills :

- Ability to gather information requirements by conducting workshops and meetings, and reviewing documents to assist in application system development.

- Ability to analyze information and information architecture requirements, and to support assessment of implications to projects for automation.

- Ability to document information requirements and analysis results in the form of narratives and models, such as use cases and entity-relationship models to assist in architecture development.

- Exposure to development and implementation of information management processes including information acquisition, collection and management, including licensing, collection search, retention and disposal; IM tool deployment; metadata cataloguing; format conversion; data access control and authorization to assist in information management assessment process.

- Ability to support the development and maintenance of information architectures to assist in architecture development process.

- Ability to use input from business to assist in the development and maintenance of artefacts for information architectures based on OPS standards to assist in architecture development process to assist in architecture development process.

- Ability to communicate information management requirements, processes and data standards to business and technical clients and project teams to assist in architecture development process.

- Proficiency with using various office applications such as Word, Excel, PowerPoint and Visio to develop project documents and presentations to assist in application system development process.

- Proficiency with using project management information systems, such as the Project Portfolio Management (PPM) tool, shared folders, and collaboration tools to assist in application system development process.

- Ability to support the cluster architecture governance process, including maintenance of governance issues logs and providing status update to architects and cluster governance management team to assist in architecture development process.

- Flexible, adaptable and able to work effectively in a variety of roles in a team in order to be a successful team player.

- Ability to work independently, with minimal supervision, as well as in a team-oriented, collaborative environment.

- Effective in making presentations and other forms of communications.

- Good time management and ability to manage multiple projects / tasks and work under pressure and tight deadlines.

Freedom of Action :

This position works within government and ministry directives, policies and guidelines for the use of information technology and development of information technology solutions; and within established practices and procedures for computer systems design, development and management.

Work is performed with latitude in making decisions, under the supervision of the manager, in the application of methods, procedures and practices.

Results are reviewed by the manager for contributions to stated objectives. Situations requiring major modifications or development of new methods and approaches are referred to the manager.
