Purpose of Position :
To assist District staff and participate in the issuance of local allocations, permits and authorizations, and supporting the delivery of resource management planning, monitoring, audit, compliance and implementation activities for the district fish & wildlife, lands, waters and aggregates programs.
Duties / Responsibilities :
1. Assist with Planning, coordinating, implementing and monitoring technical/operational fish and wildlife, lands, waters and aggregate program activities in the district by participating in work program activities (e.g. client authorization issuance, public lands transactions, nuisance animal management,
work permit inspections), organizing field projects (e.g. Crown road maintenance), monitoring progress and results of projects, reviewing local plans and administering the compliance processes.
2. Assisting with providing technical/operational, guidance and advice through consultation with staff, resource industries, Aboriginal peoples, clients and interest groups, providing education, training and transferring knowledge/information and ensuring consistent application of legislation, regulations, policies and procedures.
3. Assist in the preparation and implementation of compliance plans in the district
4. Communicating resource management program information to the public, clients, partners, resource industries and Aboriginal peoples by making presentations, attending meetings, drafting media releases, preparing technical reports, correspondence, and responding to authorization, information and data requests.
5. Supporting the technical and operational aspects of resource management program activities (e.g. water management).
6. Other duties: Management has right to assign additional duties.
Staffing and Licensing :
Valid Ontario Class 'G' Driver's License to travel to rural or remote sites.
Knowledge :
General knowledge of fish and wildlife, lands, waters, and aggregate resources related legislation and regulations (e.g. Fish and Wildlife Conservation Act, Endangered Species Act, Public Lands Act, Lakes and Rivers Improvement Act, Beds of Navigable Waters Act, Aggregate Resources Act, Federal Fisheries Act)
General knowledge of ministry policies, procedures, guidelines, and manuals (e.g. Public Lands Policy manual, Provincial Aggregate Standards
Manual,) to ensure various resource operations comply with provincial standards and ecological sustainability
Knowledge of natural resource management operations and techniques (e.g. population surveys/inventories, habitat indices, fish collection; title administration, surveys, appraisals)
Knowledge of compliance procedures to conduct site reviews and operational audits of individual clients
Knowledge of personal computers/software including word-processing, GIS, electronic mail, internet and spreadsheet applications to prepare correspondence, reports and maps, input and retrieve data, prepare budgets and track expenditures; use internet and e-mail.
Knowledge of worker responsibilities as outlined in the OH&S Act that apply to the workplace and the work being performed.
Skills :
Analytical and problem solving skills to review, analyze and evaluate Ministry data and information from staff and stakeholders to determine application of legislation/policy and contributing to problem resolution options.
Good verbal and written communication skills, including facilitation skills to provide customer service and assist in preparation for or participate in stakeholder meetings or public consultation processes or in responding to public inquiries;
Good interpersonal skills and ability to work in a team environment to interact with staff, members of industry, stakeholder groups, resource users and the general public.
Planning, coordination and time management skills to plan, coordinate or participate in individual and team projects, initiatives, proposals, licenses and permits and on concurrent timelines.
Freedom of Action :
Working under general supervision and in accordance with established procedures and methods with work being reviewed for accuracy.
