Purpose :
To produce consolidations of the laws (statues and regulations) for e-Laws and manage the content of the e-Laws website to ensure the public has access to Ontario's legislation and ensure the production of print publications of bills, regulations and annual statute volumes.
To manage the legislative editorial services that support the production of legislation for the government and for members of the Legislative Assembly.
To provide planning, resource management and leadership to facilitate the achievement of program objectives and lead ongoing improvements to processes and standards in both e-Laws and legislative editorial services.
Key Responsibilities :
1. Manages the e-Laws website to facilitate convenient and reliable public access to Ontario's legislation in English and French. Ensures timeliness, accuracy and integrity of electronic documents posted on e-Laws and the Assembly website and print publications of bills, regulations and annual statute volumes.
2. Manages legislative editorial services, including the review of draft bills for adherence to Ontario's drafting standards; develops, documents and implements editorial best practices; prepares and ensures products posted to e-Laws website and related print products are accurate and consistent with standards.
3. Manages the programs in the specialized program areas and ensures alignment with other program units and Ministry expectations in order to meet objectives established for service delivery/system management, and to plan customer service activities.
4. Monitors the implementation of programs, policies, and application of legislation and the development of direct service programs to ensure they meet the Ministry's core business plan and program requirements. Approves service contract submissions in relation to legislation, policy, program, and resource requirements.
5. Provides risk assessment advice and develops communication strategies on change management issues affecting the direct service programs.
6. Plans the implementation of program changes to meet service delivery needs and to operationalize strategic directions and long-term plans. Recommends allocation of resources (financial, human resources, and physical); recommending and implementing program delivery modifications as necessary; and ensuring that responsiveness to services adequately supports Ministry clients.
7. Provides advice and program planning and management expertise to senior ministry management on program decisions and directions, and on issues and risk analyses impacting achievement of government program commitments. Develops and proposes communication strategies, including recommendations to mitigate any identified risk and manage and identified critical and emerging issues.
8. Provides leadership and management of multiple concurrent business process improvement and change management projects to ensure optimal quality assurance and operational policies, tools, systems and technologies for ongoing streamlining and improvements to processes, procedures and standards for legislative editorial services and the functionalities and quality of the e-Laws website within the overall process of the drafting of legislation and related content management.
Managerial Responsibilities
1. Develops and oversees ministry strategic plans in the program area and provides advice and expertise to executive levels on issues impacting the OPS and ministry service deliverables.
2. Controls financial resources and reporting, develops the multi-year budget and resource plans. Leads business, financial, and results-based planning processes for Ministry programs/operations and services.
3. Builds organizational capacity through effective human resources development by authorizing recruitment activities, labour relations management, talent management, organizational design and succession planning.
4. Establishes and maintains strong working relationships with key partners and stakeholders to ensure timely and accurate information flow and identification of issues; presents and advocates the ministry's position at various forums
5. Responsible for the overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines and commitments related to programs and services.

Change management techniques and business/operational planning to respond to change in legislation and government direction, develop performance measures and recommend/implement changes to optimize program delivery.
Risk management principles, and government and ministry communications and issues management processes and methods, to provide identification and analysis of issues potentially impacting program management and delivery, and to provide strategic advice and recommendations to senior managers on issues mitigation.
Business process improvement methodologies, re-engineering and level of service methodologies; measurement methods and systematic evaluation methods and continuous improvement theory, best practices, approaches and systems thinking to ensure the provision of business improvement expertise, tools and support that address the very diverse situations and needs in ministry operational areas/units; ensure compatibility and compliance with central agency requirements and appropriate response to audit results and recommendations.
Program Responsibility :
Responsible for managing the e-Laws website in English and French that provides the public access to Ontario source law, consolidated law, point in time law and legislative tables in order to ensure the accuracy and integrity of the electronic data used to produce e-laws and ensures the print publications of bills, regulations and annual statute volumes.
Responsible for the provision of legislative editorial services including the review of draft bills and regulations; development, documentation and implementation of editorial best practices; preparation and quality assurance of products posted to the e-Laws website and related print products; incorporation of legislative amendments into applicable statutes and regulations and update changes to the reference tables and other research aids.
Responsible for planning, developing, monitoring, evaluating, and controlling all programs within a specialized program area.
Responsible for ensuring all OPS, ministry, divisional and/or operational service standards are achieved.
Responsible for promoting the delivery of programs and services with other governmental or non-governmental organizations and outreach to agencies to provide public education.
Responsible for implementing and monitoring programs, policies, and the application of legislation and the development of direct service programs to ensure they meet the Ministry's core business plan and program requirements.

Provides guidance to various stakeholders regarding online access to legislation and legal research leveraging division's expertise and policies.
Participates/chairs various task forces and committees to solicit input and opinions on initiatives related to e-Laws and legislative editorial services.
