Purpose of Position :

To monitor and co-ordinate a system of quality assurance by providing advice and guidance regarding the selection and use of material, workmanship and equipment in one or all of the following areas: soils and aggregates and associated grading items; asphaltic concrete; Portland cement concrete; structural coating; electrical; and/or environmental measures. To provide technical expertise to the regions with respect to quality and participate in training in these areas.

Duties / Responsibilities :

1. Monitor quality assurance procedures for capital construction projects by:
-Reviewing preliminary contract documents from a materials/quality assurance perspective and providing comments to Contract staff;
-Attending contract site meetings as appropriate;
-Conducting field reviews of construction contracts to; evaluate and report on construction operation, related specifically to materials, to monitor compliance with contract requirements and consistency in application between contracts;
-Providing specialist expertise to Contracts Office and CA Staff;
-Monitoring the quality of consultant CA services and deliverables, related to materials inspection, testing and documentation;
-Providing input into any material issues during the warranty period;
-Reviewing MTO, contractor and consultant laboratory results and procedures to ensure accuracy and consistency and advising contracts staff on the acceptability of materials.

2. May perform, depending on specialty, duties such as:
-Monitoring field testing such as nuclear density, profilometer, half cell and cover meter surveys during construction;
-Monitoring/evaluating consultant lab operations including inspections and co-ordination of audit testing, to ensure compliance with consultant agreement(s);
-Monitoring the administration and provision of referee testing;
-Reviewing mix proportions, plant operation and equipment for conformance to contract requirements;
-Assuming quality assurance responsibility in specialized areas such as structural steel coating, environmental, landscape, etc.;
-Providing on site inspection for electrical/FTMS installations.

3. Monitor and assist in quality assurance procedures for Maintenance and other non-capital construction projects by:
-Providing technical expertise to the Maintenance Coordinator, Maintenance Superintendents and Area Contract Engineers as requested;
-Provide input into material requirements, repair options and Quality Assurance testing of materials for Maintenance contracts as requested;
-Provide limited quality assurance monitoring role as required by the Contracts Office on other construction contracts, which are awarded under Preservation Management or under agreements with Municipalities and/or Developers as required by the Contracts Office.

4. Perform other duties as follows:
-Participating in formal Ministry training and seminars by lecturing, demonstrating, instructing and assisting with on-the-job training;
-Acting as a liaison between head office and construction staff (MTO/consultant) on construction and quality assurance practices to facilitate modifications to existing practices and the development of new technical standards and assisting in the implementation and interpretation of new specifications;
-Preparing test result summaries and/or carry out analysis;
-Participating as required on work groups, task forces and committees;;
-Participating in the preparation of various Ministry publications and manuals relating to construction and maintenance;
-Keeping abreast of technological developments, evaluating new materials, equipment and procedures, attending conferences, seminars, etc.

Staffing and Licencing :

-Valid class 'G' driver's licence and the ability to obtain a St. John's Ambulance First Aid Certificate.
-For the Electrical Specialty, the position requires a valid Electrician, Construction, Maintenance Certificate issue by the Ministry of Education and Training with Electronics Endorsement 3090D or with equivalent experience on electronics and/or micro-processor systems.

Knowledge :

-Thorough knowledge of advanced quality assurance methods, practices and techniques; design, maintenance and construction practices with a particular emphasis on an area of specialty.
-Good knowledge is necessary of all pertinent Ministry practices, procedures, guidelines, standards and specifications.
-Sound knowledge of field investigation and laboratory testing techniques and applicable administration and safety regulations.
-Familiarity with contract preparation and administration including payment, quality control measures, negotiations of unit prices and assessment of claims.

Skills :

-Ability to function as a staff specialist to identify and resolve problems deviating from accepted standards and functions.
-Ability to collect and analyse data to prepare comprehensive reports.
-Ability to independently and competently evaluate cost effective designs.
-Ability to organize and direct quality assurance programs and procedures.
-Ability to evaluate and direct the effectiveness of field inspections.
-Ability to effectively communicate both orally and in writing.
-Ability to obtain all required certification in related areas.

Freedom of Action :

Job requires working in accordance with construction manuals, laboratory manuals, specifications standards, ministry policies, established practices and procedures, and contract documents. Job requires making recommendations on acceptance/rejection of construction materials and workmanship, foreseeing and resolving construction and quality assurance problems. Work is considered technically authoritative and is reviewed for conformance to ministry policies. Job requires referring matters not covered by established procedures, practices, and providing recommendations (e.g. evaluating substandard material). Job requires an extensive amount of working independently.
