Purpose :

To develop, facilitate, deliver, co-ordinate and support the delivery of various training and learning programs to meet the needs of program staff using modern and innovative learning and development techniques and a variety of delivery platforms such as virtual classroom/video conferencing, webinars, online/e-learning, in-classroom, networks and discussion forums.

To coordinate and provide leadership for the planning, design, development, maintenance, delivery, evaluation and support of a training program for programs and technologies.

Key Responsibilities :

Training Needs Assessment, Analysis and Planning

Conducts needs assessments to determine emerging requirements for staff program/technical knowledge and skills training in response to new/changing ministry policies/programs; conducts analysis of working environment and job functions (e.g. job tasks, business operational requirements, existing/emerging technologies) for training programs; prepares or provides input to business cases for new/revised ministry training programs.

Consults with program managers/staff to determine and establish learning objectives. Makes recommendations to manager on the development of long term planning for meeting training needs and planning for training materials. Compiles and synthesizes training needs information from a variety of sources; researches, identifies and evaluates various training options to meet the ministry program/technical knowledge and skills training requirements; and conducts academic literature research.

Participates and/or provides leadership in inter-ministerial and intergovernmental task forces and committees for technical training and ministry program initiatives that may affect training needs.

Defines all deliverables including required human, financial, material and time resources, and co-ordinates with other team members to ensure consistency addressing potential issues including stakeholder relations, culture shift, and process training.

Training Program Design, Development and Evaluation

Identifies learning needs for business improvement projects; uses instructional design principles and applies adult learning theories to develop training curriculum/ materials; translates program/technical needs into learning for end users. Links change readiness and change plan to ensure training
addresses process and organizational impacts.

Oversees/develops/delivers training on legislation, regulations, directives and other policy products that are integrated with business processes and system training to staff to promote standardization and adoption of best practices. Partners with subject matter experts to assess different approaches (e.g. in-class instruction, e-learning, Quick Reference Guides), ensures comprehensiveness of training/curriculum and application of adult learning principles to the development of the training/curriculum and makes recommendations to stakeholders to ensure success.

Works in consultation with senior management and divisional branches to ensure that products and services satisfy staff needs and program mandate. Administers and implements provincial training courses; participates in the development of training programs pertaining to major areas for new staff, or when policies or program changes occur.

Develops and implements performance metrics, evaluation tools and methodologies to evaluate the success of training initiatives for the new technology/service delivery model (e.g. focus groups, data analysis, and surveys).

Training Program Implementation, Delivery and Administration

Provides leadership in the development and delivery of a comprehensive training curriculum by reviewing current training curriculum, assessing in-house capacity or external delivery options to develop and deliver a revised curriculum and ensures that business processes are aligned with ministry policies and directions.

Investigates alternatives for the delivery of specialized technical training. Identifies potential service providers and prepares RFP's based on OPS and ministry guidelines. Evaluates proposals, recommends vendor selection and negotiates contract terms in accordance with established performance standards. Provides direction/guidance for the delivery of training projects by the vendors, monitor the quality of project deliverables, and provide feedback.

Works collaboratively with technical experts to incorporate learning course materials and learning objects on the Management System (LMS).

Monitors website usage and conducts analysis of usage trends and user feedback to identify information gaps, areas for service improvement (e.g. different links, URL addresses, new pages required, and information architecture changes) and coordination of changes and their implementation.

Knowledge / Skill :

Adult education principles/practices (e.g. learning needs assessment, program design, development
strategies/methods) to lead the planning, development, delivery, and evaluation of ministry training curriculum/programs.

Change management/engagement theories and practices, organizational development practices and techniques, and business improvement methodology to provide strategic advice to senior management and stakeholders on how to maximize the benefits of organizational change.

Government and ministry mandate, strategic policy direction, legislative framework, policies, programs and business goals to conduct training needs analysis and develop training program curriculum.

Business needs and roles of staff in order to customize training ensure suitability of training programs, and support established learning objectives.

Organizational skills, planning and project management methodologies to conduct training program design and development projects related to major transformation projects and produce deliverables within established timeframes and priorities.

Training and presentation techniques to provide direction/guidance to associate instructors, and provide course instruction to ministry staff and/or external contacts.

Oral and written communication skills to prepare/ deliver reports, training and associated communication products.

Experience with software applications including word processing, spreadsheets, presentation software, distance learning platforms such as Adobe Connect and WebEx and eLearning software such as Adobe Captivate, in order to conduct research and analysis, to prepare documents and presentations, training materials and to maintain contact with stakeholders, colleagues and management.

Interpersonal / Influencing Skill :

Relationship management, teamwork, and negotiation skills, for dealing with contentious issues, leading sensitive projects, participating on diverse committees, and manage relationships with stakeholders

Advisory and facilitation skills to work with different stakeholders including but not limited to regions, delivery agents, other divisions in the ministry and other ministries to develop and implement projects and programs, clarify problems, seek stakeholder input, identify causes and solutions, and
create action plans with clear deliverables and timelines.

Consultation, persuasion and presentation skills to develop and maintain working relationships and key business linkages with internal and external clients to enable effective planning, development and delivery of training curriculum.

Analyzing / Problem Solving Skill :

Evaluate programs/services, determine training needs and objectives; develop training curriculum and identify training options/needs/tools and materials for a client centred service delivery model.

Design/develop training programs to ensure content is consistent with Ministry learning needs, ministry strategic objectives, and ministry training policies/objectives.

Identify and resolve problems/issues with training delivery (e.g. instructor services, quality of program instruction materials) and managing internal business process challenges that may ultimately delay the training of new programs or products for the new service delivery model.

Lead the identification, analysis and assessment of a broad range of current, relevant and emerging issues, trends and directions, and formulate recommendations, strategies and plan options for the development and/or revision of training materials and curricula.

Decision Making / Responsibility :

Planning, developing, maintaining and delivering a training curriculum for existing legislation, technologies and business processes that support the social assistance delivery including strategies, training methods, and tools to support business and business improvement goals and objectives.

Assessment and evaluation of emerging issues to identify and address training and learning needs.

Ensuring cost effectiveness and application of best practices in delivering services to clients, and ensuring assigned projects/programs are delivered on time and within budget.

Providing communication and resolution of issues in order to foster/maintain effective working relationships between corporate, the regions and other stakeholders

Making recommendations on the effectiveness and impact of training programs and on changes/improvements as necessary.

Has latitude to develop and recommend changes to ministry training curriculum/programs.
Decisions and recommendations are guided by the framework of established government/ministry policies, relevant legislation, and adult education principles. Impact of decisions may affect ministry deliverables and objectives.

Contacts / Stakeholder :

Ministry management and senior management to present and discuss proposals, provide progress reports, and to exchange information and advice.

OPS stakeholders, including managers and staff including regional, and community partners, to conduct needs analysis, propose training curriculum/change management strategies, identify potential impacts, and develop strategies.

Divisional project teams to manage and coordinate work tasks, exchange information, obtain and provide advice on operational issues, service delivery results and make recommendations.

External stakeholders, such as other jurisdiction, professional organizations and industry leaders, to ensure current knowledge and exchange information and research options for external training.

Guidance / Supervision :

Provides technical guidance and expertise to senior management and other stakeholders on training initiatives and guidance to project work teams to manage and coordinate work tasks.

Work Demands :

Frequently required to respond to requests within short deadlines, time pressures when responding to stakeholder inquiries, proposals/initiatives by other ministries/agencies/stakeholders, and divisional issues requiring rapid solution.

Frequently required to deal with competing priorities with respect to division plans, projects.

Mental / Sensory :

Frequent requirement to listen intently when leading/participating in meetings, stakeholder consultations and to concentrate when observing/assessing training programs.

Conditions / Environment :
