Purpose :
To lead and manage the planning development coordination and implementation of specialized learning experience for the organization and to ensure that training services reflect best practices and are in alignment with the organization's education and skills development goals.
To lead and manage concurrent projects to assess planning, management and business continuity issues in order to identify new/potential sources of revenue, and to build strong operational linkages with stakeholders to promote awareness of the organization's programs.
Key Responsibilities :
1.Manages the design, development, implementation, and delivery of fee based learning experiences and programs to build the capacity of the organization to provide best practice service specific training, and to ensure that staff and service providers have the requisite knowledge and skill-set to provide services in compliance with the organization's mandated responsibilities.
2.Leads program evaluation, training and education delivery analysis, and identifies gaps and training needs. Leads staff in the development and implementation of best practice performance standards, measurable criteria, policy/ procedures manuals, and training materials.
3.Provides overall management of projects/initiatives and project teams in the development and implementation of operational policy, education materials, curriculum standards, and evaluation criteria, in line with program, policy, and regulatory intent. Manages program related contract process including issuing RFP, evaluating and recommending the awarding of contracts.
4.Leads the development, updating and refinement of program-related operational policies. Reviews and evaluates new/existing policies and related legislation for relevance and application to the program, and ensures that the organization's priorities and directions are reflected in new/revised policies.
5.Leads the identifying, assessment and management of emerging issues and trends impacting on program delivery and effectiveness, and initiates the development of strategies and programs, and provides advice, expertise, and recommendations to senior management.
6.Develops market research and positioning strategies to promote corporate programs. Collaborates with related organizations to engage in joint ventures of mutual benefit.
7.Chairs or participates on corporate committees, work groups, special projects and initiatives, related to design, development, and evaluation of the organization's programs. Represents the organization at various meetings shows/conventions.
Managerial Responsibilities
1.Leads and manages a team(s) in the delivery of a program or service operation and contributes to financial, business, strategic planning and evaluation processes.
2.Identifies financial, material and human resources needs, manages and controls the operational/program/project or activities budget. Contributes to long term financial and resource planning.
3.Promotes a values-based and inclusive team through employee engagement, communicating program deliverables, setting and evaluating performance standards, recommends merit increases, identifies staffing needs, and makes hiring decisions, recommends discipline where required, and promptly addresses employee relations matters.
4.Develops and sustains internal and external stakeholder relationships to coordinate shared interests.
5.Responsible for ensuring compliance with regulatory, legal, financial, collective agreements and ministry policy commitments and advising senior management of sensitive issues/matters.

Program design, to lead the development of programs and standards in support of the training system, and performance measurement and evaluation methods and techniques, to lead the development of performance metrics and indicators and manage the tracking, monitoring and reporting of program effectiveness.
Government/organization program development and implementation processes and decision making protocols to manage /program development projects and initiatives from conceptualization to implementation.
Change management and continuous improvement processes to lead program related continuous improvement initiatives, change processes and products.
Program Responsibility :
Responsible for planning, managing, developing, and implementing the direct delivery of creative learning experiences for the organization, in line with program requirements.
Responsible for providing effective project management for the development of program options and program recommendations that respond to program issues, mandates, and priorities.
Responsible for developing stakeholder networks within and outside the organization and in other tourism related sectors, in order to consult, advise, promote programs, identify training needs, and respond to program-related issues.
Responsible for providing advice and expertise to the organization' senior management on program directions, and on issues and risks impacting achievement of government training program commitments.
Responsible for developing strategies, including program recommendations, to mitigate any identified risk and manage any identified issues.
Responsible for contributing to the organization's strategic program and program renew, review and transformation, and chairs or participates on corporate committees, work groups, special projects and initiatives

Coordinates consultation and advisory meetings relating to program/service initiative with external and internal stakeholders, partners and consultants.
Plans, coordinates, and manages the development of strategies and processes for the delivery of the organization's training mandates in alignment with the organizations strategy and business goals.
Plans and manages the design, development, administration, and delivery of training, education, and skills development programs to build the capacity of the organization to provide best practice service specific training.
Leads, plans, and manages multiple projects and teams in the development of program options and program recommendations that respond to program issues, mandates, and priorities.
Coordinates the review of critical program issues which impact the achievement of the mandate of the organization, and develops recommendations to address issues and mitigate risk.

Physical Effort :
The majority of time is typically spent in an office environment with frequent opportunity to move about. Occasionally, moves/lifts light objects such as training materials required for training, presentation, and facilitation sessions.
Sensory Effort :
Normal sensory requirements with minimal need to perform work requiring extended concentration of the senses without interruption.
Working Conditions :
Work is performed in a typical office environment.
