Human Resources Business Advisor :

Level I09: Salary Range $70,538.00 - $103,944.00 per year
Locations: Toronto, St. Catharines, Guelph


Our HR Business Advisor serves as a trusted advisor, providing strategic advice and guidance in a variety of areas (e.g. human capital planning, organizational design, change management, talent management and succession management, strategic labour relations, employee engagement, diversity, and complex human resources and labour relations issues) to senior business leaders. They partner with senior business leaders on business planning initiatives to gain an understanding of their business plans, operational needs and challenges.

Partnering with specialists across the HR community, the HR Business Advisors apply their business insights to ensure senior leaders align their organizational structure, HR strategies and programs with their business plans and priorities. Our HR Business Advisors lead organizational development and culture change, capacity identification and gap analysis, change management and labour/employee relations initiatives. They provide advice and support to ministry senior executives on a variety of strategic and ministry-wide HR issues, as well as related legislation, policies, programs, and collective agreements.

HR Business Advisors are experienced HR and/or labour relations professionals that possess advanced knowledge of concepts and methodologies to identify and address organizational capacity and gaps, and to guide organizational design, development and culture change. Advisors have well-developed conceptual and analytical skills, and experience in the application of HR data to support strategic analysis, executive decision-making and HR program delivery.

Workforce Planner :

Level I08: Salary Range $65,401.00 - $94,239.00 per year

Our Workforce Planner works with senior business leaders to ensure their organization has access to the human capital needed to execute their immediate and long-term business strategies. Through the collection, analysis (both quantitative and statistical), forecasting and reporting of workforce data, information and trends, they will enable senior business leaders to make evidence-based decisions during their human capital planning activities.

Our Workforce Planners will have a strong background in research, analytical and assessment skills to identify, obtain, validate and review workforce information. They will have knowledge of HR related information systems, data modeling, database design, advanced data manipulation techniques and the ability to utilize a wide variety of analytical tools. They will access, gather and analyze appropriate data for diverse and specialized uses; ensure data integrity, and prepare various reports; provide recommendations to senior executives, and work closely with corporate partners in preparing and responding to special requests. The Workforce Planner is responsible for the development, maintenance, controllership and management of the ministry's workforce information and ensuring its integrity including development of tools, interfaces, frameworks, analytical products, and supporting various components of the budgeting process.

Our Human Resources Advisor serves as the primary contact for HR questions, concerns and issues. Working in a team environment, the Human Resources Advisor provides an assigned portfolio of managers and employees with consultative and risk-based advice on a full range of human resources functions: interpretation and application of collective agreements, performance management, labour relations, grievance management, compensation, benefits and organizational design. Our Human Resources Advisor's strategic guidance and advice enables clients to make informed HR decisions, promote positive labour relations, implement organizational transformations and improve employee performance. In order to deliver integrated, high quality HR services, the Human Resources Advisor builds and maintains collaborative and trusted relationships with clients, peers, and other HR specialists.

Our Assistant Human Resources Advisor provides support to our team of Human Resources Advisors. The Assistant Human Resources Advisor gathers information and provides advice to managers and employees on a range of human resources issues, programs and processes (position administration, compensation and salary administration, performance and attendance management, and the grievances process). Our Assistant Human Resources Advisor plays a lead role in the administration of the corporate human resources information system, including entering and updating employee and position data, managing system access and permissions, and troubleshooting issues to ensure the reliability and integrity of HR data. In order to deliver integrated, high quality HR services, the Human Resources Advisor builds and maintains collaborative and trusted relationships with clients, peers, and other HR specialists.

Talent Specialist and Talent Assistant :

Our Talent Specialist is a strategic talent partner, delivering modern and customized talent acquisition services for the staffing of non-executive positions within the Ontario Public Service (OPS). Working within a functional portfolio (policy, compliance, justice, corporate services & IT, leadership, institutions) the Talent Specialist influences and informs hiring decisions with acute business knowledge and expertise of the talent market; leads the proactive sourcing of candidates using a variety of innovative, modern strategies; provides proactive advice and consultation to client management on strategic job advertising methods; and develops barrier-free job postings, interview questions and assessment methods. The Talent Specialist interprets and applies collective agreements, legislation and policies relating to sourcing, assessing and deploying talent and collaborates with HR partners on contentious or complex issues to facilitate sound hiring decisions by client management.

The Talent Assistant works under the direction of the Talent Acquisition Manager and assigned Talent Specialist helping to continue to modernize the OPS talent acquisition framework by providing invaluable support through the administration of day-to-day operations. Working within a functional talent office, (policy, compliance, justice, corporate services & IT, leadership, institutions) the Talent Assistant supports the talent acquisition process and special projects/initiatives with emphasis on consultations with clients, preparation of recruitment documentation, screening incoming applications and administering and tracking assigned competition files. The Talent Assistant interprets and applies collective agreements and the pay administration policy to provide information to hiring managers, respond to queries and prepare various materials such as interview questions, tests, screening criteria, and hiring documentation.

Job Evaluation Specialist :

Level I08: Salary Range $65,401.00 - $94,239.00 per year

Job Evaluation Specialists facilitate a one-employer approach to classification services and ensure consistency of evaluations across the OPS. Through data collection, research, analysis and consultation, the Job Evaluation Specialist evaluates positions under a number of existing plans. The Specialist makes classification decisions but also provides advice and options to clients in a way that links job evaluation expertise with an understanding of organizational design principles and the clients' business needs.

In this dynamic role, the Specialist also participates in the design, development and implementation of new job evaluation plans. Job Evaluation Specialists have strong research skills and a thorough knowledge of job evaluation, compensation and related human resources and labour relations theories and principles. This role must have strong interpersonal and influencing skills to provide strategic advice and technical guidance and to work collaboratively with client managers and executives and across HR service operations.


Workplace Discrimination and Harassment Prevention Advisor :

Level I08: Salary Range $65,401.00 - $94,239.00 per year

Our WDHP Advisor specializes in enterprise-wide case management services that help ministries effectively respond to allegations of workplace discrimination or harassment. On any given day, they provide confidential, impartial advisory services, review and assess complaints, recommend appropriate resolution strategies, oversee investigations and provide advice relating to workplace restoration and issues management. The WDHP Advisor provides interpretation and explanation of related legislation, corporate policies, programs and initiatives, and collective agreement provisions by ensuring OPS compliance with obligations pursuant to the Occupational Health and Safety Act, the Ontario Human Rights Code, the Accessibility for Ontarians with Disabilities Act, the Labour Relations Act, related legislation and requirements set out in case law and addresses issues of non-compliance.

Our WDHP Advisor has knowledge of administrative law, due process, confidentiality/privacy issues and WDHP issues, trends and developments to assess emerging issues, gather information to recommend strategies, and suggest changes to procedures and processes. The WDHP Advisor plans and coordinates with other corporate program areas in carrying out investigations and monitoring service providers, and ensures linkages and collaboration throughout the process.
