Purpose :

To plan, manage and coordinate the emergency services/public safety network transition and implementation for multiple provincial ministries, under a collaborative contractual arrangement with the private sector for the Government Mobile Communications (GMC) Project, in support of a new province- wide shared radio communications infrastructure for emergency services/public safety that will be used by OPS ministries and the broader public sector.

Key Responsibilities :

1. Planning and Project Management
- Plans, manages and coordinates the network transition and change management processes for the GMC project. Develops and maintains linkages among all project participants and stakeholders.
- Develops detailed project plans, identifies priorities and resource requirements, and ensures that business/service requirements are accurately reflected in project development. Plans, coordinates, manages and controls all technical elements of projects in keeping with processes and corporate and industry standards to minimize risks, and meet time, cost and service delivery expectations.
- Develops strategic and tactical transition plans in support of a phased network service transition of multiple public safety user groups; monitors progress and ensures that critical contractual and operational milestones and timelines are met, in conjunction with GMC Project participant ministries and the private sector contractual partner.
- Provides technical and analytical expertise for special projects.
- Develops technical and operational risk management strategies and contingency plans. Coordinates implementation to minimize the impact on the response and performance of public safety/emergency services.

2. Business Process/Program Support
- Develops and modifies contractual/service management procedures and practices.
- Prepares reports and briefing/presentation materials for a variety of stakeholder external and internal audiences.
- Oversees the development and delivery of business processes and technical training.
- Identifies, develops and monitors post-transition supports to ensure a successful transition, adoption of the new business processes and ongoing sustainment. Reviews and analyzes metrics reflecting the change from the current to new network.

3. Consultation, Advice and Liaison
- Manages and coordinates extensive partnership consultations with key stakeholder/project representatives.
- Provides technical expertise and advice to ensure that operational, service management and policy issues pertaining to new network implementations are identified, analyzed and resolved.

4. Team Leadership/Guidance
- Provides leadership and technical guidance to Ministry project teams established to implement workplans and address technical and operational issues with the introduction of new network mobile radio communication services.

Knowledge / Skill :

Knowledge of and skills in:
- Telecommunications technology, its application in public safety and emergency service environments and business planning, practices and services in the area of information technology to provide senior level expertise in the field.
- OPS/ministries I&IT strategies, plans, policies, directives, best practices and standards to ensure compliance in the development, co-ordination and implementation of projects.
- Project management techniques and methodologies to lead multiple, concurrent projects across GMCP and participating ministries, including establishing priorities and monitoring performance to ensure that deliverables are met.
- Client service delivery management, operational planning and resource management methodologies, processes and techniques, and business transformation processes and requirements to assess client requirements and develop strategies and plans to meet their goals and objectives, facilitate change, and ensure alignment and integration of services.
- Risk assessment methods and techniques to assess and recommend steps to neutralize and mitigate risks.
- Relevant business plans, programs and core businesses of ministries to ensure services and business needs are properly evaluated and met.
- Administrative and resource management policies, including OPS procurement policies and procedures to manage administrative processes required to co-ordinate, implement and manage activities and projects;
- Change management and business process change to integrate change and transition into the organization.
- Oral and written communication to provide written and oral instructions and advice to clients on options, solutions and courses of action; to prepare technical and non-technical reports and decision support documents; to make presentations, and lead and facilitate meetings; and to make recommendations to senior management and stakeholders.
- Standard office computer applications; radio and telecommunications specialized applications and software and other software, and Internet protocol (IP) to manage the build and transition.

Interpersonal / Influencing Skill :

- Consultation and advisory skills to provide senior management consultations and updates; to advise steering committees on project direction and status; and to advise stakeholders on the resolution of issues and other matters; and to brief senior officials.
- Relationship management and consensus building skills to manage linkages and interfaces among multiple parties; to promote project initiatives, and gain support for project deliverables and change management approaches; to address and manage sensitive networking planning issues with diverse implications in a public safety/emergency services environment.
- Mediation skills to resolve stakeholder differences and conflicts related to opposing operational requirements, and problem solving among the diverse interests and priorities of stakeholders.

Analyzing / Problem-Solving Skill :

Analytical and problem-solving skills to:
- Assess operational, technical and administrative needs, estimate costs, monitor financial performance and productivity.
- Develop options to ensure that network transition costs are consistent with contractual terms.
- Identify, address and resolve sensitive/contentious client service, operational and technical issues.
- Identify risks, and develop mitigation strategies.
- Plan and coordinate multiple concurrent projects.

Decision Making / Responsibility :

Responsible for:
- Planning, managing and coordinating the network transition and change management processes for the GMC project; and leading supporting projects, managing expectations, anticipating and resolving problems, minimizing costs and risks;
- Providing technical expertise and advice regarding project operational, service management and policy issues;
- Ensuring compliance with ministry and corporate directives, guidelines and quality assurance standards.
Has latitude to recommend project payments after completion and testing of each key milestone; identify requirements and work with the private sector partner to ensure that the legacy system is decommissioned on schedule.
Decisions are guided by client program and service delivery needs; OPS/Cluster/Ministry I&IT framework, directives, policies, standards as they pertain to networks; OPS auditing and accounting policies, procedures and standards; and OPS project management methodologies, guidelines and standards.

Contacts / Stakeholder :

- Program and senior management in participating ministries to discuss new network transition strategies and transition issues, resolve issues, and provide project planning direction and status updates;
- Participating ministries' users groups and project participants to develop project components; set priorities, manage allocate resources, and to develop issues management strategies, and address and resolve issues;
- Private sector supplier's representatives to discuss and address project issues, develop project components and set priorities, and manage and allocate resources;
- Broader Public Service safety agency personnel to promote public safety project initiatives, discuss network transition activities;
- Personnel in Federal and provincial governing bodies to provide updates on compliance and other matters;
- Service providers to provide information, instruction and technical guidance; and to resolve issues.

Guidance / Supervision :

- Provides leadership and technical guidance to ministry project teams; assigns work, provides direction and determines priorities; monitors completion and provides feedback/coaching, and ensures timely completion; and ensures required training and development.
- Provides technical oversight and advice to participating ministries' business leads on project development and implementation, including operational, service management and policy issues.
- Provides administrative and technical guidance and support to participating ministries' technical leads on administrative and technical issues; and to coordinate and arrange project related activities.

Demands / Pressures :

Work Demands :

Frequent unexpected changes to deadlines when required to respond to project activity schedule changes on short notice due to operational emergencies and other occurrences.
Occasional unexpected work demands on short notice to provide reports, presentations and briefings on short notice. Frequent tight time pressures to meet established project milestones and timelines.
Occasional conflicting work demands resulting from participating ministries/user group requirements.
Frequent requirement to work beyond normal hours during transition periods and required work during irregular hours.
Frequent travel to project implementation sites during implementation and transition and occasional travel to attend briefings, conferences and meetings with stakeholders.

Mental / Sensory :

Frequent requirement to concentrate and read without interruption when reviewing business, contractual and technical requirements. Frequent intense concentration required to confer on project issues and solutions development with diverse stakeholders, and when giving technical/operational instructions to project staff.

Conditions / Environment :
