Purpose of Position :

As a member of Ontario Parks, under the general supervision of the Assistant Park Superintendent, to carry out a variety of semi-skilled maintenance duties, program responsibilities and provide group leadership for the park maintenance program at Earl Rowe Provincial Park.

Duties / Responsibilities :

Performs a variety of semi-skilled handyman duties associated with skilled trades by:
Repairing and upgrading complete water and sewage systems, electrical utility systems and buildings.
Performing minor electrical repairs, referring major repairs to qualified contractor.
Installing replacement plumbing fixtures.
Performing trouble-shooting functions with electrical, plumbing and mechanical systems, repairing same or referring to a contractor.
Assisting contractors in identifying location of trouble areas, power and water system layout, etc.
Performing all regulatory water sampling for water treatment facility and beach samples.
Performs pre-season start-up and post-season winterizing of water systems.
Taking pressure readings on water systems.
Performing minor carpentry duties in the course of normal duties related to electrical, plumbing and building maintenance.
Welding and fabricating specialty items or referring to qualified contractor.
Assisting in the development of new mechanical systems.
Ensuring adequate stock of materials, supplies and parts are on hand for repairs and regular maintenance of electrical and plumbing systems.
Estimating labour and material requirements for construction and maintenance projects.
Completing want lists and obtaining price quotes for purchasing of electrical and plumbing supplies.
Utilizing the bulk purchase/tendering process for supplies whenever possible.
Installing sanitation accessories in buildings (e.g. paper dispensers, mirrors, vanities, partitions).
Documenting mechanical problems and keeping records of fleet maintenance and repairs, perform minor repairs to fleet.
Maintaining wiring lighting systems on vehicles and trailers, upgrade repair as required.
Operating various park vehicles such as tractors with implements, lawn mowers, atvs, boats, pickup trucks, one tonne trucks.
Cleaning up work areas after jobs are completed to ensure public and staff safety and to meet park sanitation standards.
Maintaining roads and trails as required.
Assisting with overall park maintenance program by repairing and maintaining gates, signs, roads etc.
Arranging for supply, delivery and storage of adequate supplies, materials and parts for the maintenance program.
Manages park facilities and maintenance operations in accordance with the park emergency plan.
Provides monitoring and group leadership duties for the park maintenance program by:
Providing group leadership to a seasonal workforce of fixed term staff and students;
Organizing, directing and evaluating the park maintenance program(s)
Organizing, scheduling and providing daily maintenance work such as cleaning, garbage collection, grounds and building cleaning and maintenance,
trail maintenance and small equipment and automotive maintenance.
Assigning daily maintenance work to unclassified staff and providing input into staff schedules.
Inspecting work completed by staff and contractors for conformity to park standards.
Conducting regular inspections/assessments to identify park hazards and training requirements.
Identifying maintenance staff training needs, arranging for and providing training as required.
Participating in the selection of staff and providing input into performance appraisals.
Ensuring park operating/capital maintenance standards are maintained by:
Reviewing proposed plans, tender documents, etc. and providing technical expertise for planned new facilities, upgrades or renovations of existing
facilities
Performing daily, weekly, and annual inspections of park buildings and utilities, noting and performing necessary repairs
Updating water and power system maps
Sampling, testing and maintenance of drinking water systems
Sampling, testing and maintenance of waste water systems
Coordinating and monitoring work performed by contractors in the construction, maintenance and repair of facilities
Preparing year-end maintenance report
Providing input into parks development and maintenance strategy and annual work plan;
Recommending changes in maintenance procedures
Documenting asset management
Performing other related duties such as:
Assisting other members of the park team during vacation/sickness and other peak workload periods
Assisting in other Ministry program areas as required
The incumbent shall, while in the workplace, conduct themselves in compliance with the Occupational Health and Safety Act and Regulations, and any
workplace policies, procedures or practices as directed by their immediate supervisor, report any hazards of which they are aware to their immediate
supervisor, report all work related injuries and illnesses to their immediate supervisor.

Staffing and Licencing :

Obtain a valid Emergency First Aid Certificate.
Valid Ontario Driver's Licence.

Knowledge :

Job requires good working knowledge of parks programs, services and operating regulations.
Job requires working knowledge of semi-skilled tasks associated with skilled trades such as carpentry, plumbing, electrical, automotive and HVAC.
Job requires knowledge of the operation and maintenance of provincial park facilities and support services, i.e. campsites, day use, comfort stations,
hydro, gas, solar electric generation and propane appliances.
Job requires knowledge of water and sewage systems operation and maintenance as per Ministry of the Environment and Health standards.
Job requires the knowledge of the operation and maintenance of a variety of powered equipment, i.e. chainsaws, brush cutters, tractors, chlorinating
systems, lawnmowers, boats and small hand tools.
Job requires knowledge of Ministry purchasing and accounting policies, procedures and best business practices.
Job requires knowledge of worker responsibilities as outlined in the Occupational Health and Safety Act and Regulations.

Skills :

Job requires the ability to perform a variety of maintenance tasks using hand tools and power equipment with minimal supervision.
Job requires good group leadership, organizational, mathematical, and interpersonal skills.
Job requires the ability to use personal computers including word-processing, record-keeping and internet applications.
Job requires ability to operate and maintain provincial park facilities and support services, i.e. campsites, day use, comfort stations, hydro, gas, and
propane appliances.
Job requires ability to work from simple blueprints, specifications, wiring diagrams, shop drawings, operating and code (i.e. electrical, plumbing,
building) manuals.
Job requires the ability to operate and maintain a variety of powered equipment, i.e. chainsaws, brush cutters, tractors, chlorinating systems,
lawnmowers, boats and small hand tools
Job requires ability to use personal computers including word processing, record keeping, electronic mail and internet software applications
Job requires physical ability to meet functions of the position
Job requires ability to work independently, follow and carry out instructions and work shifts, weekends and statutory holidays as per schedule.

Freedom of Action :

Job works within the procedural controls of park management policies, procedures and bulleting, Park Management Plans, provincial operating and
developing standards and provincial and federal legislation, such as Provincial Parks and Conservation Reserves Act.
Job deals with issues/problems independently in the field in terms of maintenance, general construction techniques, group leadership style, work program planning. Ongoing updates are to be provided to the Park Superintendent to deal with problem areas.
