Purpose of Position :

Provide professional environmental planning, technical, project management, and monitoring services and expertise to ensure that the overall environmental component of transportation planning, design, construction and maintenance projects conform with and meet the intent of all technical, procedural, administrative consultative aspects of federal, provincial, and municipal environmental legislation, regulations, policies, procedures, and objectives. To provide technical support to project managers of transportation planning projects. To provide input to, and technical support for strategic highway planning and regional participation in municipal planning issues.

Duties / Responsibilities :

Under the general direction of the Head, Environmental Planning Section, the Environmental Planner:

(55%) Provide co-ordination of the overall environmental component of planning, engineering, construction and maintenance projects by:

- Assessing transportation projects, determining the scope and detailed requirements, and risks of the overall project environmental work;
- Providing the environmental input to selection of project delivery method, and providing the environmental component of project consultation acquisition management, and evaluation;
- Co-ordinating the project input of MTO specialist environmental staff;
- Ensuring that 'proponent' responsibilities under federal and provincial environmental legislation and policy are met
- Ensuring that all project environmental technical aspects are performed which may include: determine environmental conditions; conduct environmental component of route selection; conduct the environmental component of overall facility design; develop an environmental design plan for the preferred project alternative; conduct the environmental component of the development of the facility design approach; develop an environmental construction plan for the preferred facility construction approach; conduct/prepare pre-construction environmental field work/reports; conduct environmental quality control during construction; conduct/prepare post-construction environmental field work/reports.
- Ensure that all project environmental process aspects are performed which may include: federal, provincial and ministry EA process, public consultation; obtaining formal environmental approvals, permits, and exemptions.

(25%) Provide advanced technical advice in the area of environmental assessment process, provides an overall perspective of the requirements and interactions of the wide range of federal and provincial environmental legislation, policy and approvals; represents the ministry in negotiations with external agencies, at public meetings and at formal information centres.

(15%) Provides technical support to project managers of transportation planning projects, provides input to technical support for strategic highway planning and to regional participation in municipal planning issues.

Knowledge :

Knowledge of current principles and practices for environmental assessment and protection. Working knowledge of planning, design and construction. Proven experience in the application of the wide range of environmental factors and disciplines associated with transportation planning, design, construction and maintenance undertakings, and the wide range of federal and provincial environmental legislation and policy that typically apply to such takings. Demonstrated experience in the interaction of environmental disciplines and requirements, and the interaction between environmental and transportation requirements.

Skills :

Initiative, good judgment, and diplomacy. Excellent interpersonal, negotiation, organization, presentation and communication skills (both oral and written) are essential. Ability to work in a dynamic and sometimes pressured work environment, and to work to tight schedules/deadlines. Demonstrated experience in working effectively in public sessions/meetings, including those which deal with controversial issues and the public reactions that are associated with such issues. Analytical, problem solving, and organizational skills to plan, conduct and report/recommend on multifaceted, complex assignments with minimal supervision. Proven ability to write reports and briefing materials. Ability and willingness to travel regularly throughout the region, and to work independently in the field. Ability and willingness to work both daytime and/or evenings as required. A valid drivers license.
