Purpose :
To provide a full range of business services to support the CVLD in meeting its strategic and operational goals and the effective delivery of legal services for Ontario:
• provide leadership, coordination, technical expertise and authoritative advice to the division's senior management team in the areas of strategic planning, finance and business planning; program performance measurement and evaluation; project management; and related issues management.
• Develop and implement strategic frameworks, business process reengineering, information management, and business intelligence that help support and evolve CVLDs strategic priorities, transformation and innovation within the division.
• Synthesize 'big picture' strategic and technical thinking with detailed reasoning, to recommend strategies and solutions to help Civil Law in Ontario achieve its strategic and operational goals.
Key Responsibilities :
Strategic Insights and Planning:
• Design Civil Law Ontario's multi-year strategy, long range planning, execution roadmap and integrated annual operational plans. Translate vision, mission and strategic objectives into functional goals and objectives, while ensuring successful integration across the enterprise.
• Provide ongoing innovation, forward-looking sector insights and thought leadership in Ontario's Civil Law evolving needs. Understand longer-term trends impacting client ministries, the ministry of attorney general and the attorney general, and broader public service partners. Anticipate and respond to legal requirements with creative, effective and sustainable business solutions.
• Build and manage effective relationships across Civil Law in Ontario and with key external stakeholders to seek input to strategy development and foster alignment to approved direction and the Strategic Plan.
• Define and communicate strategic solutions and frameworks, business models, plans and roadmaps to help Ontario's Civil Law Division advance its evolving integration and transformation objectives.
• Represent the lead strategic business expertise and consulting resource to executives conducting concept-toexecution leadership of organizational transformation initiatives to meet the evolving needs of Civil Law in Ontario.
• Drive project success through delivery of budgets for multi-year funding and expenditure within the context of long-term strategic priorities. Perform evaluations, research initiatives to identify, map, analyze and evaluate strategic options, emerging trends and best practices from a multi-disciplinary perspective (finance, human resources, information management and information technology, and legal).
• Accountable for continued improvement of organizational capability, functional systems, work processes, policies and governance. Provide senior management with information, analysis and advice to support corporate decision-making, legal, regulatory and policy compliance, and annual business and budget planning processes. Conduct use cases, opportunity assessments, financial models, cost-benefit analyses, business cases and recommendations for strategic initiatives and development of innovative services and solutions.
Change, Project and Knowledge Management:
• Designs and implements strategies to effect change and transformation across the division with respect to information management, business intelligence initiatives.
• Provide strategic organizational design and development expertise, leadership for the planning, development and lead the implementation of ministry change and IT modernization initiatives including communications materials, best practices and guidelines, education and training programs.
• Develops and implements knowledge management plans, processes, policies and systems to ensure that the division, corporate and seconded branches have the information, knowledge and data required to develop their roles and mandates. Researches and analyses current knowledge management industry models and technology to support the development of information resource framework, systems and processes.
• Leads and manages specific projects that supports divisional business plans, organizational reviews, business improvement projects and establishes the guiding principles, terms of reference, and detailed project plan, in the context of strategic business directions and ministry, division and branch priorities.
• Provides risk management advice and guidance on plans and projects, especially behavioural/learning issues that could impact program goals and develops/advises on mitigation strategies.
Performance Measures and Risk Management:
• Perform effective risk and performance assessments and ensure continuous improvement by leveraging tools, models, frameworks to ensure program delivery model efficiency, effectiveness, sustainability.
• Develop and implements performance measures (dashboards, metrics), processes, evaluation tools and methodologies to evaluate the success of initiatives.
Knowledge / Skill :
Knowledge of strategic planning methodologies to develop strategic options with fulsome cost-benefit view and/or service design principles and trends, and decision-making/approval processes.
Superior written/verbal communication skills and ability to present complex issues to senior management, developing effective briefing materials, reports and presentations
Theories and practices related to organizational development and performance consulting, including: change management, group dynamics, team development, competency-based performance models, leadership development and employee motivation.
Risk assessment and quality management strategies or frameworks and resource management principles, best practices, processes, and techniques to evaluate and mitigate risks associated with business practices, projects, and reviews; and to make recommendations on complex issues.
Collaboration and negotiation skills to obtain: comprehensive understanding of business challenges and opportunities, current and emerging trends and developments in service delivery and integration, principles, pressures, operating models and government transformation.
Interpersonal / Influencing Skill :
Presentation and persuasion skills to brief and advise senior executives on critical program business and financial performance and recommend strategies for optimal performance against targets; to provide convincing presentations to senior management, central agencies, partners and other stakeholders on complex risk, prevention strategies, options and generate support and buy-in.
Analyzing / Problem Solving Skill :
Proven research, analytical concepts and techniques to conduct data analysis and derive strategic insights, conceptual and problem-solving skills to deconstruct complex issues and develop strategic assessment.
Conceptual thinking to make connections across multiple programs, projects and issues and to ensure alignment and effectiveness with the division and alignment with corporate direction and initiatives.
Decision Making / Responsibility :
Knowledge of the social, political, fiscal and governance factors including the range of stakeholder interests as it relates to our division to strategically lead multiple operational policy/program project initiatives.
Exercises political acuity to recognize and respond to issues which may have impact for the Minister, DM, and ADM, and ensures that all relevant and realistic options within the scope of the political direction, along with short-term and long- term impacts for projects, have been laid out for consideration by senior executives.
Contacts / Stakeholder :
Consultation, interpersonal, advisory, and influencing skills to develop and maintain working relationships within the ministry, and with other stakeholders, to reconcile potentially significant diverse viewpoints among stakeholders who have different mandates and accountabilities to agree on the business approach or on funding priorities, facilitate informed decision making for successful outcomes and ensure alignment with division, ministry, and government strategic directions.
Guidance / Supervision :
As division expert on evidence-based decision making, PRRT, governance, accountability, performance measurement and program evaluation,
provides project and change management leadership and strategic direction to senior management, division management/staff to strengthen division's accountability and build capacity.
- Provides leadership and knowledge transfer on policy development and innovation, central agency projects and strategic direction across all branch
units and to assigned resources on ministry/cross-ministry work teams and ad hoc committees, including organizing the team, assigning tasks, reviewing progress and providing guidance and advice to assist them in making recommendations.
- Provides advice and guidance to the Assistant Deputy Attorney General, Minister and Minister's Office staff on awide range of division/ministry policy matters and on
innovative research and best practices, systems and business tools to support and enhance PRRT planning, rebalanced accountabilities and horizontal integration.
- Provides leadership on procurement, program evaluation and performance measurement and advice on program, client needs, expectations and standards to ensure selection and use of vendors with knowledge and skills to provide services of value to division clients aligned with government requirements.
- Provides supervision to consultants and ensures knowledge transfer from consultants to division staff/project teams.
Demands / Pressures :
Work Demands :
Frequently required to respond to requests within short deadlines and with shifting/continual reassessment of division/ministry priorities (e.g. briefings,
issues management); required to deal with conflicting demands related to cyclical deadlines, e.g. PRRT planning and in-year submissions.
- Demands associated with policy development initiatives may be determined by the government's legislative agenda, limiting control of the pace of work.
- Constantly required to deal with competing work priorities for the submission of briefing notes and issues analysis/responses that must be managed in addition to ongoing work responsibilities.
Mental / Sensory :
Frequent requirement to concentrate when conducting research, drafting policy/TB/MBC proposals, reports, briefing notes and conducting due diligence of materials to ensure policy/statistical data/information is included to support proposals and final produce is compatible with government/ministry strategic directions and objectives.
- Frequent requirement to listen intently when chairing/participating in policy development project teams, meetings and client consultation session.
