Purpose :

To plan, manage and provide leadership for the delivery of probation services and programs for youth within an assigned area of the province.

To participate in the planning and provide leadership in the implementation of policies, initiatives and operational plans for a safe, secure, efficient, effective and accountable justice system.

Key Responsibilities :

1. Plans, co-ordinates and directs day-to-day programs and activities for efficient and effective probation services. Implements strategic direction, develops, implements and ensures operational and business plans that are consistent with divisional objectives, justice models and standards at the regional level. Ensures that services provided are consistent with the legal mandate of relevant legislation and in accordance with policies, standards, and procedural guidelines.
2. Identifies, analyzes and manages contentious issues at the area level such as allegations, complaints, complex cases, media attention, and public safety concerns. Initiates briefing notes and incident reports in relation to potential contentious issues arising in the community.
3. Provides expertise and advice to staff and stakeholders regarding the interpretation of legislation and policy and their application to complex or contentious cases (e.g. enforcement, mental health, specialized services funding and high profile persons) and the provision of programs and services for adults and young persons.
4. Ensures the establishment and maintenance of the case management service delivery model within assigned area of responsibility including assigning cases, providing direction, conducting case reviews, and modelling appropriate case management approach.
5. Acts as Provincial Director under Youth Criminal Justice Act including ensuring completion of court reports, community court sentences implementation (e.g. probation orders, supervision orders, compensation orders and service orders) and approving court and case management reports, rehabilitation program placements, supervision conditions and breach of court order or supervision condition case manager response approach.
6. Provides leadership by participating on numerous corporate projects, task forces, new government initiatives, etc. to provide input on policy development, respond to community justice issues requiring a regional and/or corporate response, and to assist in developing a regional and/or corporate resolution to issues.
7. Assigns/monitors cases and provides technical leadership to staff, as delegated. Ensures the proper interpretation and application of policies, procedures and legislation and assists in the management and resolution of complex or contentious cases. Works with staff and service provider agencies to improve communications and processes to support service delivery.
8. Ensures completion of all court reports and the implementation, supervision and enforcement of all court sentences (e.g. probation orders, secure and open custody orders, community supervision orders). Maintains liaison with legal services to discuss/assess legal ramifications of courses of action on the ministry and youth.
9. Conducts quality assurance reviews/audits of case files to determine whether file management meets ministry standards, policies and legislative requirements for service delivery to youth and of Transfer Payment Agencies providing direct services to assess whether these agencies are meeting their contractual obligations for service delivery and relevant legal mandates.

1. Leads and manages a team(s) in the delivery of a program or service operation and contributes to financial, business, strategic planning and evaluation processes.
2. Identifies financial, material and human resources needs, manages and controls the operational /program/project or activities budget. Contributes to long term financial and resource planning.
3. Promotes a values-based and inclusive team through employee engagement, communicating program deliverables, setting and evaluating performance standards, recommends merit increases, identifies staffing needs, and makes hiring decisions, recommends discipline where required, and promptly addresses employee relations matters.
4. Develops and sustains internal and external stakeholder relationships to coordinate shared interests.
5. Responsible for ensuring compliance with regulatory, legal, financial, collective agreements and ministry policy commitments and advising senior management of sensitive issues/matters.

Knowledge :

Ministry strategic directions, policies, programs and service delivery models, to provide operational management of a program area, service or initiative, to determine and plan for program resource requirements and to ensure alignment of programs/projects with corporate, division and branch goals and objectives.

Human resources practices, policies, directives and collective agreements in relation to recruitment, training and development and labour relations to support an inclusive and engaged team; address employee issues and to support talent management.

Government and ministry financial and administrative procedures, to manage and control allocated financial and material resources, including developing annual budgets, and managing assets and contract service providers.

Expertise in project management principles and methodologies to manage the delivery of program plans, initiatives and goals.

Assigned area's justice system, social service delivery systems, economic environment, cultural diversity and customs to plan and co-ordinate services and programs, identify and resolve service gaps, facilitate young person rehabilitation and provide input for policy and initiative development.
Case management theories, practices, and principles; residential program standards and service delivery as it pertains to adult/youth in custodial detention or treatment facilities.

Related legislation and treatment options to perform Provincial Director Functions; provide case input and supervision, counsel adult/youth, their parents/guardians, and to provide advice on application of legislation and court/legal procedures.

Change management skills to take specific and sustained action to ensure the successful implementation of the ministry's change program.

Program Responsibility :

Responsible for implementing and managing probation services and case management service delivery in an assigned area within the region. Ensures the timely, efficient and effective delivery of programs in accordance with relevant legislation, regulations, ministry/divisional operational policies and procedures while providing optimal utilization of all resources.

Responsible for maintaining quality by identifying, analyzing and resolving gaps in service and programs; evaluates and improves the efficiency of business and/or operational processes and procedures to enhance quality and efficiency.

Responsible for participating in the development of long-term and annual plans and ensuring consistence with all OPS, ministry, divisional and/or operational performance measures and service standards.

Analytical Thinking :

Identifies and resolves inadequacies and avoids potential problems for the community by designing proactive solutions and applying them to programs and services.

Identifies opportunities and recommends improvements to business processes, procedures, and practices to maximize cost-effectiveness and ensure efficient and effective results in a constantly changing, highly complex and visible program.

Identifies, analyzes and manages contentious issues at the area level.

Planning / Coordinating :

Coordinates and plans the delivery of a program, operation, service or project considering the strategy and mandate of the branch and ministry.

Determines financial, material and human resources needs, coordinates operations with other areas of the branch and division, and organizes work to meet program objectives. Participates in divisional business and strategic planning, processes.

Coordinates consultation and advisory meetings relating to program/service initiative with external and internal stakeholders, partners and consultants.

Plans, develops, implements and oversees the overall management including the day-to-day operations of the program. Manages the business planning process for the program, including fiscal and resource management.

Coordinates and participates in the development of business continuity plans including contingency plans to manage local operations in the event of a labour disruption; provides for the seamless and integrated implementation of new/revised processes and procedures.

Leadership/Guidance :

Manages its team(s) by communicating values, strategies, expectations, and promotes an engaged and inclusive environment.

Ensures that identified organizational standards and operational goals are met by: contributing to succession planning; establishing performance standards; conducting regular performance management reviews; recommending merit increases; determining the organization of the work unit and by building individual and team competencies

Identifies and recommends staffing needs, conducts recruitment and selection activities, manages orientation/training, develops remedial plans; addresses employee/labour relations/employee matters.

Independence of Action :

Works under the general direction of the manager /management team and within the framework of ministry, division, branch policies, directives, guidelines and objectives.

Exercises independence of action in participating and providing program/service recommendations as a member of the management team. Provides expert opinions/briefings, advice to senior management on identified and emerging issues impacting program or service goals, outcomes or efficiencies.

Exercises discretion and independent judgment to determine and manage work activities where past practices may not exist.

Broad guidelines are available within legislative authorities with access to senior ministry legal, administrative, financial specialists on contentious matters. Responsibilities undertaken are limited by the wide framework of policies and goals specific to the program.

Independence of action is required when planning and managing programs and services in an assigned area of the province; develops and implements strategies to enhance public safety and foster community partnerships; identifies, analyzes and manages a wide range and complexity of contentious issues.

Interpersonal/Communication :

Develops and implements consultation and coordination of programs and services with senior management, senior community leaders, and colleagues throughout the province; discusses local issues with ministry senior management and provides interpretation of legislation and policy and their application to difficult cases.

Establishes, enhances and renews community involvement in justice services with community partners to implement strategic direction; collaborates on community matters and discuss cases with justice representatives.

Participates as a member/leader on numerous corporate projects, task forces, etc. and inter-ministerial committees to provide input to policy development, respond to community Justice Issues requiring a regional and/or corporate response, and to assist in developing a regional and/or corporate resolution to issues.

Provides customer service, enhances area's services and programs, leads committees, and maintains networks and partnerships by using negotiation, interpersonal, diplomatic, facilitation and consensus building skills.

Communicates complex, technical and specialized language into terms that are easily understood by a variety of audiences.

Physical Effort :

The majority of time is spent in an office environment with frequent opportunity to move about. Occasionally, moves/lifts light objects.

Sensory Effort :

Normal sensory requirements with minimal need to perform work requiring extended concentration of the senses without interruption.

Working Conditions :

Work is performed in a typical office environment with occasional travel within designated areas of the province.
