Purpose of Position :

To provide direction and technical expertise to staff in Geographic Information System (GIS) projects through project management, data management, analysis and modelling to meets the needs of clients and business area partners.

Maintain MLAS mining lands databases and provide advice on data management standards, formats, procedures and GIS techniques to external and internal clients.

Duties / Responsibilities :

1. Provides project and operational delivery of data, analysis and information management for GIS user needs and client requirements through:
- Planning, managing and optimizing the implementation and on-going use of the GIS technology; (e.g. Mining Lands Administration System, Geoclaims, FN and Client contact Access database, LIO, Terranet, Geoportal, Geowarehouse, EMaps, etc.) and GIS projects.
- Assisting with the development of user requirements along with logical/physical models, workflows and data standards;
- Providing analysis and reporting coordination by ensuring consistent methodologies are used and documented;
- Conducting quality control and quality assurance on internal and outsourced GIS projects
- Solving advanced technical problems, providing means for resolution and assisting with implementing solutions;
- Evaluating related technologies for the purpose of establishing standards, meeting project goals and improving the overall operations of the unit;
- Participating in appropriate user and technical working groups; acting as the primary contact between the unit and other GIS and systems staff;
- Attending team meetings to ensure a clear understanding of the support and development requirements.
- Conducting analysis of information and data management requirements by interviewing various staff about program operations, services, decision making processed and objectives.
- Develop and recommend options for database structure, formats and standards for data management.
- Keep informed by participating in OPS GIS forums and groups (i.e. GIS Community, Data Management, Working Group, Aerial Acquisition, etc.)
- Provide project leadership in developing data conversion/capture/storage/archive, evaluating client responses, negotiating solutions, managing risks, approved quality standards and time
- Providing client services in both English and French, including answering incoming calls and/or communicating by letter and email. Receiving clients at the front counter of the Provincial Recording Office when required

2. Provides Project Management (leadership) by:
- Providing group leadership through coordination of activities, effective team facilitation;
- Determining priorities within specific projects and defining and assigning tasks within the project team;
- Providing clients with estimates of resource, scheduling and costs;
- Developing and monitoring project charters, scopes and work plans;
- Comparing and evaluating project deliverables;
- Tracking workflow and providing project summaries and updates as required;
- Facilitating the review of project close out procedures;
- Identifying issues and events that may affect service delivery schedules;
- Preparing RFP's and overseeing work contracted out by the unit.

3. Provide technical expertise in data management and the development of tools and applications through:
- Leading data acquisitions related to GIS and ensure Ministry standards are followed;
- Establishing local data management protocols for specific projects;
- Solving advanced technical problems and assisting with developing and implementing solutions;
- Assist in the development of GIS related tools and applications;
- Coordinating training for end users and GIS technicians with respect to automated solutions and underlying databases, provide advice to end users/clients on technical/operating/content, problem with spatial databases, table/attribute links and participating in technical/business adviser committees

4. Maintain strong relationships with unit clients and stakeholders through:
- Providing a high level of communications;
- Ensuring business needs of clients and stakeholders are understood and clearly defined.
- The incumbent shall, while in the workplace, conduct themselves in compliance with the Occupational Health and Safety Act and any workplace policies and practices as directed by their immediate supervisor.

5. Researching, developing and maintaining OPS approved GIS products, services for distribution of mining lands data to the public and internal clients. Involves design/implementation of the overall product/application, development procedures for quality assurance and maintenance of data,
documentation of the spatial or tabular database.

6. Manager has the right to assign additional duties.

Staffing and Licensing :

Verbal proficiency in French at the advanced level.

Knowledge :

- Knowledge of geomatics theory and practice (GIS, Remote Sensing, Mapping & GPS) with emphasis on geospatial referencing systems, spatial data integration, geospatial analysis, statistical sampling techniques, error analysis, accuracy assessment, quality assurance of GIS databases and GIS application development.
- Knowledge of spatial analysis techniques and data management requirements and interviewing processes, decision-making methods, program manuals, written procedures, and development of data flowcharts within program
- Knowledge of effective data management practices and principles to ensure high quality data is available to clients and stakeholders by collecting, converting, improving and analysing data in order to develop and recommend options of database structure, formats and discussing with Team Lead GIS and Land information, GIS/land technicians.
- Knowledge of basic information management principles concerning the quality, use and value of data and information, including the importance of data standards, data exchange and data distribution.
- Knowledge of relational database theory and methods and requirements analysis techniques to assist with the development of logical and physical data models that meet the needs of clients and stakeholders.
- Knowledge of quality control and quality assurance principles and practices to ensure high-quality deliverables.
- Knowledge of project management processes to ensure project deliverables are completed on-time, within budget and to required specifications.
- Knowledge of associated polices, directives and established procedures related to Information Access and Copyright
- Knowledge of the issues and legislation and laws affecting land title and property rights, (Mining Act, Public Lands Act, Land Title Act, Surveys Act, Boundaries Act etc.).
- Knowledge of land management policies, principles and practises and related mineral exploration practises and mineral sector business areas.
- Knowledge of worker responsibilities as outlined in the Occupational Health and Safety Act.

Skills :

- Analytical skills to provide data analysis and data management that is responsive to client and stakeholder needs.
- Skills in user requirements analysis to develop geomatics solutions that meet client needs.
- Basic systems analysis and design skills to assist in the development of logical and physical data models and modeling processes.
- Above average technical skills to work independently with geographic information systems and associated technologies for the operational delivery of business solutions to clients.
- Strong skills in manipulating spatial data for the purposes of data integration, data improvement, data analysis or for use in more sophisticated applications of GIS.
- Strong problem solving skills to troubleshoot technical and process problems in projects and operational work.
- Verbal communication skills to: discuss client requirements; coordinate activities with colleagues, managers and clients; act as a front-line liaison with other units and staff in the OPS as well as wider stakeholders and partners.
- Writing skills to develop and monitor work plans; prepare proposal and vendor of record requests and prepare project reports.
- Interpersonal and teamwork skills to work with staff, managers and partners in both leadership and collegial roles while implementing the units work plan.
- Teamwork skills to participate in inter-agency, collaborative working groups.

Freedom of Action :

- Job requires working within established practices, procedures and techniques for the operation and use of computer equipment, software and peripherals to carry out data/data base acquisition, analysis/processing and management activities.
- Job requires making recommendations to respond to changing client demands and priorities and on procedures and techniques to improve data acquisition, analysis/processing and management.
- Job requires regular status reporting to the unit Coordinator and on technical problems encountered where delays in the progress of projects will be encountered or where project terms require modification.
