Purpose of Position :

To provide support to ensure contractors adhere to contract requirements. Duties include field investigations, inspection, surveying, office administration, road patrol and other construction and maintenance related work activities on the provincial highways system and unincorporated roads and bridges.

Duties / Responsibilities :

Under the general direction of the supervisor,
-Liaises with contractors, property owners and the general public, along with external organizations such as municipalities and police services to address issues and complaints;
-Assists with the monitoring and performance assessments of contractors and consultants and the review of extra work, contract drawings and documents and claims;
-Assists with the preparation of contract packages and contract administration acquisition documents;
-Provides technical advice and training to other ministry staff;
-Carries out field investigations and inspections to ensure quantity, quality and compliance with contract requirements including environmental and safety components;
-Carries out contract related activities (e.g., surveying, hiring of labour and equipment);
-Performs clerical and administrative work such as correspondence, instruction notices, payment calculations, payment reports, material usage, equipment hours of work, highway inventory, contract payment record assessment and applicable reports and forms;
-Ensures measurements for payment including checking, taking cross sections and ensure material sampling and testing are done to contract requirements;
-Attends contract-related meetings including scheduling, setting the agenda and taking minutes;
-Reviews contract packages for accuracy, maintenance, and constructability issues;
-Patrols and reports on road conditions, hazards and/or deficiencies;
-Carries out general maintenance activities (e.g., responding to accidents / incidents, sign repair / maintenance, debris removal, road surface repair and other duties as assigned);
-Coordinates traffic control; and,
-Operates and maintains ministry vehicles and equipment.
-Conducts oneself in compliance with the Occupational Health and Safety Act and any workplace practices as directed by the immediate supervisor. Reports awareness of any hazards to immediate supervisor.
-Completes work assignments within the various regional and provincial offices;
-Maintain awareness of current developments and trends in construction and maintenance through reading/review of technical journals, newsletters and manuals, attendance at meetings/in-house conferences and discussion with senior staff and colleagues.
-May be required to work rotating shifts on a 24 hour/7 day a week basis, including nights, weekends and statutory holiday.

Staffing and Licensing :

Valid Class G driver's licence.

Knowledge :

Position requires knowledge of the following:
-Construction and maintenance practices, including material sampling and testing, surveying, inspection and road patrolling to ensure necessary oversight of contractor operations and assessment of road conditions / deficiencies.
-Highway construction, engineering and winter and summer maintenance operations, standards, specifications, practices and principles to carry out maintenance and construction-related activities.
-Procurement policies and procedures for the necessary purchase of services and materials.
-Related policies, acts and regulations (e.g., applicable statutory acts and regulations) to interpret and assess legislative impacts on contract related activities.
-Mathematical calculation is required to assist with the assessment of contract related issues.
-Operation of surveying equipment to carry out grade checks and to quantify measurements.
-Standard desktop applications for sending/receiving e-mail, accessing the Internet and intranet, word processing for completing reports and data analysis to prepare spreadsheets.
-Procedures related to traffic control, safety and environmental protection.

Skills :

Position requires the following:
-Ability to interpret and assess the constructability, overall quality and safety issues of drawings and documents.
-Ability to monitor contractor's operations, assess contractors; and consultants; work for compliance with legislation , regulations, procedures and guidelines and review audit plans to assess if corrective action has been taken.
-Ability to identify the nature/seriousness of non-compliance or work defects.
-Analytical, negotiation, reasoning, and problem solving skills to assist with the assessment of maintenance and construction activities and related issues.
-Mathematical skills to conduct field surveys, material testing, and for payment calculations and assessments.
-Written skills to maintain accurate records such as patrol and inspector diaries.
-Oral and interpersonal skills to work with colleagues, regional counterparts, the public, consultants, contractors and other stakeholders, including explaining ministry standards and practices.
-Organizational and planning skills to carry out contract related activities.
-Ability to provide technical advice and training to staff as required.
-Ability to work with other project members in a team environment and adapt and apply standards and procedures in different functional areas within defined scope.

Freedom of Action :

Under the general direction of the applicable manager/supervisor, incumbent is assigned work on a day-to-day as well as project basis with assignments identified and processes established and day-to-day supervision provided by more senior technical or professional staff.
-Responsible for identifying the nature/seriousness of highway condition or non-compliance or work defects and to select the type of follow-up action required.
-Works within maintenance operational best practices and contract administration guidelines related to maintenance work methods, material sampling testing, surveying, inspections and office administration.
-Works within legislative guidelines to ensure contract best practices are followed.
-Monitors highway and unincorporated road and weather conditions to determine the appropriate course of action as required.
-Freedom of action to Addresses highway conditions, including knowing when concerns/issues should be escalated to the supervisor.
-Manages own workload within established procedures and time frames.
-Required to work ad-hoc, non-standard hours (i.e., statutory holidays, nights and weekends).
-Ability to independently/individually travel to work locations and project sites not accessible by public transportation to conduct onsite inspections and investigations or to patrol an assigned section of the provincial highway network.
-Inaccurate technical decisions (e.g., calculations, survey and testing results, inspection of consultant or contractor work) could result in impact to the travelling public, additional work, possible contract delays and incorrect information provided to senior staff, contractors and the public.
-Latitude/judgement for decision-making exists in determining data requirements, identifying deficiencies and recommending modifications to meet contract requirements, supporting quality assurance testing, recommending maintenance work plan requirements and providing accurate information as input to reports and briefing materials for management use.
-Completed work is accepted as technically accurate and is reviewed by more senior staff at various stages of completion for accuracy and adherence to established time lines and ministry standards and procedures.
-Incumbent refers to senior staff and/or supervisor all matters of conflicting priorities and decisions that require deviation from established standards and practices.
