Purpose :

To provide leadership in the planning, development and evaluation of training programs, products and services which support the delivery of enterprise/ministry/division training programs and services.

To provide training expertise to ensure specialized and customized training programs meet program needs, adult education principles and advances in training technology.

To lead and coordinate the delivery of a ministry program to ensure legislative compliance.

Key Responsibilities :



1. Manages the planning, development and delivery of specialized training and learning programs, products and services utilizing a range of methods (e.g., e-learning, distance learning, classroom) to support enterprise/division/ministry mandate and strategic directions, business plans and service/program delivery models which meet the overall training needs of clients.
2. Oversees the development, implementation and maintenance of training administrative systems, processes and guidelines for the scheduling of training programs, the development of training and instructional calendars, and registry of participants and assignment of trainers.
3. Leads and coordinates the delivery of program related activities and advisory services including the interpretation and application of program specific legislation, policies, development of best practices and standards for use by stakeholders within and external to the ministry,
4. Manages the development and implementation of marketing and communications strategies, announcements and bulletins through the branch website and other vehicles to launch and promote training and learning services, products, programs, other training and learning opportunities and ensure staff is kept apprised of their responsibilities under legislation.
5. Directs the development of performance measures, benchmarks and quality assurance standards for curriculum and training/program development and delivery. Monitors and reports on training and curriculum/program effectiveness and outcomes to ensure standards are met, support strategic and operational needs and decision making and to identify innovative training methods and maximize use of technology.
6. Builds and manages partnership relationships with colleagues in other ministries, ministry management and stakeholders to develop cooperative efforts and networks, research best practices for introduction to the ministry, represent ministry training/program interests and to lead/participate on committees.
Managerial Responsibilities
1. Leads and manages a team(s) in the delivery of a program or service operation and contributes to financial, business, strategic planning and evaluation processes.
2. Identifies financial, material and human resources needs, manages and controls the operational/program/project or activities budget. Contributes to long term financial and resource planning.
3. Promotes a values-based and inclusive team through employee engagement, communicating program deliverables, setting and evaluating performance standards, recommends merit increases, identifies staffing needs, and makes hiring decisions, recommends discipline where required, and promptly addresses employee relations matters.
4. Develops and sustains internal and external stakeholder relationships to coordinate shared interests.
5. Responsible for ensuring compliance with regulatory, legal, financial, collective agreements and ministry policy commitments and advising senior management of sensitive issues/matters.

Factors :

Knowledge :

Ministry strategic directions, policies, programs and service delivery models, to provide operational management of a program area, service or initiative, to determine and plan for program resource requirements and to ensure alignment of programs/projects with corporate, division and branch goals and objectives.

Human resources practices, policies, directives and collective agreements in relation to recruitment, training and development and labour relations to support an inclusive and engaged team; address employee issues and to support talent management.

Government and ministry financial and administrative procedures, to manage and control allocated financial and material resources, including developing annual budgets, and managing assets and contract service providers.

Expertise in project management principles and methodologies to manage the delivery of program plans, initiatives and goals.

Adult education, instructional and learning theories, principles and practices including curriculum development to manage the planning, development and delivery of training and learning programs for the enterprise/division/ministry including conduct of learning needs assessment and curriculum development.

Emerging trends and developments in learning including skills in the use of advanced learning technology to utilize a range of methods in training and learning programs, products and services.

Interpretation of applicable legislation to provide advisory services, program oversight and delivery to ensure ministry meets its responsibilities under the act.

Change management principles to respond to evolving and dynamic training and program needs.

Program Responsibility :

Responsible for ensuring that training and learning programs are developed, promoted and evaluated to meet the diverse training and learning needs of training participants in accordance with ministry strategic directions and program delivery models.

Responsible for the quality of training, curriculum and product development and implementation which support the overall business plan of the ministry and resultant delivery of programs and services to the public.

Responsible for providing quality assurance of the program through development of standards, performance measures and benchmarks and provides analysis and recommendations for improvement of training and learning objectives, program delivery and related products.

Responsible for ensuring systems and processes are developed and managed for the overall scheduling, monitoring and reporting of training or program related activities and outcomes.

Responsible for the delivery of program specific services to meet client requirements for legislative compliance.

Analytical Thinking :

Evaluates training outcomes against established objectives to determine changes required to curriculum, trainers and to assess training successes of other ministries, governments and externally for adaption and introduction to the ministry.

Identifies and implements the systems, processes and guidelines necessary to facilitate and streamline overall training / program administration.

Makes recommendations to ministry senior management and the director on issues, trends, developments impacting overall training / program delivery outcomes.

Assesses and implements methods to plan and deliver the ministry's province- wide program requirements for a legislative program.

Develop training to meet various needs of trainees including accommodation requests.

Planning / Coordinating :

Coordinates and plans the delivery of a program, operation, service or project considering the strategy and mandate of the branch and ministry.

Determines financial, material and human resources needs, coordinates operations with other areas of the branch and division, and organizes work to meet program objectives. Participates in divisional results based and strategic planning, processes.

Coordinates consultation and advisory meetings relating to program/service initiative with external and internal stakeholders, partners and consultants.
Plans, develops, implements and manages the training requirements of the division to ensure linkages between training needs of individuals and programs to meet their mandates and priorities and to ensure curriculum design and delivery are linked.

Plans and leads multiple individuals supporting training delivery including subject matter experts, internal and external trainers and guest speakers including development of the training calendar and schedule and determination and allocation of training resources.
Manages program delivery and linkages with management and staff across the ministry to ensure their legislative obligations are met and linked to their business decision making.

Leadership/Guidance :

Manages its team(s) by communicating values, strategies, expectations, and promotes an engaged and inclusive environment.

Ensures that identified organizational standards and operational goals are met by: contributing to succession planning; establishing performance standards; conducting regular performance management reviews; recommending merit increases; determining the organization of the work unit and by building individual and team competencies

Identifies and recommends staffing needs, conducts recruitment and selection activities, manages orientation/training, develops remedial plans; addresses employee/labour relations/employee matters.

Independence of Action :

Works under the general direction of the manager /management team and within the framework of ministry, division, branch policies, directives, guidelines and objectives.

Exercises independence of action in participating and providing program/service recommendations as a member of the management team. Provides expert opinions/briefings, advice to senior management on identified and emerging issues impacting program or service goals, outcomes or efficiencies.

Exercises discretion and independent judgment to determine and manage work activities where past practices may not exist.

Ensures training and learning programs address short, medium and long term client learning needs and business objectives, balancing priorities against the urgency of client and ministry learning requirements and changing learning needs.

Determines appropriate training and learning methodologies and makes recommendations in the development of strategies, programs, products and services.

Establishes and implements methods to ensure advice and guidance are provided to clients regarding legislation and issues resolution.

Determines the best application of non-traditional learning modes to fulfil client requirements.

Interpersonal/Communication :

Interacts with clients and colleagues to discuss and develop short, medium and long term generic and specialized training requirements, provide expertise regarding training and curriculum and program delivery, promote and make presentations on the overall program.

Communicates with senior management, ministry executives and other managers to determine program needs, seek subject matter expertise and problem solve training and program related issues and to present position papers on strategic decisions regarding training coordination and legislative requirements.

Builds rapport with training colleagues/program counterparts across the OPS to establish networks, lead/participate on committees and councils to make presentations, develop collaborative efforts and share best practices.

Contacts with public and private sector clients, partners, stakeholders and peers to provide training/program advisory services, consult on needs, promote programs, plan/negotiate agreements.

Develops and delivers a range of training/program related products including presentations, education materials, and program reporting and briefing materials.

Physical Effort :

The majority of time is typically spent in an office environment with frequent opportunity to move about. Occasionally, moves/lifts light objects such as training materials required for training, presentation, and facilitation sessions.

Sensory Effort :

Requires visual attention and concentration to deliver specialized and customized training programs to meet strategic objectives.

Working Conditions :

Work is performed in a typical office environment and in a training/classroom setting.
