Purpose :

To manage staff of a correctional institution and ensure effective and efficient operation and coordination of institutional security and correctional programs.
To assume overall responsibility for the administration and operations of the institution in the absence of senior administrators in a correctional setting that functions on a 24 hour a day, 7 days a week environment.
To contribute to public safety and security through the care, custody, control and rehabilitation of offenders.

Key Responsibilities :

1. Controls operating practices, conducts internal investigations, and ensures compliance with correctional control standards, policies, legislation and procedures. Ensures the ongoing integrity of institutional security, the legal care, custody, control and classification of offenders, the investigation and disposition of misconduct, the safety of offenders, staff and public.
2. Plans, leads and manages all shift activities to ensure efficient and effective operations, sets priorities and manages workload, ensures that staff have adequate support and resources, and exercises discretion to adjust routines/procedures as necessary including in unusual, crisis, or emergency situations as they arise. Uses, maintains, controls, and issues security equipment, chemical irritants and impact weapons. Purchases, maintains and monitors the condition of, and availability of, tour monitoring and communications equipment, as well as training supplies.
3. Performs a variety of operational management positions such as security manager, Occupational Health and Safety/Compliance manager, staff services/wellness manager, scheduling manager, crises intervention team coordinator, institutional training manager, unit management positions, and other duties as required or assigned.
4. Prepares and reviews ministry and legal documentation (occurrence reports, log books, offender statements, compliance issues, etc.) and testifies in legal proceedings as required. Completes necessary reports, reviews security reports, collects, maintains, and updates offender information on offender tracking information system. Acts as Clerk of Records by verifying legal holding and release documents and coordinates video and audio remands. Conducts queries and retrieves offender information for dissemination to members of law enforcement agencies, professionals, and members of the general public, for offender management and security purposes.
5. Assumes responsibility for the overall administration and operation of the institution in the absence of a Senior Administrator, including evenings, nights and weekends and statutory holidays. In the absence of health care personnel, assesses and implements the level of emergency care required (e.g. transportation to hospital, suicide prevention).
6. Responds to inquiries from within and outside the ministry including police, offenders family members, the Ombudsman, Custody Review Board, media, members of the legal profession, judiciary, advocacy groups, the public, and others. Investigates concerns, determines possible resolution, implements solutions or refers the matters to appropriate authority.
7. Contributes to organizational change by positively influencing and participating in the establishment of a strong adaptive culture where programs and operations are delivered in an integrated and co-coordinated manner, and the organizational principles and values are effectively communicated, modelled and shared with offenders and staff.
8. Assists in, develops and reviews institutional standing orders and local operational policies and procedures. Participates as a member of various committees e.g., Occupational Health and Safety, Emergency Planning Committee, Internal Classification/Institutional Workplace Committee.
Managerial Responsibilities
1. Delivers a program/service through supervision, planning, and coordinating the daily operations of assigned team.
2. Supports a values-based and inclusive team through technical, administrative, and operational direction to staff. Assigns and coordinates work, evaluates performance, identifies staff training needs and escalates employee relations matters.
3. Controls and monitors allocated operation budget for the unit/program and regularly provides assurance reports on financial activities.
4. Provides quality client service to stakeholders.

Qualifications :

First Aid, CPR, and chemical munitions is required and gained through training.

Factors :

Knowledge :

Ministry program and operational objectives, policies and service delivery models, to supervise a team in a ministry program, service or initiative area, to identify and recommend program resource requirements and to ensure adherence with program/service goals and objectives.
Human resources practices, policies and collective agreements in relation to recruitment, training and development, and employee relations; to complete performance agreements, mentor employees, monitor performance, address employee issues and to promote an inclusive and engaged employee team.
Government and ministry financial and administrative procedures, in order to reconcile and report on allocated fiscal, material resources and annual budgets.
Project management principles and methodologies in order to meet the operational program deliverables.
Offender behavior and population moods in order to direct staff and determine appropriate interventions.
Correctional theory and practice related to admission and discharge procedures, care, custody, control and transportation of offenders.
Crisis management model, particularly the "use of force" policy and skill to successfully contain or act in new/emergency situations and solve problems in moments of crisis or challenge.

Program Responsibility :

Responsible for managing the care, custody, control and rehabilitation of offenders and ensuring that they receive all of their legal entitlements and necessities of life.
Responsible for the effective delivery of daily operations, ensuring compliance with relevant legislation, regulations, ministry/divisional operational policies and procedures while providing optimal utilization of all resources.
Responsible for managing all shift activities and the maintenance of efficient operations by ensuring that staff have adequate support and resources and routines are adjusted to account for crises and emergency situations as they arise.
Responsible for coordinating operating practices, security procedures and a wide range of offender programs and activities, and for assisting in the development and review of institutional standing orders and local operational policies and procedures.
Responsible for investigating incidents in the facility that involve offenders and bargaining unit staff, collecting information and providing reports.

Analytical Thinking :

Identifies underlying issues that lead to crises and generates alternative approaches or actions to recurring incidents.
Uses problem solving skills to act quickly and decisively to respond to situations that present a risk to the public, staff, or other offenders; often, during crises in which there is insufficient information to predict consequences with certainty. This may include reacting to emergency situations and determining appropriate measures to take based on “use of force” policy.
Investigates and responds to staff complaints, work refusals, WDHP situations, and grievances by gathering information, conducting research and interviews when necessary, documenting processes and protocols and making recommendations.

Planning / Coordinating :

Plans and administers the program operations; estimates and recommends financial, material and human resources needs, coordinates operations with other areas of the branch and

division, develops work plans to meet program objectives, and provides input to divisional results based and strategic planning processes.
Manages and coordinates institutional security and correctional programs. Participates in the operational planning process, including fiscal and resource management and contributes to organizational change while ensuring programs and operations are integrated and coordinated.
Plans for daily activities to ensure that offender rights and entitlements are met and that the required staffing levels are in place. Coordinates with other departments within the facility to meet the needs of the offenders and to meet the demands of the organization.

Assists in developing business continuity plans including contingency plans to manage local operations in the event of a labour disruption. Facilitates seamless and integrated implementation of new/revised processes and procedures.

Leadership/Guidance :

Responsible for the daily operations of its assigned work unit for the delivery of product, programs and/or services.
Supervises and coordinates work by setting and communicating standards and priorities, scheduling, assigning, and reviewing work, monitoring progress, evaluating work performance, coaching and training staff, and identifying and escalating performance issues.
Participates in recruitment, identifying staff development and training needs, communicates job expectations and values, develops individual and team competencies, prepares learning and development plans and makes recommendations on employee relations matters.

Independence of Action :

Reports to a manager and works within established processes and frameworks in order to deliver day-to-day program/service and unit objectives.
Participates as a member of the branch management team by providing input and technical expertise on identified and emerging program issues, trends and matters including strategic planning and matters affecting program directions.
Decisions are made with respect to unit/functional work, program/activities and seeks guidance in non-routine or contentious circumstances.
Responsibilities undertaken are limited by the framework of ministry/government/institutional policies, standards, practices, relevant legislation, human resource (HR) procedures and collective agreements.
Coordinates diversified programs and integrates them with correctional control and security requirements of the facility. Adjusts priorities to meet changing needs and in curtailing or altering a variety of programs.
Interprets and applies existing policies consistently and verifies legal documents such as admission and discharge documentation.
Disciplines and counsels offenders. Assesses mood of inmate population and determines appropriate use of force.
Acts as a crisis manager after regular business hours and utilizes decision making abilities/skills in the absence of senior management. In the absence of health care personnel, assesses and implements the level of emergency care required (e.g. transportation to hospital, suicide prevention).

Interpersonal/Communication :

Communicates with senior institutional administrative staff to exchange information, report unusual incidents and obtain guidance or direction.
Communicates to inmates with attention to detail, intonation, pace and delivery methods to ensure understanding of the information as it is intended while respecting the dignity of all persons in a manner that recognizes privacy, confidentiality, comfort, autonomy, and self-esteem.

Exchanges information when co-coordinating operational security/correctional needs and program activities with probation and parole, institutional management, ministry officials, recreation, health care, treatment, kitchen, maintenance, and industrial staff.
Interprets and conveys direction, informs/counsels/educates staff and writes a variety of reports (occurrence, incident, security reports etc.); organizes and articulates issues to a variety of audiences (e.g. police, Crown, investigators, general public).
Communicates openly and directly even in difficult situations, supporting organizational stand on policy, values.
Exchanges information with offender records personnel regarding discharges and documents, and with professional social workers, psychologists, medical staff, volunteer coordinators and chaplains regarding offender counseling and programs, with police, and with WSIB regarding claims management.
Provides information to the general public, volunteer groups, lawyers, court officials, Ombudsman, Immigration, Parole Boards, families etc. and suppliers to purchase or replace required equipment.
Participates as a member on various committees (e.g. Institutional Workplace Committee, Attendance Review Committee, Occupational Health and Safety Committee, etc.) and other provincial or institutional committees as assigned to meet the Ministry's business objectives.

Physical Effort :

Regular walking throughout the facility during entire shift, occasionally standing, sitting, twisting, bending, pushing or carrying light objects.
Appropriate use of force is occasionally required to manage escalating or abrupt situations that compromise the health and safety of offenders, staff or the security of the facility.
Physical exertion may be required during suicide intervention and in performing CPR and First Aid.

Sensory Effort :

Mental alertness is required on a continuous basis including being attentive to detail when adhering to policies and standard operating procedures when monitoring the behaviour of offenders. E.g. Performs routine inspections and manages emergencies including fire, evacuation requirements, escape attempts, hostile and aggressive behavioural disturbances, utility disruptions and implements appropriate security practices, de-escalation/diffusion strategies, physical intervention and restraint procedures.

Working Conditions :

Work is conducted within a secure detention/custody facility setting that functions on 24 hours a day, 7 days a week with exposure to erratic behavior, verbal abuse, bodily fluids and the potential for physical danger.
May be required to manage emergency medical crises and security breach situations, manage aggressive behavior, and contain and resolve emergency situations.
Shift work could include evenings, nights, weekends and statutory holidays including “on call” responsibilities.
